Infrastructure Development Department Annual Report for the Year 2019-20 INFRASTRUCTURE DEVELOPMENT DEPARTMENT ANNUAL REPORT 2019-20 INFRASTRUCTURE DEVELOPMENT DEPARTMENT ANNUAL REPORT FOR THE YEAR 2019-20 1. INSTITUTIONAL FRAMEWORK: The Infrastructure Development Department was established in September 1996. The Infrastructure Development Department is mandated with the works mentioned below: (a) Providing assistance to the Government Departments/Agencies in developing infrastructure projects on Public and Private Partnership (PPP) mode and mainstreaming PPP mode of implementation. (b) Developing Airports and Airstrips. (c) Coordinating with the Railway Department to implement railway projects in the State. Infrastructure Development Department is a Secretariat Department. The Principal Secretary is the head of the Department and is assisted by one Additional Secretary, Joint Secretary, Deputy Secretary and two Under Secretaries. A PPP cell has been established with Technical Assistance from Asian Development Bank (ADB) under Department of External Affairs (DEA) programme for "Mainstreaming PPP in Infrastructure Projects”. The Principal Secretary, IDD is the State PPP nodal officer. The cell is headed by a Director and he is assisted by a Senior Programmer & two Assistant Directors. The following development agencies are working under the Infrastructure Development Department :- (a) Karnataka State Industrial and Infrastructure Development Corporation (KSIIDC) which is the nodal agency for BIAL and GAIL matters. (b) Rail Infrastructure Development company (Karnataka) Ltd.,(K-RIDE). (c) Hassan-Mangalore Railway Development Corporation. (d) Infrastructure Development Corporation (Karnataka) Limited. This Department provides appropriate advisory services for planning, procurement and execution of projects under PPP initiated/proposed by different Departments of the State Government and related agencies. During 2019-20, Rs.48156.59 lakhs have been provided to the Infrastructure Development Department and vide re-appropriation, out of which Rs. 43523.20 lakhs was the expenditure incurred. Kempegowda International Airport Project (BIAP) Kempegowda International Airport is the country’s First Green Field International Airport conceived in the PPP format, which became operational in May, 2008. Both Government of Karnataka and Government of India totally hold 26% shares in the company and the balance 74% is held by the private promoters. Presently, Kempegowda International Airport is the 3rd largest Airport in the country with 33.40 million passenger traffic in 2019-20. Its been identified as the fastest growing Civil Airport in the world. Currently Civil works of the 2nd runway is completed and the design for 2nd runway is in progress and the design for 2nd terminal building being prepared. 2. Other Airports: 2.1 Vijaypur Airport: The contract with the Private Partner has been terminated in the year 2014 after a report of AAI which mentioned that an amount of Rs.100 crore will be required for levelling of land. PWD has now prepared an estimate for development of Vijayapur Airport, which is currently under the consideration of the Government. 2.2 Hassan Airport: The Hassan Airport has to be implemented by the state government and M/s RITES Ltd as the Consultants for providing technical consultancy services for the development of the Airport at Hassan District. The report is awaited, meanwhile 536 acres of land has already been acquired by the State Government. ( Deputy Commissioner, Hassan). 2.3 Ballary Airport: Bellary Airport is being developed on PPP basis and M/s Marg Sri Krishnadevaraya Airport Pvt. Ltd., has been selected as the developer. 823 acres has been acquired and is in possession of the State Government. The PDA and Land Lease Deed are being finalized for signing. The developer has been requested to take possession of the available 823 acres of land and commence construction works. 2.4 Shivamogga Airport : The Adminstrative Approval has been given on 04.02.2020 for Rs.220.00 Cr which was prepared and submitted by M/s RITES India Ltd. in respect of development of Airport at Shivamogga District. The Public Works Department has been assigned the task of taking up the works of development of Shivamogga Airport during February 2020. 3. Airports owned by Indian Airports Authority: 3.1 Mysore Airport: Land Acquisition of 175 acres of land required for the first phase of Mysore airport was supplied by the State Government and handed over to the Airport Authority of India. The airport is operational from 01.10.2010. The Civil Aviation Ministry has granted permission to construct an underpass near National Highway -212 to expand the runway to operate A320 at this airport. The State Government has given its No Objection Certificate to shift the Air Force station at Yelahanka, Bangalore to Mysore Airport. Meanwhile discussions are being held with Ministry of Civil Aviation for expanding Mysore Airport. 3.2 Mangalore Airport: Mangalore Airport is owned by the Airports Authority of India, with the State Government bearing the cost of land acquisition, 2nd runway, new terminal building and rehabilitation work etc. Mangalore Airport is under the AAI and it is in the process of given on PPP model to an other party. 3.3. Kalaburagi Airport: An Agreement of Memorandum of Understanding has been signed on 24.08.2019 for Operation and Maintenance of Kalaburagi Airport between Karnataka Industrial Infrastructure Development Corporation Ltd(on behalf of Government of Karnataka) and Airport Authority of India(on behalf of Ministry Of Civil Aviation, Government of India). Commercial Operations has been started on 22.11.2019. Currently 2 flights are being operated from Kalburgi-Bengaluru- Kalburgi. Airports owned by others: Bidar Airport: An Agreement of Memorandum of Understanding has been signed on 30.01.2020 for Operation and Maintenance of Bidar Airport between District Commissioner (on behalf of Government of Karnataka) and G.M.R.GHIAL. Commercial Operations has started on 07.02.2020. Bidar Airport has been operationlized with daily flights operation from Bidar-Bengaluru-Bidar. 4. Devanahalli Business Park & Bangalore International Convention Centre: The Empowered Committee Meeting held under the Chairmanship of Chief Secretary has decided to drop the International Convention Centre from the Revised Master Plan drafted by KSIIDC and to develop public oriented projects in accordance with Government decision. The Devanahalli Business Park is under examination to be developed in the year 2020-21. 5. Railway Projects: 5.1 Munirabad(Ginigere)-Mehaboobnagar(Raichur)RailwayLine Project: The Government of Karnataka has taken this Project on 50:50 cost sharing basis with Railway at an revised estimated cost is Rs.1350.91 crores, and released Rs.550.23crores to South Western Railway out of its Share 675.45 Crore. 1320.80 acre of land handed over to South Western Railway. Ginigere to Gangavathi a total of 38.80 K.M already Commissioned. From Gangavathi to Raichur via Sindhanur a total of 126.76 K.M land acquisition is in progress. Physical progress 40%, targeted date of completion June 2024. 5.2 Tumkur-Davanagere Railway Line Project: The Government of Karnataka has taken this project on 50:50 cost sharing basis with Railway at an estimated cost of Rs.1801.00 crore and provide the necessary land free of cost. Government of Karnataka has released Rs.50.00 crore to South Western Railway for construction and Rs.188.93 crore released to Deputy Commissioners for land acquisition. 136 acres of land handed over to Railways. Railways started Construction work of 12 Km between Urikere-Thimmaharajanhalli. 5.3 Tumkur-Rayadurga Broad Gauge Railway Line Project: The Government of Karnataka has taken this project on 50:50 cost sharing basis with Railway at an estimated cost of Rs.479.59 crore and released Rs.170.00 crore out of the its share Rs.239.79 crore. A total of 479.08 acres of land handed over to Railways. For the remaining land, acquisition process is in progress . 5.4 Bagalkot-Kudachi New Railway Line Projecet: The Government of Karnataka has taken this project on 50:50 cost sharing basis with Railway at an estimated cost of Rs.816.14 crore and released Rs.148.84 crore for construction out of its share Rs.408.07 crore and Rs.240.61 crore for land acquisition. The land acquisition process is in progress. Bagalkote – Khacchidoni section- 30 Kms is commissioned. 5.5 Chikkamagalur-Belur Railway Line Project: The Government of Karnataka has taken this project on 50:50 cost sharing basis with Railway at an estimated cost of Rs.657.80 crore and released Rs.25.00 crore for construction out of it share and Rs.85.14 crore for land acquisition to the Deputy Commissioners. Kadur –Chikkamagaluru section is commissioned. For remaining Land, acquisition process is in progress. 5.6 Gadag-Wadi New Railway Line Project: The Government of Karnataka has taken this project on 50:50 cost sharing basis with Railway at an estimated cost of Rs.1922.14 crore and and to provide required land free of cost. Rs.110.29 crore released to South Western Railway for construction. The entire required land is acquired through KIADB. Rs.289.66 crore has released to KIADB for land acquisition. 188.96 acres of land handed over to Railways. Land acquisition process is in progress. Between Talkal-Kustagi 56 Km and Shapur –Wadi 47 Km stretch Construction work is in progress. 5.7 Kolar Coach Factory: Government of Karnataka has agreed to setup Rail Coach Factory in Kolar District, by sharing 50:50 of construction cost in addition to providing 1118.8 acres free of land. Memorandum of Understanding (MoU) between Railways & Government of Karnataka will further extended from 30.01.2019 to next 5 Years.

INSTITUTIONAL FRAMEWORK: The Infrastructure Development Department was established in September 1996. The Infrastructure Development Department is mandated with the tasks mentioned below: (a) Providing assistance to the Government Departments/Agencies in developing infrastructure projects on Public and Private Partnership (PPP) mode and mainstreaming PPP mode of implementation. (b) Developing Airports and Airstrips. (c) Coordinating with the Railway Department to implement railway projects in the State. Infrastructure Development Department is a Secretariat Department. The Additional Chief Secretary is the head of the Department and is assisted by one Joint Secretary, two Deputy Secretaries and two Under Secretaries. A PPP cell has been established with Technical Assistance from Asian Development Bank (ADB) under Department of External Affairs (DEA) programme for "Mainstreaming PPP in Infrastructure Projects”. The Additional Chief Secretary, IDD is the State PPP nodal officer. The cell is headed by a Director and he is assisted by a Senior Programmer & two Assistant Directors. The following development agencies are working under the Infrastructure Development Department :- (a) Karnataka State Industrial and Infrastructure Development Corporation (KSIIDC) which is the nodal agency for BIAL and GAIL matters. (b) Rail Infrastructure Development company (Karnataka) Ltd.,(K-RIDE) This Department provides appropriate advisory services for planning, procurement and execution of projects under PPP initiated/proposed by different Departments of the State Government and related agencies. During 2018-19, Rs. 60014.00 lakhs have been provided to the Infrastructure Development Department and vide re-appropriation, out of which Rs.57265.79 lakhs was the expenditure incurred.
