Infrastructure Development Department Annual Report GOVERNMENT OF KARNATAKA INFRASTRUCTURE DEVELOPMENT DEPARTMENT ANNUAL REPORT 2018-19 INFRASTRUCTURE DEVELOPMENT DEPARTMENT ANNUAL REPORT FOR THE YEAR 2018-19 1. INSTITUTIONAL FRAMEWORK: The Infrastructure Development Department was established in September 1996. The Infrastructure Development Department is mandated with the tasks mentioned below: (a) Providing assistance to the Government Departments/Agencies in developing infrastructure projects on Public and Private Partnership (PPP) mode and mainstreaming PPP mode of implementation. (b) Developing Airports and Airstrips. (c) Coordinating with the Railway Department to implement railway projects in the State. Infrastructure Development Department is a Secretariat Department. The Additional Chief Secretary is the head of the Department and is assisted by one Joint Secretary, two Deputy Secretaries and two Under Secretaries. A PPP cell has been established with Technical Assistance from Asian Development Bank (ADB) under Department of External Affairs (DEA) programme for "Mainstreaming PPP in Infrastructure Projects”. The Additional Chief Secretary, IDD is the State PPP nodal officer. The cell is headed by a Director and he is assisted by a Senior Programmer & two Assistant Directors. The following development agencies are working under the Infrastructure Development Department :- (a) Karnataka State Industrial and Infrastructure Development Corporation (KSIIDC) which is the nodal agency for BIAL and GAIL matters. (b) Rail Infrastructure Development company (Karnataka) Ltd.,(K-RIDE) This Department provides appropriate advisory services for planning, procurement and execution of projects under PPP initiated/proposed by different Departments of the State Government and related agencies. During 2018-19, Rs. 60014.00 lakhs have been provided to the Infrastructure Development Department and vide re-appropriation, out of which Rs.57265.79 lakhs was the expenditure incurred. Kempegowda International Airport Project (BIAP) Kempegowda International Airport is the country’s first green field international airport conceived in the PPP format, which became operational in May, 2008. Both Government of Karnataka and Government of India totally hold 26% shares in the company and the balance 74% is held by the private promoters. Presently, Kempegowda International Airport is the 3rd largest Airport in the country with 22.88 million passenger traffic in 2018-19. Civil works of the 2nd runway is in progress and the design for 2nd runway is in progress and the design for 2nd terminal building being prepared. 2. Minor Airport Kalaburagi Airport: State Public Works Department, Port and Inland Water Transport Department has been deployed on 25.06.2015 to complete Rs.109.48 crore for 3 packages and approved by 2017-18 for the estimated cost of Rs.175.57 crore to complete the remaining work of Kalaburagi Airport. The project is likely to be completed by 2019. The airport is Included under the RCS scheme, operations and management are assigned to the Indian Airport Authority. Vijaypur Airport: The contract has been terminated with the Private Partner after a report of AAI informing that about Rs.100 crore will be require for levelling of land. Hence, a study regarding OLS as well as estimation of the costs for levelling has been taken up. Hassan Airport: The Hassan Airport has to be implemented by the state government and M/s RITES Ltd as the Consultants for providing technical consultancy services for the development of the Airport at Hassan District, subject to the same terms of engagement as has been made applicable in respect of development of Kalaburgi Airport, Kalaburagi District, and Karnataka. Bellary Airport: Bellary Airport is being developed on PPP basis and M/s Marg Sri Krishnadevaraya Airport Pvt. Ltd., has been selected as the developer. Out of, 900 acres of land required, 823 acres has been acquired and acquisition of balance land is in progress. The PDA and Land Lease Deed are being finalized for signing. The developer has been requested to take possession of the available 823 acres of land and commence construction works. Shimogga Airport : There was no response for development of a major airport of Shimogga, it is proposed to develop a “No Frill” airport has been taken up on a PPP along with the provision of airline services by the selected Private Partner. The tenders have been invited and the last date for bidding is 26.04.2019. Recently a proposal have received to constitute the “Tender Evaluation Committee/Tender Scrutiny Committee. It is under consideration. 3. Airports owned by Indian Airports Authority: Mysore Airport: Land Acquisition of 175 acres of land required for the first phase of Mysore Airport was supplied by the State Government and handed over to the Airport Authority of India. The airport is operational from 01.10.2010. The Civil Aviation Ministry has granted permission to construct an underpass near National Highway -212 to expand the runway to operate A320 at this airport. So, according to the approval of the Indian Airport Authority, the KIADB has informed them to acquire additional 280 acres of land for expansion of the runway. Hubballi Airport The Airport belongs to the Indian Airport Authority and the airport is upgraded to implement A320 at this airport. Hubli Airport is being upgraded by the Airports Authority of India as per the agreement made by the State Government with the Authority of Indian Airports on 23.01.2013. The 588 acres of land has been handed over to the Airports Authority of India and the completion of the airport is upgraded and the date is: 12.12.2017. Belagavi Airport: This Airport belongs to the Indian Airport Authority and has been upgraded to implement A320 at this airport, with the state government having an airport with the Airports Authority of India on 19.1.2012. The State Government has handed over 370 acres of land to the Indian Airports Authority. Upgrading works completed, date: 14.09.2017. Mangalore Airport: Mangalore Airport is owned by the Airports Authority of India and is affiliated with the State Government, with the cost of land acquisition, 2nd runway, new terminal building and rehabilitation work. The proposal of Airports Authority of Indian for further extension of the runway is under consideration by the Government. Bidar Airport: The Indian Airlines Ministry has directed GHAIL to sign a treaty with the Government of Karnataka for the operation of the Bidar airport. Action is being taken to operate the airport in 2019-20. 4. Devanahalli Business Park: Bengaluru Signature Business Park is being developed under PPP model in 408 acres of land adjacent to Kempegowda International Airport. Consortium of Stantec Consulting Pvt. Ltd., Ahmedabad & Jones Lng Lansalle Property Consultants (India) Pvt. Ltd., Ahmedabad, have been appointed as consultant to prepare Master Plan for this Project. 5. Bengaluru International Convention Centre (BIC-3) International Convention Centre is being developed with a seating capacity of 6000 seats in 35 acres of land, out of 408 acres of land adjacent to Kempegowda International Airport which includes Exhibition Hall, Food Court and other necessary facilities. With the following : i. Development of main convention hall, exhibition hall and food court under EPC model. ii. Structuring the Operation and Management of the ICC and setting up of other allied/ supporting facilities such as 5/4/3 star category hotels, service apartments, theme park(s) etc and other necessary infrastructure on PPP mode and invite private sector participation for the same. iii. KSIIDC has been appointed as nodal agency to take up the implementation/ development of this project. Government has accorded approval to appoint design Consultants of world standard to provide concept Architecture/ Designs & PMC Services. M/s. Populous Designs Private Limited has been appointed to provide concept design and architecture / design services. iv. Cabinet has accorded approval for Green House concept & Garden City theme. Suggestions & comments of Bidders was obtained in the Round Table conference held on 20.02.2017 & alternate methods for implementing this project are under the consideration of Government v. The approvals have been accorded vide G.O. No.IDD 44 DIA 2011, dated:04.12.2017 for providing upto 100% VGF by Government of Karnataka (around Rs.440.00 crore) for the development of the ICC and Exhibition hall (not including the hotel costs) on the least VGF required basis. 6. Railway Projects: 6.1 Munirabad(Ginigere)-Mehaboobnagar(Raichur)RailwayLine Project: The Government of Karnataka has taken this Project on 50:50 cost sharing basis with Railway at an revised estimated cost is Rs.1350.91 crores, and released Rs.515.24 crores to South Western Railway out of its Share 675.45 Crore and 1254 acre of land handed over to South Western Railway. Railways targeted for commissioning. Gangavati-Karatagi stretch for land acquisition for Direct purchase is under consideration in Koppal District. 6.2 Tumkur-Davanagere Railway Line Project: The Government of Karnataka has taken this project on 50:50 cost sharing basis with Railway at an estimated cost of Rs.1801.00 crore and provide the necessary land free of cost. Gok has released Rs.50.00 crore to South Western Railway for construction and Rs.70.98 crore released to Deputy Commissioners for land acquisition and 136 acres of land handed over to Railways. Railways started Construction work of 12 Km between Urikere-Thimmaharajanhalli. 6.3 Tumkur-Rayadurga Broad Gauge Railway Line Project: The Government of Karnataka has taken this project on 50:50 cost sharing basis with Railway at an estimated cost of Rs.479.59 crore an released Rs.170.00 crore out of it share Rs.239.79 crore.

Health ministry launches SAANS campaign The 'Social Awareness and Action to Neutralize Pneumonia Successfully' (SAANS) campaign was launched by Union Health Minister Harsh Vardhan. It aimed to reduce child mortality due to pneumonia. In India, pneumonia contributes to around 15 percent of deaths annually of children under the age of five. Under SAANS, the government is targeting a reduction in pneumonia-caused deaths by 2025 to less than 3 deaths out of 1000 live births. The health campaign will mobilize people to protect children from pneumonia and train health personnel and other stakeholders to provide prioritized treatment to control the disease. A child suffering from pneumonia can be treated with a pre-referral dose of anti-biotic amoxicillin by Accredited Social Health Activist (ASHA) workers.

    Airports Authority of India Press Release Kalaburgi in Karnataka gets air connectivity, Greenfield Airport inaugurated under RCS -UDAN New Delhi, 23rd November, 2019: A Greenfield Airport at Kalaburgi in Karnataka was inaugurated by Shri. B.S. Yediyurappa Chief Minister, Government of Karnataka on 22nd November, 2019 in the august presence of esteemed dignitaries of the State Government. Shri Pradeep Singh Kharola, Secretary, Minister of Civil Aviation and Shri Arvind Singh , Chairman, AAI was also present on the occasion. The first Kalaburgi- Bangalore-Kalaburgi fight also commenced from the Kalaburgi Airport on this occasion State Govt. of Karnataka transferred existing Infrastructure at Kalaburagi Airport along with 742 acres of land free of cost for operationalization, maintenance and further development to Airports Authority of India. An MoUwas signed between Govt. of Kanataka and Airports Authority of India on 23rd August 2019 for Development, Maintenance and Operation of Kalaburagi Airport. The terminal building of the Greenfield Kalaburgi Airport has an area of 2173 sqm. with peak hour handling capacity of 100 passengers. Ministry of Civil Aviation has considered Kalaburagi Airport under RCS-UDAN Scheme of Govt. of India. Under this scheme, Kalaburgi Airport will be connected to Bengaluru, Hindon and Tirupati. Kalaburagi is one of the backward border districts of Kanataka, which requires air connectivity with the State Headquarters and other commercial centers for its development.
