Detailed Monthly information for the month of November, 2020 Important Policy decisions taken and major achievements during the month: 1. MINISTRY OF CIVIL AVIATION A. After review of the current status of Scheduled domestic operations viz-a-viz passenger demand for air travel, this Ministry vide order No. 10/2020 dated 11.11.2020 has further extended the permitted capacity of domestic air operations from 60% to 70 % of approved schedule until further notice. B. PASSENGER GROWTH: Passengers carried by domestic airlines during Jan-Oct 2020 were 493.31 lakhs as against 1182.06 lakhs during the corresponding period of previous year thereby registering annual growth of -58.27% and monthly growth of - 57.2 %. C. Commencement of air services from Darbhanga Aiport: RCS Operations have commenced w.e.f. 08.11.2020 from Darbhanga Airport in Bihar. D. Commencement of new RCS routes: 12 new RCS routes have been operationalized in the month of November, 2020. E. Krishi Udaan – Airlifting agri-produce for better value realisation for farmers Convergence between F. “Operation Greens” Scheme and Krishi Udaan was achieved with subsidy @50% on air freight and @50% on Terminal, Storage and Processing (TSP) at airports announced by M/o Food Processing Industries on 02/11/2020 on 41 eligible fruits and vegetables when airlifted from 12 NER and Himalayan States/UTs. The online filing of subsidy claims by Indian airlines was finalised with GoLive on 01/12/2020. G. I. “Operation Greens” Scheme has been implemented in co-ordination with Ministry of Food Processing Industries extending 50% rebate in airlines freight charges & Cargo Terminal Operators’ Terminal, Storage & Processing charges for 41 Fruits & Vegetables at airports in North Eastern & Himalayan States / UTs. Government of India, in exercise of the powers conferred under Rule 160 of the Aircraft Rules, 1937, has granted conditional exemption from the provisions of the Rule 15A to International Crops Research Institute for Semi-Arid Tropics (ICRISAT) for agricultural research using drones. K. Draft National Unmanned Aircraft Systems (UAS) Traffic Management Policy finalised and published for public consultation. L. Bids invited by Airports Authority of India for operating Flying Training Organisations at the first batch of 6 airports, Belagavi, Jalgaon, Kalaburgi, Khajuraho, Lilabari and Salem on 29 Nov 2020 under the liberalised Flying Training Trganisation (FTO) policy issued by Government of India. M. 354 Drone Acknowledgement Numbers (DAN) issued in the month of November, 2020. 2. DIRECTOR GENERAL OF CIVIL AVIATION (DGCA) A. (i) CAR 21 (Certification procedures for aircraft and related products and parts) has been revised. Revision 6 of the same presented and agreed in the CAR Group meeting chaired by DG. (ii) Issued a CAR under Section-9 Series-L Part-VII regarding prescriptive limitation and regulations on watch duty time and rest requirements of air traffic services personnel engaged in provision of air traffic services. (iii) CAR, Section-6, Series-C, Part-III on Aeroplane Carbon Dioxide Emissions Certification – Standards and Procedures: Amendment-1 to Annex-16, Volume- III to the International Standards and Recommended Practices, Environmental Protection — Aeroplane CO2 Emissions was adopted by the ICAO Council at the 5th meeting of its 219th Session on 11th March 2020. These amendment were made based on the recommendations of the 11th meeting of the Committee on Aviation Environmental Protection (CAEP/11). The main point of the amendment includes: a) The introduction of the definition for “type design” and various definition improvements, and clarification on the applicability of Standards for CO2- certified derived versions of non-CO2-certified aeroplanes, b) Clarification of the exemption issuing authority, and how an exemption is recorded, c) Improvement of the reference conditions section by deleting incorrect or superfluous text, and d) Corrections due to general technical, nomenclature and typographical issues or for consistency purposes. e) The said regulations are applicable for the engine manufacturers and have to comply with this requirements and is applicable from 1st January, 2021. The said CAR was initially issued in June, 2018 for the first time and based on the amendment 1, the Car was amended to capture the changes made in thereon. (iv) Issue of CAR (Civil Aviation Requirements) SECTON 5 SERIES ‘X’ PART I, ISSUE II, 10th November 2020, on “Safety Hazard-Use of Portable Electronic Devices inside the flight”: Ministry of Communications vide their Gazette notification notified "Flight and Maritime Connectivity Rules-2018" for in Flight and Maritime Connectivity. This allows the use of voice or data or both through Wi-Fi for internet services through Wi-Fi in aircraft, which will be made available when aircraft above height of 3000 meters (10000 ft) and electronic devices are permitted to be used only in airplane mode. To allow the use of internet services through Wi-Fi on board the aircraft with the above restrictions, DGCA amended Rule 29 B of The Aircraft Rules, 1937. Same was notified through GSR 142 (E) dated 21.02.2020. CAR Section 5 Series X Part I on the subject "Safety Hazard - Use of Mobile/Cellular Telephones inside the aircraft during flight" is issued for following reason: In conformance to Department of Telecommunication Rule 2018 and amendment to Rule 29 B of Aircraft Rule 1937, CAR is amended to enable all applicable service providers for the use of voice or data or both through Wi-Fi for internet services in aircraft at height above 3000 meters (10000 ft). Electronic devices will be permitted to be used in airplane mode only. (v) Amendment: "CAR Section 2 Series I part VI Issue 03 rev. 01 dated 24.11.2020" lays down the requirements for fitment of Cockpit Voice Recorder (CVR) & Cockpit Audio Recording System (CARS) on aircraft registered in India and aircraft leased and imported into the country. This CAR has been reviewed and revised/amended the requirement of CVR (which shall retain the information recorded during at least the last 25 hours of its operation) on all aeroplanes with maximum certified take off mass of over 27000 kg for which the individual certificate of airworthiness is first issued on or after 1 January 2022, in line with the latest National Civil Aviation Requirement. (vi) SVAMITVA Scheme is a Central Sector scheme launched by Hon’ble Prime Minister of India on National Panchayat Day i.e.
