INTRODUCTION In 2020 the City of Brantford (City), through their consultant GM BluePlan Engineering Limited (GMBP), initiated a Municipal Class Environmental Assessment (MCEA) to review alternatives for three bridges over the Grand River, collectively referred to as the Three Grand River Crossings, including the Lorne Bridge, Brant’s Crossing Bridge and the TH&B Crossing Bridge. Each of these bridges has been identified as requiring structural repairs. The purpose of this MCEA was to identify the short and long term plans for the Three Grand River Crossings. The study included determining the feasibility of removing the winter load limit on Lorne Bridge and the need for one or both of the Brant’s Crossing Bridge and TH&B Crossing Bridge based on an assessment of social, technical, economic and environmental factors, including impacts to the active transportation network and risks of future flooding events of the Grand River. 1.1 Municipal Class Environmental Assessment Process Municipal infrastructure projects are subject to the Ontario Environmental Assessment Act (EA Act). Projects are considered approved subject to compliance with an approved MCEA process. The MCEA outlines a comprehensive 5-Phase approach to project planning that provides a rational approach to consider the natural, social, cultural, built and economic environment including advantages and disadvantages of alternative solutions and their trade-offs to determine a preferred solution for addressing the problem or opportunity. This includes consultation with agencies, directly affected stakeholders and the public throughout the process. The Three Grand River Crossings study was undertaken as a Schedule “B” MCEA, which must satisfy Phase 1 and Phase 2 of the planning process and are subject to consultation with relevant agencies, members of the public, stakeholders and indigenous communities who may be directly affected by the project. At the beginning of this EA, the following Problem and Opportunity Statements were established to guide the project: A. Problem: Structural investigations have identified the need for structural repairs to each of the Three Grand River Crossings. B. Opportunity: The City plans to identify the short and long-term plans for the Three Grand River Crossings. The study will include determining the feasibility of removing the winter load limit on Lorne Bridge and the need for one or both of the TH&B Crossing Bridge and Brant’s Crossing Bridge based on an assessment of the technical, economic, social and natural environmental factors, including impacts to the active transportation network and the risks of future flooding events of the Grand River. 2. BACKGROUND STUDIES AND EXISTING CONDITIONS To inform the evaluation of alternative solutions a variety of background studies were completed. Refer to sections below for an overview of the background studies that were completed for the Three Grand River Crossings MCEA. 2.1 Cultural Heritage Evaluation Report Following guidance developed by the Ministry of Heritage, Sport, Tourism and Culture Industries (MHSTCI) and other sources, the Cultural Heritage Evaluation Report (CHER) outlines the purpose and requirements of cultural heritage evaluation and methods used to investigate and evaluate built heritage resources and cultural heritage landscapes, describes the Study Area’s geographic and historical context, inventories the built and landscape elements in the Study Area and at each bridge site, and for each discusses the structural history, architectural and engineering influences, integrity, and physical conditions. The CHER then evaluates the Study Area and each bridge using the criteria prescribed in Ontario Regulation 9/06 to provide a Statement of Cultural Heritage Value or Interest with Heritage Attributes for the Study Area and each bridge. The CHER concluded that all three bridges are built heritage resources and the Study Area as a whole should be considered a potential cultural heritage landscape.
