List of Re-Opened LCSD Land Based Leisure Venues List of Re-opened LCSD Land Based Leisure Venues The Leisure and Cultural Services Department (LCSD) will reopen some land based leisure venues on 11 March 2020, including – All sports centres Hong Kong Squash Centre All squash courts Choi Hung Road Badminton Centre Cornwall Street Squash and Table Tennis Centre Aberdeen Tennis and Squash Centre Hong Kong Velodrome Tseung Kwan O Sports Ground (indoor sports facilities) Tai Po Sports Ground (indoor sports facilities) Tung Chau Street Park (indoor sports facilities) Siu Lek Yuen Road Playground (indoor sports facilities) Queen Elizabeth Stadium (sports facilities) The indoor sports facilities of the above venues to be re-opened include – badminton courts (a maximum of 4 players are permitted to remain in the court at any time) squash courts (a maximum of 4 players are permitted to remain in the court at any time) table tennis rooms/ tables (including those inside the multi-purpose squash courts, secondary hall and activity rooms) (a maximum of 4 players are permitted to remain in the table at any time) cycling track (a maximum of 10 users are permitted to use the track at the same sharing session) indoor golf driving bays (a maximum of 2 players are permitted to remain in the bay at any time) indoor bowling greens (a maximum of 8 users per rink are permitted to remain on the green at any time) indoor jogging track (a maximum capacity of the jogging track at any time is half of the original) indoor tennis courts (a maximum of 4 players are permitted to remain in the court at any time) Indoor facilities of the above venues that will continue to be temporarily closed, including – team games facilities in the multi-purpose arena such as basketball courts, volleyball courts, netball courts, etc. activity rooms(including those inside the multi-purpose squash courts) dance rooms fitness rooms children’s play rooms sports climbing walls American pool room (including those inside the multi-purpose squash courts) billiard centre and gymnastics training hall in Shun Lee Tsuen Sports Centre sanshou training hall in Lei Yue Mun Sports Centre contact sports centre in Pei Ho Street Sports Centre study rooms To avoid people gathering and to foster social distancing, the LCSD will adopt special measures at sports facilities to be reopened. Measures include arranging body temperature taking for all persons at entrance of the indoor leisure venues, limiting the number of users using and staying at the facilities, cancelling organisation bookings for competitions, opening alternate courts/rinks/table tennis tables, and closing spectator stands. Furthermore, disinfectant carpets and alcohol-based handrub will be in place and cleansing measures will be stepped up at the venues. Changing rooms and showering facilities at leisure venues will be temporarily closed to reduce the risk of the spread of the COVID-19 virus. Members of the public can book the available facilities within 10 days starting from 9 March 2020 via Leisure Link internet booking. Leisure Link booking office and Self-service Kiosk of the above facilities will resume booking service on 11 March 2020. .

Asked by: Hon MA Fung-kwok (LegCo internal reference no.: 45) Reply: The Leisure and Cultural Services Department (LCSD) keeps constant review of the provision and conditions of recreation, sports and performing arts venues under its purview. It also undertakes works projects to provide new facilities or renovate/improve existing facilities to meet the changing needs of the public. There are minor works projects primarily for the improvement and upgrading of existing recreation and sports facilities. The details and estimated expenditure of minor works projects not less than $1 million in 2020-21 and 2021-22 are at Annexes I and II respectively.     Chapter 19 Recreation, Sport, Culture and the Arts Hong Kong’s hard-working people enjoy a wide variety of sports, cultural and recreational opportunities, whether as participants or spectators. They range from major international sports and arts events to community programmes in which people of all ages and abilities can take part. The Home Affairs Bureau (HAB) co-ordinates government policies on recreation, sports, culture and heritage. Organisations such as the Sports Commission and the Hong Kong Arts Development Council help the government in drawing up these policies. The Sports Commission advises on all matters relating to sports development and oversees committees on community sports, elite sports and major sports events. The Leisure and Cultural Services Department (LCSD), an executive arm of HAB, provides services to preserve Hong Kong’s cultural heritage, enhance its physical environment, and foster co-operative interaction between sports, cultural and community organisations. The LCSD organises exhibitions, sporting events and cultural performances ranging from music and dance to opera. Recreation and Sports The LCSD develops and co-ordinates the provision of high quality recreational and sports facilities for leisure enjoyment including parks, landscaped open spaces, sports grounds, playgrounds, sports centres, holiday camps, water sports centres, swimming pools and beaches. It also organises and supports a wide variety of recreation and sports programmes to promote community sports, identify sporting talent and raise sporting standards. It works closely with the District Councils (DCs), the National Sports Associations under the auspices of the Sports Federation and Olympic Committee of Hong Kong, China, District Sports Associations, and schools to promote sport-for-all and encourage everyone to participate in sports and recreational activities.

In its 2018-19 budget, the Government announced that it would allocate $20 billion to improve cultural facilities in Hong Kong, including the construction of the New Territories East Cultural Centre, the expansion of the Hong Kong Science Museum and the Hong Kong Museum of History, as well as the renovation of Hong Kong City Hall.

Providing well-maintained and up-to-date facilities that meet the needs of our community remains our top priority. The Tiu Keng Leng Sports Centre and Public Library was one of the brand-new facilities that came into service during the year. We completed turf reconstruction at the Hong Kong Stadium, and carried out a major renovation of the Hong Kong Space Museum. We also pressed ahead with the upgrading and faceli of the Hong Kong Museum of Art, designed not only to increase the museum's exhibition space but also to enhance its visibility, accessibility, customer orientation and branding. Meanwhile, we were excited to begin construction of the new and much anticipated East Kowloon Cultural Centre. We continued to stage many colourful arts and cultural events during the year. One of the highlights was the first Muse Fest in the summer of 2015, which offered a rich celebration of all 14 museums under the auspices of the LCSD through a wide array of fun-filled activities and enriching experiences for the community. As part of the Appreciate Hong Kong campaign, free admission to museums was offered in the month of January 2016, resulting in an increase of over 40% in the number of visitors when compared with that in January 2015.

Background 2. Hong Kong has been regularly hosting international and regional sports events, ranging from competitions in single sport to major multi-sport events. In addition, “national sports associations” (NSAs) and schools in Hong Kong also organise many spectacular territory-wide major sports competitions every year. The hosting of major sports events not only helps enhance Hong Kong’s image as a sports event capital in Asia and achieve the objective of developing Hong Kong into a prime destination for hosting major international sports events, but also enables our athletes to play on home soil right before the eyes of Hong Kong people. It would also help nurture a sustainable sporting culture and tie in with the objective of "Sport for All". LCSD has been actively supporting stakeholders concerned in organising sports competitions at different levels and is ready to reserve suitable sports facilities for competition purpose. LCSD manages various types of sports venues that can be used to host formal competitions at different levels, such as the staging of international football matches and Hong Kong Premier League matches at Hong Kong Stadium and Mong Kok Stadium, FIVB Volleyball World Grand Prix and BWF World Superseries at Hong Kong Coliseum, WDSF GrandSlam Hong Kong and ITTF Golden Series Junior Circuit at Queen Elizabeth Stadium, and various major athletics meets at Tseung Kwan O Sports Ground and Wan Chai Sports Ground.
