    ÖPNV-Plan 2020 – 2030 Plan des öffentlichen Personennahverkehrs ÖPNV-Plan 2020 – 2030 Plan des öffentlichen Personennahverkehrs Beschluss der Landesregierung vom 11.12.2018 1 Auf ein Wort Der neue ÖPNV-Plan 2020 – 2030 wurde nicht nur fortgeschrieben, sondern neu aufgestellt. Was war der Anlass für diese grundlegende Neuaufstellung? Thomas Webel: Der letzte ÖPNV-Plan erschien im Jahr 2011. Seitdem haben sich sowohl in Sachsen-Anhalt als auch auf Bundesebene etliche Randbedingungen geändert. So gibt es seit Ende 2015 eine verlässliche Grundlage, wie sich die Regionalisierungsmittel bis 2031 entwickeln werden. Diese Planungssicherheit war eine wichtige Voraussetzung für den neuen Plan und hat viele Festlegungen maßgeblich beeinflusst. Darüber hinaus gab es neue Daten aus der 6. Regionalisierten Bevölkerungsprognose und Festlegungen des Bundes- verkehrswegeplans 2030, die berücksichtigt werden mussten. Wir haben die Neuaufstellung aber auch genutzt, um wichtigen gesellschaftlichen Themen deutlich mehr Raum zugeben. So sind der Klimaschutz, die Schaffung von Barrierefreiheit, der Umgang mit dem Demogra- fischen Wandel und die Anforderungen aus dem Bereich Gender Mainstreaming und Familie nun deutlich stärker im Plan vertreten. Seit dem ersten Kabinettsbeschluss zur Neuaufstellung des Plans im Herbst 2014 sind einige Jahre vergangen. Was ist in dieser Zeit geschehen? Thomas Webel: Wir haben uns die Zeit für eine breite Beteiligung der ÖPNV-Akteure in Sachsen-Anhalt genommen und dabei auch neue Wege ausprobiert. So fanden von 2015 bis 2017 insgesamt zehn Workshops zu verschiedenen fachlichen und gesellschaftlichen Themen statt. Aufgabenträger, Verkehrsunternehmen, Verbünde und Verbände konnten auf den gut besuchten Veranstaltungen ihre Anregungen und Kritikpunkte einbringen und mit den Vertretern des Landes ins Gespräch kommen. Dabei haben wir viele Hinweise gesammelt, von denen ein Teil direkt in den Textentwurf einfließen konnte.
