Brasov’s historic coat of arms is a royal crown placed on the cut trunk of amountain oak (sessile) extended in 13 strong roots. Ever since the Middle Ages, throughout Europe, the oak symbolizes solidity, strength, longevity and height, both in the spiritual and in the material sense.     ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES ACFC/OP/IV(2017)005 Fourth Opinion on Romania - adopted on 22 June 2017 Published on 16 February 2018 Summary The authorities in Romania promote respect and understanding in society and representatives of most national minorities report an overall embracing attitude prevailing between the majority and the minorities. The authorities have made efforts to promote minority cultures and education, and particular steps which have been taken to facilitate representation of national minorities in parliament are widely recognised and appreciated. The Law on Education remains the main legislative basis for teaching in and of national minority languages. A consolidated and coherent legal framework related to the protection of minority rights is lacking and the draft Law on the Status of National Minorities, proposed in parliament in 2006, has still not been adopted. Existing legislation regulating different aspects of national minority protection is disjointed, piecemeal, full of grey zones and open to contradictory interpretation. A coherent policy to guarantee access to minority rights is still lacking and respect of rights of persons belonging to national minorities varies according to local conditions and the goodwill of the municipal or regional authorities. Persistence of negative attitudes and prejudice against the Roma and anti-Hungarian sentiment is of considerable concern. Despite the resolute stance of the National Council for Combating Discrimination, court rulings and statements from the authorities, racist incidents continue to be reported. The revised Strategy for the Inclusion of Romanian Citizens Belonging to the Roma Minority – 2012-2020, adopted in 2015, sets targets in the key areas of education, employment, health and housing and addresses also promotion and protection of Roma culture and participation in public and political life.

    Innovation in administration EUROPEAN UNION GOVERNMENT OF ROMANIA European Social Fund Operational programme Ministry of Administration and "Administrative Capacity Interior Development" STRATEGY FOR LOCAL SUSTAINABLE DEVELOPMENT OF THE CITY OF CODLEA 2011-2020 -SUMMARY- Territorial and Administrative Unit “City of Codlea” 1 During 15 months the City of Codlea carried out the project called “Update of strategy for local sustainable development of the locality of Codlea”. The project was co-financed from the EUROPEAN SOCIAL FUND through the Operational programme for Administrative Capacity Development 2007-2013, project SMIS code 12802. By implementing the project, several results were obtained, the most important being the document “Strategy for local sustainable development of the municipality of Codlea”, as approved by the Codlea Local Council. Other results: 4 specialty studies (economic, social, technical–economic and environmental studies) which ensured the grounding of municipality’s development strategy; SWOT analysis; Codlea Town Hall staff trained in the fields of strategic planning, sustainable development and equal opportunities; Specific software for strategy management and implementation within the territorial and administrative unit of the municipality of Codlea – results monitoring; People informed about the content of strategy – document published on the institution’s website. Abstract: Road development, traffic intensification, and collisions with wildlife represent a danger both for road safety and species conservation. For planners, deciding which mitigation methods to apply is often problematic. Through a kernel density estimate, we analyzed 715 crossing locations and wildlife–vehicle collisions (WVCs) involving brown bears, lynx, wolf, red deer, roe deer, and wild boar in the Southeastern Carpathian Mountains. We identified 25 WVC hotspots, of which eight require urgent mitigation of existing infrastructure. Moreover, many of these hotspots are in Natura 2000 sites, along road sections where vegetation is in close proximity, animal movement is the highest, and driver visibility is low. Our study is the first in Romania to recommend practical solutions to remediate WVC hotspots and benefit sustainable landscape management.     LawOscillating Review between special different issue, Decembre types of public 2019, pp.contracts… 101-112 101 OSCILLATING BETWEEN DIFFERENT TYPES OF PUBLIC CONTRACTS REGARDING THE CONSTRUCTION OF A HIGHWAY * Cătălina Georgeta DINU ** Abstract: The article underlines the difficulties that the public authorities have in choosing the most suitable public contract for the construction of a highway, starting from the identification of the applicable legislation in this matter, both at European and national level. The analysis of examples of good practice in such constructions is also necessary, by evaluating some public contracts already executed at the level of some foreign states. The impasse in which Romania has been for many years for the construction of a highway can be overcome by elaborating an appropriate legislation and applying it correctly. Therefore, the understanding of the specificity of the various contractual categories to which the Romanian state can appeal in order to materialize this old desire to build a highway is essential. The representatives of the central authorities often oscillated between public-private partnership, concession of works and public procurement, although the legislation has changed several times during this time. And the transposition of the European directives in the field seems not to have led to a clear conclusion on the long-term benefits and efficiency of these contracts. The article intends to respond to these concerns that currently grind the aspirations of materialization and completion of the construction of the Brasov-Comarnic highway from Romania. Romania is a country with a very varied and diverse tourism potential and a landscape consists of 27.91% mountains of total country area, with altitudes between 600 – 2500 m, an average height of 840 m and 10% of the country’s territory above 1500 m (Cernaianu et al, 2017). In Romania the winter sports tourism are focused on the skiing activity and ski resorts. There are some 27 licensed ski areas in Romania with around 80 authorized ski slopes, and a variety of ski lifts, gondolas, chair lifts, skid lifts and cable cars with a capacity of over 35,000 persons an hour serving these areas (Romania National Tourism Master Plan 2007 – 2026). There is heavy demand at weekends during the winter when snow conditions are favorable. Sport event tourism is a huge and growing global industry with important economic implications for both the sport, the event and the impact of travel and tourism related benefits on host destinations (Candrea et al, 2010). The most popular winter touristic destinations in Romania are: Poiana Brasov, Predeal, Sinaia. Previous quantitative marketing research outlined that 45% of tourists are entirely satisfied with the quality of the accommodation units in Braşov city and 37.9% of tourists feel the same way about Poiana Braşov (Candrea et al, 2010).
