Fall Conference 2012 WELCOME Photo: Richard Wood Dear CalACT members and conference attendees, Welcome to the Monterey Bay region and the 2012 CalACT Fall Conference and EXPO taking place September 18-21 at the Monterey Plaza Hotel and Spa located in the City of Monterey’s historic Cannery Row. An extensive program has been planned for you, including informative workshops, networking opportunities, and a tour of Monterey- Salinas Transit’s unique “JAZZ” Bus Rapid Transit project which will be under construction during the conference. MST strives to provide a high-quality transportation network serving communities throughout the Central Coast region utilizing innovative partnerships with community stakeholders (including hospitality, agriculture, education, and military installations) to develop efficient community transportation and mobility management resources. In recent years MST has implemented a robust program of mobility management programs including travel training, and alternative transportation options for seniors and members of our disabled community through activities at the Bus Stop Shop located in Old Monterey. Find out more about mobility management by attending the ADA Roundtable being held in conjunction with the Fall Conference and EXPO September 18-21. Whether you come to Monterey to review best practices, share new ideas, discuss the state of public transportation, network with old friends, or meet new ones, I’m certain there will be a conference session or activity to meet your needs. If your interests lie in exploring coastal trails of Big Sur; visiting the Monterey Bay Aquarium; stopping by the wineries of Carmel Valley; discovering the shops, boutiques, and restaurants on the Monterey Peninsula; or visiting the Steinbeck Museum and exploring the history of the Salinas Valley, there is an MST route that can take you there. I encourage you to use MST to explore all that Monterey County has to offer. WELCOME As CalACT Chairman this year, I am excited to meet with all my good friends and colleagues in Monterey during the 2012 CalACT Fall Conference. What a great venue where we are fortunate once again to be hosted by our good friends at Monterey- Salinas Transit (MST). Transit is facing many new and exciting changes due to the new federal authorization bill, Moving Ahead for Progress in the 21st Century (MAP-21) and the potential flexibility it will bring to operators with the consolidation of several grant programs. With this opportunity, of course, come our questions and concerns. In our opening session, you will hear more about this legislation from Scott Bogren of the Community Transportation Association of America (CTAA), FTA Legal Counsel Bonnie Graves, and our own CalACT Legislative Committee Chair Rick Ramacier. We hope you take this opportunity to learn about the new legislation and provide input towards state implementation strategies. As you know, Morongo Basin Transit Authority (MBTA) recently awarded vehicle and shelter contracts for the CalACT/MBTA Purchasing Cooperative and hope that you will visit with the vendors during the bus show luncheon and EXPO reception. Vendors will be showcasing buses and vehicle products that are on the Cooperative Schedule to assist you with making informed purchasing decisions. Meer General Manager, Morongo Basin Transit Authority Chairman, California Association for Coordinated Transportation J o h n L o o 2 WELCOME I would like to personally welcome and thank our members and guests for attending the 2012 ADA Roundtable and Fall Conference in beautiful historic Monterey. The Monterey-Salinas Transit staff, CalACT Conference Committee, and CalACT staff have planned many educational and training sessions that will assist agencies with daily operations. The conference will kick off with an all-day procurement class and the ADA Roundtable on Tuesday. The ADA Roundtable offers interactive discussions on eligibility, reasonable modification, and the elimination of the common wheelchair definition. Many of the other training workshops focus on Federal Transit Administration requirements, Title VI, Drug and Alcohol Compliance, and the Americans with Disabilities Act. Some of the other educational workshops will help conference attendees with planning productive routes, time management, and project management. In addition to training, the conference has several excursions and events that provide opportunities for networking, discussing products and services with vendors, and enjoying Monterey’s beautiful scenery. There are two bicycle trips planned to scenic 17 Mile Drive and Big Sur, a golf outing at the Corral De Tierra Country Club, a tour of MST’s mobility management center, and a bus show on Cannery Row. The conference will end with a Clam Bake on the beautiful Monterey beach. I would like to thank the Conference Committee, Monterey-Salinas Transit staff, Darlene Kramer, Dan Mundy and Denise Griggs for all their help in preparing for the 2012 Fall Conference. I hope that all of our attendees will visit with our sponsors and vendors about their services and thank them for their contributions in making this conference possible. The overflow hotel, the Portola Hotel and Spa, is located at Two Portola Plaza, Monterey, and the telephone number is 800-342-4295. TRANSPORTATION The Monterey Plaza Hotel provides a free shuttle from the Monterey airport to the hotel. Please call the Plaza at 831-646-1700 to request a ride from the airport to the hotel. Monterey-Salinas Transit has an express bus from San Jose. You will need to take a VTA bus to the Diridon station to catch MST’s San Jose Express bus to downtown Monterey. You can reserve a ride on the Monterey Airbus shuttle from the San Jose airport to Monterey at www.montereyairbus.com or by calling 831-373-7777. You can take the Monterey airport shuttle (831-704-6544), or Yellow Cab (831-646-1234), or the MST bus from the Monterey airport to your final destination. Monterey-Salinas Transit (MST) is providing free bus passes for anyone wanting to go sightseeing, shopping, or wine tasting. You can pick up a bus pass and route information at the MST table located next to the CalACT registration desk. PARKING Valet parking at the Monterey Plaza is $20.00 a night. For more than two decades, he has communicated the vital message of community and public transportation and promoted the value of mobility to all Americans through these publications, speeches and presentations, congressional testimony, and more. Under Mr. Bogren’s leadership, Community Transportation magazine has grown into its current status as one of the leading transit publications in the country. The magazine has developed a unique reputation for combining thought-provoking commentary with useful how-to articles and timely federal and policy news analysis. RAIL Magazine is a quarterly publication focusing on passenger rail transportation with an eye toward such issues as intermodalism, rail station redevelopment, and system/ corridor profiles. For the past 15 years, Mr. Bogren has helped shape CTAA’s message as well as the overall image of community and public transportation. He has written extensively about all aspects of community and public transportation, visiting transit systems throughout the U.S. and abroad. He uses this experience in working with the U.S. Congress and federal and state agencies to educate elected officials about the vital impact community transportation makes in the largest cities – and the smallest towns – every day. MARC CHEVALIER VETERANS ADMINISTRATION Born and raised in rural South Texas, Marc Chevalier spent summers on his grandparent’s farm and ranch, hauling hay, working cattle, and shooting rattlesnakes. He received his BA in Sociology and Psychology from Trinity University and a Masters in Social Work from the University of Texas at Austin.
