Campbell, Chairman Abstract One of the most significant challenges facing Native Americans and their indigenous identity is a greater understanding of the historical complexity of relationships that interconnected ethnically diverse populations across geographic landscapes. This thesis examines the range of Blackfoot political, social, economic structures, spiritual beliefs, and practices that were in place at the time of Euro-American contact. I use historically documented evidence of transformations that took place from the beginning of the fur trade era through the reservation era. Through the theoretical lens of ethnogenesis I use a case study of the Small Robe ( Inuck’siks) band of the South Piegan of Montana to elucidate their responses to conditions of change. I conclude that all divisions of the Blackfoot Confederacy changed in response to catastrophic conditions of disease, warfare, and other natural phenomena as well as contact with and inclusion of other Indian and non-Indian people and their cultures to ensure continuity and survival. ii Acknowledgements It is not an exaggeration to say this thesis would not have happened without the inspiration and spiritual guidance of my ancestors whose stories will always live in my heart and mind as I hear their voices from the past. By critically examining a series of historical and sociopolitical episodes on the Northwestern Plains, this thesis addresses the emergence, characteristics, composition, evolution and integration of a band of Southern Piegan to neighboring tribes and reintegration to a social organization from which they originated. All cultures change for a variety of reasons, but the core of social identity is based upon a shared belief system. It is how they adapt to their living conditions, how they change in response to catastrophic conditions, disease, warfare and other natural phenomena, and how they must alter their life-ways at certain intervals that determines if they are going to continue to be a people. 2 The early ethnographic literature about Native North American societies assumed that the culture, as described, was a highly standardized form of social behavior, existed with little change over an indefinite period preceding European contact. 3 Some scholars assumed further that certain homogeneity 1 existed in tribal societies throughout time and space.     Scaling Memory: Reparation Displacement and the Case of BC MATT JAMES University of Victoria In British Columbia, people tend to view history as something that happened last weekend.... Happily, it doesn’t matter here who your ancestors were or who did what to whom 300 years ago. Lisa Hobbs Birnie ~1996! Racist injustices have played a central role in shaping British Columbia; it could hardly be otherwise in a white-dominated settler society built on an ongoing history of Indigenous dispossession and 75 initial years of official racism against Asians. Yet despite the spread of an “age of apol- ogy” ~Gibney et al., 2008!, characterized in many locales by a growing introspection over patterns of historic injustice, considerations of repara- tion still seem marginal in BC, an anomaly to which this article responds. Charting the contours of an amnesiac culture of memory, the follow- ing pages argue that BC’s aloofness from the age of apology reflects a phenomenon I call “reparation displacement.” While some recalcitrant communities resist calls to repair injustice by denying responsibility or claiming no injustice has occurred, reparation displacement works more subtly, redirecting understandings of responsibility instead. In the BC case, reparation displacement is intertwined with the politics of federalism; issues of racist injustice in BC have been conceived almost exclusively— not only by officials but often by redress activists themselves—as mat- ters of federal rather than provincial shame. In fact, only a small part of this area was Grasslands. Several bands of Cree and Ojibway (Saulteaux) became permanent residents of the Grasslands bor- ders when Reserves were established in the 19th century. They rapidly absorbed aspects of Plains material culture, a process started earlier farther west. This paper examines one such case as revealed by footwear. However, in order to keep the tradition alive for future generations, educators are beginning to step outside the box to allow for innovative ways to bring the stories back to life for students. By writing a play about the 1870 Baker Massacre, and staging it with Blackfoot students from the Kainai Board of Education school system, I have successfully found another way to engage First Nation students from Kindergarten through grade 12. This is the first time the story of the Baker Massacre has been told from the perspective of Blackfoot children. A good portion of the research was taken from oral accounts of actual descendents of the survivors of the massacre. Most of the survivors were young children, including my great-great grandmother, Holy Bear Woman. The Baker Massacre became a forgotten and lost story. However, by performing this play to an audience of approximately 1000 over the course of six performances, including a debut performance in New York City, there is a good chance that this story will not fall into obscurity again. The process of researching, writing and staging this play also had a major impact on my own personal healing and well-being.

    The central rock pile was 14 feet high with several cairns spanned out in different directions, aligning to various stars. Astraeoastronomers have determined that one cairn pointed to Capella, the ideal North sky marker hundreds of years ago. At least two cairns aligned with the solstice sunrise, while the others aligned with the rising points of bright stars that signaled the summer solstice 2000 years ago (Olsen, B, 2008). Astrological alignments of the five satellite cairns around the central mound of Moose Mountain Medicine Wheel from research by John A. Eddy Ph.D. National Geographic January 1977. MEDICINE WHEELS Medicine wheels are sacred sites where stones placed in a circle or set out around a central cairn. Researchers claim they are set up according to the stars and planets, clearly depicting that the Moose Mountain area has been an important spiritual location for millennia. 23 Establishing Cultural Connections to Archeological Artifacts Archeologists have found it difficult to establish links between artifacts and specific cultural groups. It is difficult to associate artifacts found in burial or ancient camp sites with distinct cultural practices because aboriginal livelihood and survival techniques were similar between cultures in similar ecosystem environments. Nevertheless, burial sites throughout Saskatchewan help tell the story of the first peoples and their cultures. Extensive studies of archeological evidence associated with burial sites have resulted in important conclusions with respect to the ethnicity of the people using the southeast Saskatchewan region over the last 1,000 years. In her Master Thesis, Sheila Dawson (1987) concluded that the bison culture frequently using this area was likely the Sioux/ Assiniboine people.

The arrangement of the tipis was not strictly defined in these camps, although all of them faced east. This allowed the morning prayers to travel towards the rising sun, helping it to come above the horizon for another day. Within this territory they had areas where they would travel well over 500 miles during a yearly cycle to hunt, gather and renew religious commitments.     Sustaining Indigenous Languages Looking Back, Looking Forward Inge Genee and Conor Snoek In the past decade or so, the endangerment of many of the world’s Indigenous and other minority languages has begun to percolate into the public consciousness, becoming part of the wider debate about cultural, environmental, and economic sustainability. The United Nations declaration of 2019 as the International Year of Indigenous Languages (en.iyil2019.org) can be considered emblematic of the rise in global awareness of the threat of language extinction. Popular press articles about language endangerment are becoming more common, and local papers often comment on initiatives to revitalize or maintain Indigenous languages of a specific group or territory. In addition, social media groups promote and support individual language communities and provide a means of connecting speakers living outside their communities of origin. It is becoming clearer all the time that language maintenance has many benefits in addition to the preservation of unique ways of seeing the world, including mental and physical health benefits (Biddle and Swee 2012; Hallett et al. 2007; Whalen et al. 2016), community benefits (Romero-Little et al. 2011) and educational benefits (Huffmann 2018; Luning and Yamaguchi 2010; Reyhner 2017). Indigenous language communities and linguists working in Indigenous language documentation and related fields have been aware of the threat to In- digenous languages for several decades. Passionate writings calling the linguistic community to action emerged as early as the 1990s (Crawford 1998; Grenoble and Whaley 1998; Hinton 1997; Krauss 1992), but, like the climate scientists who long warned of a looming crisis, linguists and language activists have struggled to be heard.
