Frontier Politics And Sino-Soviet Relations: A Study Of Northwestern Xinjiang, 1949-1963 Abstract This is an ethnopolitical and diplomatic study of the Three Districts, or the former East Turkestan Republic, in China’s northwest frontier in the 1950s and 1960s. It describes how this Muslim borderland between Central Asia and China became today’s Yili Kazakh Autonomous Prefecture under the Xinjiang Uyghur Autonomous Region. The Three Districts had been in the Soviet sphere of influence since the 1930s and remained so even after the Chinese Communist takeover in October 1949. After the Sino- Soviet split in the late 1950s, Beijing transformed a fragile suzerainty into full sovereignty over this region: the transitional population in Xinjiang was demarcated, border defenses were established, and Soviet consulates were forced to withdraw. As a result, the Three Districts changed from a Soviet frontier to a Chinese one, and Xinjiang’s outward focus moved from Soviet Central Asia to China proper. The largely peaceful integration of Xinjiang into PRC China stands in stark contrast to what occurred in Outer Mongolia and Tibet.

Some possible reasons for the 2002 consolidations are inferred through analysing the numbers and facts of the late 1990s and early 2000s. We conclude that the consolidations may be a natural response to the changes that accompanied airline deregulation in China. Keywords: Deregulation, airline mergers, China 1. Introduction China’s airline markets have attracted the attention of many major international carriers, but have largely failed to attract the attention of academics. Literature on China’s airline markets remains relatively sparse, owing to the country’s opacity in aviation policies and the limitations of data availability. The dramatic changes that took place in China’s airline industry in the past 20 years, from a period of strict regulation and control to being relatively uncontrolled and loosely supervised, resulted in chaotic and unexpected outcomes. Those within the industry had two opposing attitudes towards these changes: some applauded them and called for further reforms, while others resisted and demanded a return to regulation.

Constructed as a barrier to invaders, during the Ming Dynasty (1368–1644 AD), the structure was enlarged to extend 6,400km (4,000mi). Now, China’s door to the world is wide open to ‘invading’ tourists and business people. Many of these visitors arrive on China Southern Airlines, the country’s largest airline, based in the southern city of Guangzhou, formerly known as Canton. The airline also has a 60% interest in the airlines of the following regions: Xiamen, Shantou, Guangxi, Zhuhai, and Guizhou. 2 2 May 2005 rying to unravel the strands of Chinese commercial aviation history is not easy. Essentially, before 1987 there was one ‘commercial’ aviation entity in China, with the uninspiring name of CAAC (Civil Aviation TAdministration of China). With the assistance of hardworking staff, the Group recorded a traffic volume of over 20 million passengers for the year, and is expected to rank among the world’s top 20s in terms of passenger carried. Our air cargo business also reported steady growth in line with our strategic objectives. However, the Group faced tremendous pressure for its operation due to higher insurance premiums subsequent to the 911 incident in U.S., a weak US dollar versus Japanese yen and an increase in landing and Yau Zhi Qing take-off fees. Meanwhile, market competition Chairman of the Board of Directors within the domestic airline industry remained highly intense, with lower air fares resulting in a decrease in yield.
