I will uphold and enforce all laws, rules and regulations of the State Board of Education, and court orders pertaining to schools. Desired changes shall be brought about only through legal and ethical procedures. b. I will make decisions in terms of the educational welfare of children and will seek to develop and maintain public schools that meet the individual needs of all children regardless of their ability, race, creed, sex, or social standing. c. 0167 PUBLIC PARTICIPATION IN BOARD MEETINGS

The Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest.

In order to permit the fair and orderly expression of such comment, the Board shall provide a period for public comment at every public meeting of the Board. Public participation shall be permitted only as indicated on the order of business in Board Bylaw No. 0164.

Public participation shall be extended to residents of this district, persons having a legitimate interest in the actions of this Board, persons representing groups in the community or school district, representatives of firms eligible to bid on materials or services solicited by the Board, and employees and pupils of this district, except when the issue addressed by the participant is subject to remediation by an alternate method provided for in policies or contracts of the Board.

Public participation shall be governed by the following rules:

1. All persons wishing to participate in a public Board meeting shall register their intent with the Board Secretary in advance of the meeting.

2. A participant must be recognized by the presiding officer and must preface comments by an announcement of his or her name, place of residence, and group affiliation, if appropriate.

3. Each statement made by a participant shall be limited to five minutes' duration.

4. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard.

5. All statements shall be directed to the presiding officer; no participant may address or question Board members individually.

The presiding officer may interrupt, warn, or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, obscene, or irrelevant; request any individual to leave the meeting when that person does not observe reasonable decorum; request the assistance of law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting; call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action; and waive these rules when necessary for the protection of privacy or the efficient administration of the Board's business.

CHAIN OF COMMAND

All members of the Board of Education and employees of the Hopatcong School District are directed to observe faithfully the chain of communications established by the district organizational plan. A problem should be identified and its resolution attempted at the level most immediate to the problem's origin.

The Board expressly disapproves of any attempt to expedite the resolution of a problem by disregard of the organizational plan and the appropriate processes. A staff member's persistent disregard for the established management organization of this district in violation of this policy will be considered an act of insubordination subject to discipline.

PUBLIC COMPLAINTS AND GRIEVANCES

The Superintendent shall establish procedures for the hearing of requests and complaints regarding district personnel, the educational program, instructional and resource materials, and the operation of the school district. Procedures will be governed by the following guidelines:

1. The matter will be resolved initially, wherever possible, by informal discussions between or among the interested parties.

2. A matter that cannot be resolved informally may be appealed at successive levels of authority, up to and including the Board of Education.

3. The complaint and its immediate resolution will be reduced to writing at the first and at each successive level of appeal.

DISCUSSION OF PERSONNEL

Under New Jersey’s Open Public Meetings Act, Boards of Education are confined to discuss personnel issues in closed session.

e. The Hopatcong Marching Band accepted an invitation to participate in West Point Band Day on October 10, 2015. They will perform a half time show along with the West Point Band and other high school bands that were invited to perform during the West Point vs. Duke football game at Michie Stadium at West Point. Besides the wonderful once in a lifetime performance opportunity, they will also attend a Cadet Review Parade, a tour of the West Point Central Area, and a Parachute Demonstration.

f. In addition to the extraordinary recognition received by our Band Members, Mr. Kurt Zimmerman, our Director of Bands, was nominated by Mr. Buglovsky, Athletic Director, to be honored by the Somerset Patriots Baseball Club in the Third Annual Positive Coaches Night, which was held on June 16th in a pre- game ceremony at the Patriots vs. Bridgeport Bluefish baseball game. The ceremony “recognizes coaches who have gone above and beyond on and off the field to provide their players, school and community with an enhanced and positive environment.” (from the Somerset Patriots Baseball Club Press Release). 12. Finance (continued) i. Authorization to Transfer Funds to the Capital Reserve:

WHEREAS, N.J.S.A. 18A:21-2, N.J.S.A. 18A:7G-31, and N.J.S.A. 18A:7F-41 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and

WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer unanticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and

WHEREAS, the Hopatcong Board of Education wishes to transfer an amount not to exceed $300,000 unanticipated excess current year revenue or unexpended appropriations from the general fund into the Capital Reserve account.

NOW THEREFORE BE IT RESOLVED by the Hopatcong Board of Education that it hereby authorizes the district’s School Business Administrator to make these transfers consistent with all applicable laws and regulations.

j. Approval to accept and apply for the IDEA grant for Fiscal Year 2016.

The Board of Education of School District No. 2240, County of Sussex, State of New Jersey, as provided for in Chapter 172 Laws 1979 (N.J.S.A 18A: 11-3, et. seq.) herewith enrolls Hopatcong High School as a member of the New Jersey State Interscholastic Athletic Association to participate in the approved interschool athletic program sponsored by the NJSIAA.

d. Approval of the request for use of the Hopatcong High School facility as rehearsal and host site on July 31 to August 1, 2015 for the Colts Drum and Bugle Corps. This is an opportunity for the music students, as supervised by Mr. Zimmerman, to observe all aspects of rehearsal and the Drum and Bugle Crops will provide clinics for the students as well.

Approval of a bid award for the supply and install of 54 Rebco Series 200 Therma- Barrier Vent and Casement Windows at Hopatcong High School. Bid received from and awarded to Johnny Dee’s Glass Company after public bid opening on June 22, 2015 at 10:00am. Amount of bid: $47,304.50.

a. Superintendent’s Report – Mrs. Randina discussed the vision of the budget and thanked the board for their support. Mrs. Randina spoke about the High School Awards Ceremony and that is was overwhelming. The district had a visit from representatives for the Department of Education for an evaluation of our submitted plan and the district showed a ten-percent increase. Lastly, tonight we are recognizing teachers receiving tenure.

b. Second reading and approval of the Superintendent’s HIB Report for April, 2015 as presented to the Board at the Regular Meeting on April 27, 2015 in Executive Session and approval of the HIB Report for May, 2015 for first reading and review.

Personnel Discussion Mrs. Krowl, head of the Personnel Committee, explained that when a teacher becomes tenured, it is a big-deal. Mrs. Krowl then congratulated the tenured teachers and presented gifts to them.

14. Students Approval of the following, 14a-d, at the recommendation of the Superintendent of Schools and the Board of Education:

a. Approval of the Car Wash scheduled for Sunday, May 31, 2015 at Lakeside Tire, by the Hopatcong Chiefs Band Programs. The event will be supervised by Kurt Zimmerman and Band parents with a suggested donation of $5. All proceeds will be returned to the school.

b. Approval of Project Graduation event, scheduled for June 25, 2015 at Spa 23, in Pompton Plains for our 2015 Graduates.

c. Approval to extend the “Little Chiefs” preschool from 3 half-days to 3 full-days with an option to attend either the half-day program in the AM for a monthly fee of $200.00 or the full-day program at a monthly fee of $400.00

c. Approval of the attached field trip requests, and as required by the New Jersey Department of Education.

15. Travel Approve the attached travel related expenses report as attendance at these functions and the work related travel expenses are work related and within the scope of the work responsibilities of the attendee, as promoting the delivery of instruction or furthering efficient operation of the school district; and fiscally prudent. The reimbursements listed in these requests are in compliance with State travel reimbursement guidelines and with guidelines established by the federal Office of Management and Budget.

19. Board Member Comments Board member comments included appreciation to the public for coming out to the meeting, thank-you to the tenured teachers, appreciation for the student artwork and “welcome” to the new Principal at Hudson Maxim School.

1. Opening Statement At 5:30 p.m. Ms. Perrotti opened the meeting and read the following statement:

In accordance with Section 5 of the Open Public Meetings Act, Chapter 231, P.L. 1975, this public body, the Hopatcong Board of Education hereby announces that The New Jersey Herald has been notified by mail that this public meeting is to convene in the Board of Education Administration Building, Hopatcong, NJ at 5:30p.m. June 8, 2015.

WHEREAS, said law required the Board to adopt a resolution at a public meeting before it can meet in such an executive or private session:

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE HOPATCONG SCHOOL DISTRICT:

NJSCA Announces 2015 “COUNSELOR OF THE COUNTY” AWARDS RECEIPIENTS

Jersey City, NJ. –On Wednesday, May 20, 2015, NJSCA honored school counselors from the different counties within the State of New Jersey at the annual “Counselor of the County” Awards Program held at New Jersey City University. School counselors are nominated by their colleagues and are selected by their own county’s School Counselor Associations for this award. The Awards luncheon was sponsored by the Undergraduate Admissions Department of New Jersey City University in Jersey City, NJ.

The award honors the professionals who devote their careers to serving as advocates – and often lifesavers – for the nation’s students. From these finalists, one will be named the 2015 NJ School Counselor of the Year. Lisa Schuffenhauer, a school counselor Hudson Maxim was selected as the 2014- 2015 Counselor of the County for Sussex County.

Candidates are selected for the Counselor of the County Award at their county-level school counselor associations. They are selected because of their ability to deliver an effective school counseling program which focuses on academic development, career counseling, and personal/social support. They further distinguish themselves by proving to be leaders of systemic change, advocates for students, and collaborative professionals who seek the success of the “whole” student in school and in life. 0152 BOARD OFFICERS

The Board of Education shall organize at its reorganization meeting by electing one of its members as President and another as Vice-President.

Any member may place a member's name in nomination; a second is not required. Election for each office will be conducted by a vote when the nominations for that office are closed. The candidate receiving a majority vote of the members of the Board present and constituting a quorum will be elected to office.

Voting shall take place by verbal roll call vote after nominations are closed. When more than one person has been nominated, the Board will vote on candidates in the order in which they were nominated. In the event no candidate receives a majority vote of the members of the Board present and constituting a quorum, the procedure shall continue until someone receives a majority vote.

Officers shall serve for one year and until their respective successors are elected and shall qualify, but if the Board shall fail to hold the organization meeting or to elect Board officers as prescribed by N.J.S.A. 18A:15-1, the Executive County Superintendent shall appoint from among the members of the Board a President and/or Vice-President.

A President or Vice-President who refuses to perform a duty imposed upon him/her by law may be removed by a majority vote of the Board members present and constituting a quorum. In the event the office of President or Vice-President shall become vacant the Board shall, within thirty days thereafter, fill the vacancy for the unexpired term. If the Board fails to fill the vacancy within such time, the Executive County Superintendent shall fill the vacancy for the unexpired term.

The Board of Education encourages cooperation with colleges and universities in the education of teachers, because the public school offers an experience essential to their training: interaction with pupils and teachers at work in the classroom. Accordingly, the schools of this district will accept students from accredited institutions of higher learning as junior or senior student teachers.

The Board, upon the recommendation of the Superintendent, shall approve all student teachers.

Student teachers shall be selected and assigned by the Superintendent. The Superintendent shall assign student teachers throughout the district in a manner that assures that no single group of pupils will be subject to excessive student teacher classroom hours.

Student teachers shall comply with the health examination required by rules of the State Board of Education and that required for teaching staff members by this Board.

The Board of Education requires every student teacher/intern possess a county substitute credential issued in accordance with N.J.A.C. 6A:9-6.5.

Student teachers shall at all times be subject to the policies of this Board. Student teachers serving in the schools of this district shall be responsible to the Principal for their conduct and to the Teacher for their performance.

Students and other affiliates of educational institutions will be offered the opportunity to visit and observe our district in the course of teacher training programs and educational research projects. Such students will be treated as visitors and will be under the direct supervision of the principal.

All Building Principals must submit to the Superintendent for Board approval the names and colleges of all student teachers with their grade assignment prior to accepting the institutional request.
