ARTICLE 1 - COVERAGE a) Editorial or News Departments -This agreement covers the employees of the·. Company in its Editorial or News Department as defined by the Certificate of Recognition issued to the Guild by the Labour Relations Board of the Province of Ontario on the 25th day of April 1973, except Managing Editor, Editorial Page and News I;ditor, ·. City Editor, Lifestyle Editor, Photographic Supervisor and persons regularly employed for not more than 24 hours per week, and the Company recognizes the Guild as the sole · collective bargaining agent for said employees. b) i) Part-time Editorial or News Department Employees - This agreement covers the employees of the company in its Editorial or News Department as defined by the Certificate of Recognition issued to the Guild by the Labour Relations Board of the Province of Ontario on the 27th day of September 1973, who regularly work less than 24 hours per week save and except students employed exclusively during the school summer vacation period and students on work placement from journalism schools. ii) Pay for all part-time employees shall be calculated on the basis of the weekly salary provided in this agreement pro-rated to the hours actually worked. c) Accounting - This agreement covers the employees of the Company in its Accounting Department as defined by the Certificate of Recognition issued to the Guild· .. by the Labour Relations Board of the Province of Ontario on the 25th day of April 1973, except Chief Accountant, Assistant Chief Accountant, Publisher's two Confidential Secretaries, Payroll Clerk, and persons regularly employed for not more than 24 hours per week, and the Company recognizes the Guild as the sole collective bargaining agent for said employees. d) Circulation - This agreement covers the employees of the Company in its Circulation Department as defined by the Certificate of Recognition issued to the Guild by the Labour Relations Board of the Province of Ontario on the 3oth day of March 1977, except Reader Sales and Service Manager, Distribution Manager and persons regularly employed for not more than 24 hours per week and students employed exclusively during the school summer vacation period, and the Company recognizes the Guild as the sole collective bargaining agent for said employees. e) No Contracting Out - Part-time employees shall not be used nor independent contractors utilized for work which is regularly performed by regular full-time employees when such use or utilization would eliminate or displace these employees, and it is recognized that the Company may use special contributors or freelancers whose contributions may be purchased from time to time but such use shall not eliminate or displace these employees. 2 ----------------·--~---- f) Building Maintenance - This agreement covets the employees of the building · 'maintenance department as defined by the Certificate of Recognition issued to the Guild . by the Labour Relations Board of the Province of Ontario of the _day of_ 1989 except the foreman and persons employed for not more than 24 hours per week and students employed during the school summer vacation period, and the Company recognizes the Guild as the sole bargaining agent for said employees. g) Advertising Department - This agreement covers all employees in th~ Advertising Department of The Sudbury Star in the Regional MuniCipality of Sudbury, save and except . Director of Advertising, Retail Advertising Manager, Promotions Manager, Classified· .. Supervisor, .persons. regularly employed for not more than twenty-four hours. per we.ek . and students employed during school vacation periods .. h) · The Company shall notify the. Guild in writing of its intention to hire personnel in areas where the Guild represents employees and will provide a description of positions the new personnel are to fill. i) Any Guild member has the right to have a Guild representative present during any. meeting which may result in disciplinary action. The employee concerned shall be advised by.the Company that he/she may have a Guild representative at the meeting if he/she so desires. ARTICLE 2 - GUILD MEMBERSHIP a) Employees shall be required as a condition of employment to apply for membership in the Guild within 30 days of employment. It shall be a condition of employment of all employees that they shall remain members of the Guild in good standing during the term of this agreement. The Guild agrees that it will accept into and retain in membership any employee, subject to the Constitution and Bylaws of the Guild and . further agrees that an employee shall not be discharged in the application of this provision except for non-payment of dues uniformly required of all members. b) There shall be no interference or attempt to interfere with the operation of the Guild. ARTICLE 3 - CHECK OFF a) The company shall deduct weekly from all employees in the bargaining unit who are on staff at the start of the month in which the dues are collected and shall pay to the Northern Ontario Newspaper Guild, Local 30232, immediately following the last pay of the month, all Guild membership dues. Such membership dues shall be deducted from the employee's earnings in accordance with the Guild's schedule of dues furnished to the Company by the Guild. Such schedule may be amended by the Guild to take effect the month following the month in which the notice is given. 3 ARTICLE 4- INFORMATION a) Upon signing of this agreement and once a year thereafter, the Company shall . supply the Guild with· a list containing the following information for each Guild· member: 1. Postmedia publishes the National Post as well as local daily papers in towns and cities across Canada, including Vancouver, Calgary, Edmonton, Ottawa, and Montreal. Sun Media's principal English language assets are its online Canoe network as well paid circulation daily newspapers in towns and cities in Canada including Ottawa, Winnipeg, Calgary, Toronto, Edmonton and London. As a result of the merger, there will be only one owner of daily paid circulation newspapers in a number of Canadian cities including Calgary, Edmonton, and Ottawa. Historically the Competition Bureau has been quite concerned about mergers in the newspaper business – taking the Southam case to the Supreme Court of Canada in 1997.[1] It has also historically taken the view that different types of media (print, online, broadcast, etc.) are not particularly close substitutes for one another. However, times change. In its background release with respect to the merger the Bureau noted a number of factors which lead to its decision not to challenge the transaction, including: 1. A lack of close rivalry between Postmedia's broadsheet newspaper and Sun Media's tabloid newspapers, including their different editorial focus. 2. Competition from free local daily newspapers. 3. The increasing competitive pressures from digital alternatives in an evolving media marketplace. 4. The ongoing incentive for the merged company to obtain readership and maintain editorial quality in order to continue to attract advertisers to its newspapers.

But ask the news hounds why they are on strike and the issues on the bargaining table never come up. Doucet, Ph.D. March 2004 Vol. 5, No. 1 Ontario Universities, the Double Cohort, and the Maclean’s Rankings: The Legacy of the Harris/Eves Years, 1995-2003 Executive Summary The legacy of the Harris/Eves governments from 1995-2003 was to leave Ontario’s system of public universities tenth and last in Canada on many critical measures of quality, opportunity and accessibility. If comparisons are extended to American public universities, Ontario looks even worse. The impact of this legacy has been reflected in the Maclean’s magazine rankings of Canadian universities, which have shown Ontario universities, with a few notable exceptions, dropping in relation to their peers in the rest of the country. Elected in 1995 on a platform based on provincial income tax cuts of 30 per cent and a reduction in the role of government, the Progressive Conservative government of Premier Mike Harris set out quickly to alter the structure of both government and government services. Most government departments were ordered to produce smaller budgets, and the Ministry of Education and Training was no exception. Universities were among the hardest hit of Ontario’s transfer-payment agencies, with budgets cut by $329.1 million between 1995 and 1998, for a cumulative impact of $2.3 billion by 2003.

Her installation work has been shown around the world including: the Armoury Gallery, Olympic Site in Sydney Australia; Pearson International Airport, Toronto; South-on Sea, Liverpool and Manchester, UK; Universidad Nacional de Río Negro, Patagonia, Argentina; and Whitefish Lake, First Nations, Ontario. Mangaard has completed more then 16 films in more than a decade as an independent filmmaker. Her feature length experimental documentary on photographer Suzy Lake and the history of feminism screened as part of the INTRODUCING SUZY LAKE exhibition October 2014 through March 2015 at the Art Gallery of Ontario. Mangaard was nominated for a Gemini for Best Director of a Documentary for her one hour documentary, GENERAL IDEA: ART, AIDS, AND THE FIN DE SIECLE about the celebrated Canadian artists collective which premiered at Hot Doc’s in Toronto then went on to garner accolades around the world.
