  • An Assessment of the DART LRT on Taxable Property Valuations and Transit Oriented Development
An Assessment of the DART LRT on Taxable Property Valuations and Transit Oriented Development Prepared for Dallas Area Rapid Transit Prepared by Bernard L. Weinstein, Ph.D. Terry L. Clower, Ph.D. With the assistance of Frances Means Lisa G. Gage Matthew Pharr Gregory Pettibon Shekeira Gillis University of North Texas Center for Economic Development and Research September 2002 Executive Summary This report updates our previous studies of the direct and indirect economic impacts of the DART LRT system. Two specific topics are addressed in detail: 1) How has proximity to an LRT station affected taxable property values? and 2) To what degree is DART rail serving as a catalyst for transit-oriented development (TOD)? Our earlier research showed that properties near DART light rail stations recorded valuation increases about 25 percent greater than those in a control group of neighborhoods not served by DART rail between 1994 and 1998. Examining the 1997 to 2001 time period, and using a somewhat different methodology, we find that proximity to a DART station continues to exert a positive influence on property valuations. Median values of residential properties increased 32.1 percent near the DART rail stations compared to 19.5 percent in the control group areas. For office buildings, the increase was 24.7 percent for the DART properties versus 11.5 percent for the non-DART properties. However, proximity to DART rail does not appear to have a significant differential impact on retail and industrial property valuations. Visits and interviews with most suburban DART member cities, as well as several non-DART cities, revealed a keen interest in transit-oriented development, with the LRT serving as the centerpiece in many instances.

IMPACTS OF RAIL TRANSIT INVESTMENTS ON DEMOGRAPHICS AND LAND USE: 1990–2010 A Thesis Presented to the Graduate School of Clemson University In Partial Fulfillment of the Requirements for the Degree Master of City and Regional Planning by Aubrey Trinidad August 2017 Accepted by: Dr. Eric Morris , Committee Chair Prof. Stephen Sperry Dr. Timothy Green ABSTRACT This paper studies the changes in land use and population characteristics around station areas following the building of rail transit stations in 14 major cities in the United States from 1990 to 2010. It answers the question: how have investments in US rail transit made since the 1990s affected land use and demographics? It also looks at the specific effects of investments on population density, race, and ethnicity, means of transportation, median housing value, median household income, vehicle access share, occupations, and land use represented by the share of multifamily versus single-family housing.

DARTzoom Draft New Network Detail of Changes March 9, 2021 This document describes the proposed new route network, including the old routes that they will replace and any changes to operating parameters such as frequency and hours of service. In order to keep the new routes distinct and easier to follow, we have used a new, temporary route numbering scheme for this proposal. DART is considering major changes to route numbers for this service change, and may adopt a different numbering scheme when the changes are finally implemented in January 2022. Interagency Transportation Report RTC / TxDOT / NTTA / DART / DRMC / DFW Airport / HSR June 2019 Regional Transportation Council (RTC) 2020 Unified Transportation Program (UTP) and Regional 10-Year Plan Update. The UTP is TxDOT’s tool for allocating funding for a 10-year period. It is updated and approved annually by the Texas Transportation Commission (TTC). The Regional 10-year Plan is a plan that is required by HB 20 (passed by the Legislature in 2015). The RTC approved updates for these plans for the 2020-2029 timeframe at its May meeting. This is primarily an exercise to plan for the allocation of highway construction funding from three TxDOT funding categories: • Category 2 – projects chosen by the RTC • Category 4 – projects chosen by TxDOT • Category 12 – projects chosen by the TTC Projects included in the RTC-approved UTP and 10-Year Plan within the City of Dallas include: • IH 635 LBJ East / Skillman-Audelia Bridge • Reconstruction of SM Wright Connections • IH 20 Frontage Roads • IH 30 from the CBD to IH 635 • Northwest Highway / Skillman Interchange • SH 78 (Garland Road) / Gaston Intersection National Highway System (NHS) Review. The NHS is a network of nationally significant roadways that support the movement of people and goods between population centers, international border crossings, major military installations, and intermodal facilities. The NHS was created in the early 1990s after Congress declared that the Interstate Highway System was substantially complete. The NHS includes all interstate highways, but also includes other strategic highways designated by the Department of Defense and high-priority corridors designated by Congress. Other urban and rural arterial roadways are designated through coordination with local transportation officials.
