为“上士”,但一直都以“上士”为榜样,不断努力行 道。新加坡道教总会在二十年的历史发展中,取得了不 错的成绩,但“行道”之路仍然漫长,我们将以至高无 上的大道为目标,继续勤而行之! he title of this commemorative book was derived from the Tproverb of Dao De Jing Chapter 41: When the man of highest capacities hears Tao, He does his best to put it into practice. When the man of middling capacity hears Tao He is in two minds about it When the man of low capacity hears Tao He laughs loudly at it. Members of Taoist Federation are not self-appointed the high capacity on learning Tao, but they have been following the proverb of Tao De Jing to promote Tao. This is a common sight in the area, where temples, churches, a mosque and a synagogue are all within a stone’s throw of one another. These houses of worship stand as testaments to the diverse communities who lived, worked and played side by side around Queen, Waterloo and Bencoolen Streets in Singapore’s Bras Basah.Bugis precinct, exemplifying the values of understanding and openness that have allowed them to exist and thrive together. 2 With the launch of a new programme titled Harmony Walks by the National Heritage Board (NHB), Singaporeans will be able to embark on free guided walks along Queen, Waterloo and Bencoolen Streets and learn more about the commonalities shared by diverse communities in the areas of religion, culture and built heritage. Harmony Walks comprises three guided walks that will cover the following designated areas: • Harmony Walks: Queen, Waterloo and Bencoolen Streets • Harmony Walks: Telok Ayer (To be launched in 2020) • Harmony Walks: South Bridge Road (To be launched in 2020) 3 The first of the three walks is Harmony Walks: Queen, Waterloo and Bencoolen Streets, which covers a total of seven religious institutions – Kwan Im Thong Hood Cho Temple, Sri Krishnan Temple, Maghain Aboth Synagogue, Cathedral of the Good Shepherd, Church of Saints Peter and Paul, Kum Yan Methodist Church and Masjid Bencoolen.

    SINGAPORE TERRORISM THREAT ASSESSMENT REPORT 2021 2 3 OVERVIEW The terrorism threat to Singapore remains high. Global terrorist groups like the Islamic State in Iraq and Syria (ISIS) and Al-Qaeda (AQ) have proven resilient and adaptable, despite their leadership losses and setbacks in recent years. Amidst the ongoing COVID-19 pandemic, they have stepped up their recruitment and propaganda efforts on social media, encouraging their supporters worldwide to conduct attacks. 2. The enduring appeal of ISIS violent ideology is seen among the self- radicalised cases dealt with in Singapore in the past two years, the majority of whom were ISIS supporters. While Islamist terrorism remains the key concern, other emergent threats such as far-right extremism can also potentially propel at- risk individuals towards violent radicalism. In December 2020, Singapore detected its first self-radicalised individual who was inspired by far-right extremist ideologies. 3. There is currently no specific and credible intelligence of an imminent terrorist attack against Singapore. However, since the last Report issued on 22 January 2019, the Internal Security Department (ISD) has averted terrorist attacks by two Singaporean youths targeting places of worship in Singapore. These cases underscore the very real threat of lone-actor attacks by self-radicalised individuals. EXTERNAL TERRORISM THREAT ISIS Continues to be Primary Threat 4. Despite losing its last territorial stronghold in March 2019, ISIS remains an active insurgent force in Syria and Iraq. It reportedly still has some 10,000 fighters in the conflict zone and tens of millions of dollars in cash reserves. Over the past year, ISIS has escalated its insurgent activities in the conflict zone, taking advantage of the security vacuum left by reduced military operations due to COVID-19 and the reduction in US troops in Iraq.

    Religious Harmony in Singapore: Spaces, Practices and Communities Inter-religious harmony is critical for Singapore’s liveability as a densely populated, multi-cultural city-state. In today’s STUDIES URBAN SYSTEMS world where there is increasing polarisation in issues of race and religion, Singapore is a good example of harmonious existence between diverse places of worship and religious practices. This has been achieved through careful planning, governance and multi-stakeholder efforts, and underpinned by principles such as having a culture of integrity and innovating systematically.     Chapter 7 An Insider’s Research into Buddhist History1 Jack Meng-Tat Chia Buddhism is one of the major religions in present-day Singapore. In fact, one can easily notice the rich diversity of different Buddhist traditions – Theravada, Mahayana, and Vajrayana – co-existing and interacting in our global city-state. According to the 2000 census, Buddhism is both the majority and fastest growing religion in Singa- pore.2 Despite this, there are only a handful of studies on the history of Buddhism in Singapore.3 As I have argued in a recent essay, while these previous research provide a useful introduction to change and continuity in the history of the religion, they tend to be overly ambitious and broad in their scope. Rather than focusing on specific themes or providing in-depth case studies of Buddhist practices, organizations and personalities, these studies examined the religion in an overarching manner. As a result, they are seldom able to fully explore and analyze the multi-faceted and complex issues surrounding Buddhism in the history of Singapore.4 For this reason, research on specific themes and case studies in the religion remain to be done. 1 I am grateful to C.
