ICOFOM LAM: UNA DÉCADA DE MUSEOLOGÍA TEORICA EN AMÉRICA LATINA El Consejo Internacional de Museos (ICOM) es la asociación profesional de instituciones museales más importante del mundo. Organismo no gubernamental clase “A”, mantiene relaciones de consulta y asociación con la UNESCO. Posee más de 14.000 miembros que representan a todas las disciplinas de los museos en más de 130 países del mundo reunidos en Comités Internacionales, Organizaciones Afiliadas y Comités Nacionales. Los Comités Internacionales del ICOM son instrumentos de desarrollo de la investigación museológica, de comunicación entre expertos, intercambio de colecciones, conservación del patrimonio y capacitación en los más variados campos del conocimiento. El Comité Internacional de Museología del ICOM (ICOFOM) tiene a su cargo el estudio y la difusión de las bases teóricas de la museología. Sus objetivos son propiciar su desarrollo como disciplina científica independiente, estudiar las actividades y funciones de los museos y su rol dentro de la sociedad como asimismo realizar análisis críticos de las principales tendencias de la museología en la hora actual. Este Comité, formado por miembros de todos los continentes, ha cumplido más de veinte años de reuniones anuales resumidas en una serie de publicaciones que constituyen el más importante acervo bibliográfico sobre museología que existe en el mundo. En 1989, siguiendo las políticas de descentralización y regionalización imperantes en el ICOM para el trienio 1989-1992 se creó la organización regional del ICOFOM para América latina y el Caribe, el ICOFOM LAM que, además de cumplir con los mismos objetivos generales del Comité Internacional, consolidó un movimiento museológico latinoamericano de alto nivel académico. Encuentros regionales y nacionales, en los que se suma al debate la permanente circulación de publicaciones, posibilitan un fluido intercambio profesional entre sus miembros, promoviendo y difundiendo trabajos de investigación y estudio sobre teoría de la museología. Reconocido oficialmente como Subcomité Regional del ICOFOM para América latina y el Caribe en Melbourne, Australia, en el marco de la XVIII Conferencia General del ICOM, el ICOFOM LAM ha realizado con gran éxito desde su creación once encuentros anuales consecutivos en distintos países de Latinoamérica a efectos de difundir el conocimiento teórico de la museología en la región. 6 El primer encuentro tuvo lugar en Buenos Aires, Argentina en 1992 (Museos, sociedad y medio ambiente integral); el segundo en 1993 en Quito, Ecuador (Museos, espacio y poder en América latina y el Caribe); el tercero en 1994 en Cuenca, Ecuador, conjuntamente con el Comité Internacional de Educación y Acción Cultural - CECA (Museología, educación y acción comunitaria); en 1995 el cuarto en Barquisimeto, Venezuela (Patrimonio, museos y turismo en América latina y el Caribe); el quinto en 1996 en Río de Janeiro, Brasil (Museología y arte); el sexto nuevamente en Cuenca, Ecuador en 1997 (Museología y memoria en América

It is the oldest of the European political institutions and has forty-three member states,1 including the fifteen members of the European Union. It is the widest intergovernmental and inter-parliamentary grouping in Europe, and has its headquarters in the French city of Strasbourg. Only questions related to national defence are excluded from the Council of Europe's work, and the Organisation has activities in the following areas: democracy, human rights and fundamental freedoms; media and communication; social and economic affairs; education, culture, heritage and sport; youth; health; environment and regional planning; local democracy and legal co-operation. The European Cultural Convention was opened for signature in 1954. This international treaty is also open to European countries that are not members of the Council of Europe, enabling them to take part in the Organisation's Programmes on education, culture, sport and youth. So far, forty-seven states have acceded to the European Cultural Convention: the Council of Europe's forty-three member states plus Belarus, Bosnia-Herzegovina, Holy See and Monaco. The Council for Cultural Co-operation (the CDCC) is responsible for the Council of Europe's work on education and culture. Four specialised committees - the Education Committee, the Higher Education and Research Committee, the Culture Committee and the Cultural Heritage Committee - help the CDCC to carry out its tasks under the European Cultural Convention.

After an introductory overview of the history of pathology and an outline of the history of the Flossenbürg camp, the study describes the protocols in regards to formal and qualitative criteria. The analysis scrutinizes the conclusions or so-called diagnoses of the dissectors at the end of each protocol from a forensic perspective.

History of the Concept of Heritage The term “cultural heritage” dates back to Henri-Baptiste Grégoire (1787- 1831), Bishop of Blois in France. In 1794, he wrote an essay denouncing the damage and destruction of works of art after the French Revolution. Just four years later in 1798, the term “cultural heritage” was already included in a questionnaire by the Academie Française. One hundred and sixty years later, in May 1954, the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict was adopted. Its purpose was to protect cultural heritage in general, especially during wars and international conflicts. In its preamble it states that “damage to cultural property belonging to any people whatsoever means damage to the cultural heritage of all humankind, since each people makes its contribution to the culture of the world”. In 1960, the first UNESCO convention on the protection of cultural and natural heritage was both the starting point and inspiration for one of its most important scientific projects, Masterpieces of the World’s Heritage, which was closely related to museums and museology. In Article 1 of the Statutes of the International Council of Museums (ICOM), concerning the name and legal status of the organization, mention is already made of the interest of professional museum workers in museology and preservation. In 1972, the UNESCO Convention Concerning the Protection of the World Cultural and Natural Heritage was ratified, entering into force three years later. This convention characterizes the different facets of world heritage: tangible masterpieces, famous buildings, monuments, important cultural and natural sites, some collections that form museums and other cultural properties.
