History and Politics of Transportation in the United States Transportation has always shaped development. It has been a major factor in the growth of the United States from the earliest days of settlement. The location and the success of a city depended on its proximity to the various transportation systems of the era. In each new phase, cooperation between government and private entrepreneurs was always the key to the success of the enterprise. In many cases, one mode was favored over another with politics and even corruption playing a major role in determining the choices of modes and the shape of development patterns. This paper will provide background materials to help instructors understand the basic historical and political factors behind the growth of transportation systems in the United States. Supplemental fact sheets will provide specific information and quotes and statistics on economic, environmental, health and safety factors related to transportation. WATER TRANSPORTATION In the early days of the United States, as the country grew in size and population, the need for an efficient transportation system linking the coastal cities with the rich agricultural interior countryside became more and more pressing. The first significant progress in national transportation was river steamboat navigation, pioneered by Fulton and Livingston on the Hudson and Henry Miller Shreve on the Mississippi. Steam navigation cut the time of a journey between New York and Albany by two thirds. The second major improvement was canal construction. Prominent people in New York who supported the building of the Erie Canal included Stephen Van Rensselaer III. The Erie Canal, which linked the Hudson River to Lake Erie, was opened in 1825 and its impact on the economic development of New York City and the hin- terland was huge. -

WHAT IS BALTIMORELINK? BaltimoreLink is a complete overhaul and rebranding of the core transit system operating within Baltimore City and the surrounding region. Many of MTA’s current bus routes are outdated, and BaltimoreLink will improve service through a more reliable and efficient network. BaltimoreLink also includes transfer facilities, dedicated bus lanes, signal priority, and improved bus stop signs, among many other improvements. To deliver an interconnected transit network, existing MTA bus and rail services will be restructured and renamed: • CityLink: Twelve new high-frequency, color-coded bus routes will connect with each other, as well as Metro SubwayLink, Light RailLink, MARC Train, Commuter Bus, Amtrak, and other services, into one integrated transit network. • LocalLink (currently Local Bus): LocalLink routes will provide comprehensive crosstown connections and improved connections to neighborhoods and communities throughout the system. • Express BusLink (currently Express Bus): Express BusLink will include several existing Express Bus services that provide suburb-to- city connections and recently launched routes providing suburb-to-suburb connections. January ___, 2007 Plaintiff Christopher Patton brings the instant action pursuant to the Americans with Disabilities Act, 42 U.S.C. § 12101 et seq . (“ADA”); the Rehabilitation Act, 29 U.S.C. § 701 et seq.; 42 U.S.C. § 1983; the Pennsylvania Human Relations Act, 43 Pa. Cons. Stat. § 955(a) (“PHRA”); and Article I of the Pennsylvania Constitution, against defendants Southeastern Pennsylvania Transportation Authority (“SEPTA”); SEPTA’s General Manager, Faye L. M. Moore; and SEPTA’s Assistant General Manager, Cecil W. Bond Jr. (collectively, “defendants”). Presently before the court is defendants’ motion to dismiss pursuant to Federal Rule of Civil Procedure 12(b)(6) or, in the alternative, for summary judgment pursuant to Federal Rule of Civil Procedure 56, as to plaintiff’s claims under the PHRA against defendants Moore and Bond (Counts VII and VIII), plaintiff’s claims for violation of the Pennsylvania Constitution (Counts XI, XII, and XIII) and plaintiff’s demand for punitive damages. For the following reasons, defendants’ motion will be granted in part and denied in part. 1 I. Factual and Procedural Background A. If it is timely, I would like to express strong support for expenditure on bus stop improvement. I live near bus stops on Guilford Road and pass some on Broken Land Parkway. I see folks standing on grass or trying to keep feet dry by standing on a cement square (about 1 yard x 1 yard) if one is available. There is no shelter for many stops. At one on Guilford, folks will often sit on a pad-mount transformer because there is no other place to sit. There are no trash cans, so you can guess what is discarded on the ground. People look (and are) miserable at these stops, and such conditions do not encourage them to ride the buses. Howard County must meet basic needs (including safety) of riders to support bus ridership and support these people, many of whom might not be able to afford their own cars Thank you for your consideration. BALTIMORE METROPOLITAN PLANNING ORGANIZATION BALTIMORE REGIONAL TRANSPORTATION BOARD RESOLUTION #20-9 RESOLUTION TO ENDORSE THE UPDATED BALTIMORE REGION COORDINATED PUBLIC TRANSIT – HUMAN SERVICES TRANSPORTATION PLAN WHEREAS, the Baltimore Regional Transportation Board (BRTB) is the designated Metropolitan Planning Organization (MPO) for the Baltimore region, encompassing the Baltimore Urbanized Area, and includes official representatives of the cities of Annapolis and Baltimore; the counties of Anne Arundel, Baltimore, Carroll, Harford, Howard, and Queen Anne’s; and representatives of the Maryland Departments of Transportation, the Environment, Planning, the Maryland Transit Administration, Harford Transit; and WHEREAS, the Baltimore Regional Transportation Board as the Metropolitan Planning Organization for the Baltimore region, has responsibility under the provisions of the Fixing America’s Surface Transportation (FAST) Act for developing and carrying out a continuing, cooperative, and comprehensive transportation planning process for the metropolitan area; and WHEREAS, the Federal Transit Administration, a modal division of the U.S. Department of Transportation, requires under FAST Act the establishment of a locally developed, coordinated public transit-human services transportation plan. Previously, under MAP-21, legislation combined the New Freedom Program and the Elderly Individuals and Individuals with Disabilities Program into a new Enhanced Mobility of Seniors and Individuals with Disabilities Program, better known as Section 5310. Guidance on the new program was provided in Federal Transit Administration Circular 9070.1G released on June 6, 2014; and WHEREAS, the Federal Transit Administration requires a plan to be developed and periodically updated by a process that includes representatives of public, private, and nonprofit transportation and human services providers and participation by the public. -
