OTP struggled for the first week as the track remained out of service (the schedule had to change on November 12 for several reasons). With the exception of Train 511, all rush hour trains have performed well since the out of service track was returned to service on the afternoon of November 15. Several off‐peak trains (e.g. 412, 414, 424) continue to experience delays between West Baltimore and Penn Station holding for late Amtrak trains. Specific to Trains 511 and 610, there have been unforeseen scheduling conflicts and necessary train routing requirements that have caused delays to this train. Amtrak and MARC Train management have been engaged in this issue since the November 12 schedule change. Effective last Thursday, equipment and crew assignment changes have taken place which have resulted in better operation of Train 511. Delays to 610 have been a result of the late operation of Train 511 (crew/equipment) and this train will begin to see improved performance as well. Penn Line weekend service did not experience any significant issues. Camden Line trains continue to struggle due to CSX freight train interference and ongoing CSX trackwork, which will continue through the remainder of the year. It should be noted that while morning OTP to Washington is low (87%), evening OTP headed out of Washington has improved significantly (97%). The Brunswick Line continues to experience CSX freight train interference as well. However, the source of most delays was an unusually high number of Police/Fire events: the November 5 incident near Gaithersburg with Amtrak #29 and the November 20 fatal hit‐and‐run adjacent to the station at Gaithersburg. If these events had not taken place, Brunswick Line OTP would be 92% instead of 88%. Passengers transferred to Train 416 11/2/2018 P 429 Secondary Delay Cancelled due to termination of Train 414. Passengers accomodated on Train 431. 11/5/2018 B 875, 877, Security‐Police Activity Amtrak train 29 struck a tractor trailer at a grade 893, 879, crossing between Gaithersburg and 881, 895, Metropolitan Grove. Trains 875 and 877 held at 883 Rockville, all other trains held at Union Station. Railroad reopened at 8:00pm and all trains proceeded west with 2 to 3 1/2 hour delays. 11/6/2018 P 416, 418, Dispatcher/Interference Amtrak Acela Express train disabled on 520, 422, northbound track at BWI. Middle track was out 424, 429, of service for maintenance, which resulted in 435, 439 single track operation from Odenton to West Baltimore. Extensive delays to these northbound trains. 11/6/2018 P 431, 433 Secondary Delay Cancelled due to above‐discussed disabled Acela Express at BWI. 11/6/2018 P 520, 537 Secondary Delay 520 terminated at Martin due to delays caused by above‐discussed disabled Acela Express at BWI. Passengers for Edgewood, Aberdeen and Perryville accomodated by taxi. 537 originated at Martin Airport, passengers boarding at Perryville, Aberdeen and Edgewood accomodated on Amtrak 171. 11/12/2018 P 410 Mechanical‐Equipment Terminated at Halethorpe due to electric locomotive failure. Passengers transferred to Train 610. 11/15/2018 C 841 Mechanical‐Equipment Terminated just north of Union Station due to diesel locomotive failure. Train 843 coupled to push 841 into Washington. 11/15/2018 C 840 Secondary Delay Cancelled due to termination of Train 841. Passengers accomodated on Train 842. 11/19/2018 P 439 Crew Cancelled due to Amtrak crew management not assigning an engineer to operate the train. Passengers accomodated on Train 641, which made additional stops. 11/19/2018 P 447 Mechanical‐Equipment Cancelled due to cab car failure. Passengers accomodated on Train 449.
