(CHA)is pleased to submit this proposal for consideration to provide Owner's Project Management Services for the Town of Pepperell New Public Safety Facility project. CHA has provided exceptional Owner's Project Management and Cost Estimating services to clients nationwide from our Boston office since 1989 (previously under the name Daedalus Projects Incorporated). Our team of expert professionals has successfully completed more than $1 billion in construction across the Commonwealth of Massachusetts and throughout the Northeast. We can staff the Pepperell Public Safety Facility project with high-quality personnel immediately. The personnel proposed for your project constitute a CHA competitive advantage over other OPM firms. Project Director Alicia Monks, AIA, LEED AP, and Richard Jackson, Associate AIA, are both architects with multiple similar projects under their belts. Another CHA competitive advantage is our in-house Cost Estimating team, who use an extensive database of construction costs and our expertise to ensure that cost estimates are comprehensive and accurate. Alicia Monks, AIA, LEED AP will serve as Project Director, and will be the key point person for CHA during the selection process and throughout the duration of the project. Her contact info is included below. Alicia has more than 25 years of experience in design and project management for public and private construction. She is a Registered Architect in Massachusetts, a LEED Accredited Professional, and a National Council of Architectural Registration Boards Certificate holder. Recent project experience includes a new Combined Public Safety Facility for the City of New Bedford, a new Police Headquarters for the City of Medford, and a new Fire Station for the Town of Maynard. Richard Jackson, Associate AIA, will serve as Project Manager. Rick brings more than 20 years of experience in design and project management for public and private construction across New England. His recent and relevant experience includes working with Alicia on the recently completed Medford Police Headquarters (designed and constructed Net Zero Ready) and a new Police Station for Lawrence, MA. Delwyn Williamson will lead CHA's in-house Cost Estimating team. She has more than 30 years of experience in the A/E/C industry and has been an integral part of the CHA team for 24 years. Her expertise in cost consulting encompasses all design phases for buildings of all types, and she specializes in conceptual estimating. Delwyn leads a department of six estimators, which includes specialists in the architectural, structural, civil, mechanical, and electrical trades. CHA has overseen the successful completion of two combined Public Safety facilities (police, fire, and EMS), nine police stations, and four fire stations. We currently serve as the OPM for five police stations, six fire stations, and two combined Public Safety facilities. Efficiency We have the capacity and determination to deliver practical, innovative solutions in a highly cost-efficient manner. With a local workforce of more than 100 Massachusetts-based staff, we can efficiently and effectively respond to any needs that arise. Our team members are experts in the construction of new Public Safety buildings and specialists in supporting and guiding our clients all the way through project closeout. Our project management services will include detailed design review by registered professionals, value engineering, scheduling, budget control, quality assurance, and adherence to local and state regulations. Communication Our approach to a highly successful project starts with communication. Our team encourages transparency between all project stakeholders and carefully documents each project with written and electronic documentation. We will prepare a detailed monthly progress report that summarizes all activities. The report will include updates on the budget/costs and schedule, cash flow projections, the designer's progress, any issues that could result in added time and/or costs, and any problems/concerns with recommended solutions.
