The House will today consider my request for increased participation in the International Monetary Fund (IMF). The IMF plays the critical role in a comprehensive strategy to address current world debt and financing problems. I want to reemphasize the major importance I attach to this legislation.

The IMF is the cornerstone of the international economic system, but must have adequate resources to fulfill its responsibilities. Failure to pass this legislation would undermine our efforts to ensure a sound world economy necessary for the continued prosperity of all nations. It is essential that our country now follow through to strengthen this vital institution.

Passage of this legislation will ensure that the IMF has the resources to deal with the international debt problem. I believe the legislation warrants strong support in the Congress and I urge its approval prior to adjournment of this session of the 98th Congress.

MEMORANDUM FOR THE HONORABLE CRAIG L. FULLER ASSISTANT TO THE PRESIDENT FOR CABINET AFFAIRS SUBJECT: Signing Ceremony for the IMF/Housing Bill

To follow up our conversation as you requested, I am sending you the Department's proposed plan for organizing a bill signing ceremony for the IMF/Housing Bill. Secretary Regan believes a signing ceremony is appropriate, not only because so many people worked so hard to pass the legislation, but because so many of our allies doubted the U.S. would actually pass the quota increase. Signing the bill would be another visual example of the President keeping his commitments to our allies and trading partners around the world. If you see that, for whatever reason, a signing ceremony is not likely to take place , please call Secretary Regan directly. In addition to the background, also attached is a list of possible invitees to the ceremony. We are also attaching a separate list of people who we feel would be most deserving to receive Presidential signing pens.

IMF/Housing Bill Signing Ceremony

Purpose: o To highlight President's commitment to promoting international financial stability through appro­ priate increase in IMF resources. o Fulfills President's commitments made at Williamsburg, his address to the World Bank/IMF Annual Meeting, in his meetings most recently with Prime Minister Nakasone and other world leaders. o Appropriate references to Housing legislation.

Scheduling: o Signing ceremony on November 23, 28 or 29. o United States Government letter of commitment, signed by U.S. IMF Governor, Donald T. Regan, must be received at the International Monetary Fund by 6:00 p.m., November 30.

Scenario: Secretary Regan and President to make brief remarks on the importance of IMF to world economic stability and to continuing U.S. economic recovery. President could t~en sign the bill; Secretary Regan could then sign the U.S. letter of commitment. Open press coverage.

Dear Mr. President:

The Managing Director of the International Monetary Fund, J. de Larosiere, today announced my appointment as Deputy Managing Director of the Fund for a five year term beginning on June 1, 1984. Thus I respectfully submit my letter of resignation as the Executive Director representing the United States on the Executive Board of the International Monetary Fund.

I leave my current position with mixed feelings. I have been honored during the past three years to represent the United States under your leadership. Given the central role the IMF has been playing in the international monetary system, in particular its work to resolve inter­ national debt problems and its surveillance activities, it has been a challenging position. I have no doubt, however, that the position I will be assuming will be equally demanding. Although I will no longer be representing the United States, I will be serving in my new capacity the broader interests of the United States and other members of the international monetary community. A belief in open international markets and sound, noninflationary domestic policies are at the heart of what this institution represents.

As part of my responsibilities during the past three years, I have had an opportunity to examine in depth economic developments and poli­ cies in almost all of the 147 member countries of the IMF. As a conse­ quence, I have developed an even deeper appreciation of the great strengths of our own economic and political institutions. Thus I wish you continued success in your support of free markets and a non­ inflationary monetary policy and your efforts to control government expenditures and reduce the fiscal deficit. These central elements of your economic policies will help to maintain the United States as a strong nation providing freedom and economic opportunities for all of its citizens and serving as a model for other nations.

As Economist for the International Finance and Monetary Policy Subcommittee of the Senate Banking Committee, Dr. Freedenberg is particularly well qualified for this position. One of his chief responsibilities has been to keep the Committee informed of, and involved in, the important matters of international finance, especially the problems associated with the global debt situation. He was the key staff member in the Senate responsible for the passage of the recent IMF quota increase legislation and is truly an expert on IMF matters. In addition, I know that he fully supports the goals of your administration in the areas of international finance and multilateral financial institutions, as his success in negotiating with his counterparts in the House on the Senate's and the Administration's behalf should indicate. One of the greatest difficulties, as you know, with regard to the IMF and our effective participation in that organization is the lack of understanding and support for the IMF in the Congress. That is why I believe that Dr. Freedenberg would be a particularly strong asset to your administration as Executive Director. Dr. Freedenberg enjoys the confidence of leaders in the area of international finance in both Houses of the Congress and, therefore, should be a very effective advocate of your administration's positions. Last year, during the consideration of the International Monetary Fund increase, my staff and I consulted with Dr. Freedenberg on a number of occasions. We always found him to be knowledgeable and helpful on issues of international finance. As you know, I had severe reservations about the wisdom of increasing our quota at the IMF last year, nonetheless, I would feel more comfortable having someone of Dr. Freedenberg's credentials and background representing our interests in that organization, particularly since I believe that there is likely to be increased interaction between the IMF and Congress over the next few years. Dr. Freedenberg, who is the chief economist of our Committee's International Finance and Monetary Policy Subcommittee, is well and favorably known to me and other Democratic members of the Banking Committee. He was the key majority staff member associ­ ated with the passage of last year's IMF quota increase legis­ lation, and is quite familiar with the political and economic ramifications of the global debt situation. Since there is a likelihood of increased interaction between the Congress and the IMF over the next few years because of the debt problem, I believe Dr. Freedenberg would be a particularly qualified candidate for the position of U.S. Executive Director. I have known Paul since 1981, when I first came to the Senate and assumed the chairmanship of the Ap­ propriations Subcommittee on Foreign Operations. Since that time my staff and I have consulted with him on a number of international financial issues, always finding him to be knowledgeable -- probably the most knowledgeable staff person on the Hill in this area. I was particularly impressed by his performance on the IMF quota increase legislation last year. His staff role was critical in the final passage of that bill.
