Additionally, facilities that people take for granted in larger population centres, such as supermarkets and schools, are more widely distributed in low population density regions. We adopt the 14 November 2016 (Kaikōura) earthquake in New Zealand as a case study to explore critical infrastructure challenges and impacts, service disruptions, and community adaptations in four small North Canterbury and Marlborough towns – Waiau, Culverden, Seddon and Ward. However, behavioural, infrastructure and legislative adaptations can be inherent or quick to evolve in small towns with frequent service disruptions. Despite these factors, small towns are often underrepresented in impact assessments and appear to have been a low priority for investigation in the past. -

I arrived in Wellington last year with my Kiwi husband and three-year old son – and while settling in we’ve spent a lot of time discovering the delights of the city and its people. The experience also gave me some perspective on being a migrant far from home. I have a professional interest in South East Asian history, languages and culture - I just completed a PhD on the subject. I speak some Filipino, and am fascinated by the Philippines’ complex history. One of the major phenomena in the Philippines since the 1970s has been the growth of the global Filipino diaspora. That story has often been full of sadness. So I was intrigued by anecdotes of positivity and success from Wellington. Writing about how the migrant Filipino community has settled in New Zealand has been more than just a research project. It has highlighted how migration plays a role in community building. It also has meaning for me and my family’s future here. I really wanted to share some of the stories that I think reflect successful outcomes from immigration over the past thirty years. 161 A DECAY OF RIGHTS: THE DECISION IN NEW HEALTH NEW ZEALAND INC V SOUTH TARANAKI DISTRICT COUNCIL Rose Louise Goss* The decision in New Health New Zealand Inc v South Taranaki District Council is the most recent legal development in the New Zealand debate about fluoridation of public water supplies. That decision centred on the interpretation of s 11 of the New Zealand Bill of Rights Act 1990, the right to refuse medical treatment. The Court held that the fluoridation in question was legal, and reached a limited definition of medical treatment that did not encompass fluoridation. This article analyses the reasoning leading to that interpretation, concluding that the decision is problematic and that the definition of s 11 needs to be remedied. The use of the wording of s 11 to limit the definition of medical treatment was inappropriate, as was the policy reasoning used to support that limitation. The structure of the reasoning exacerbated these issues and adhered too closely to the reasoning in United States cases. Furthermore, the application of a de minimis threshold was conducted without adequate scrutiny, and such a threshold should not be applied to s 11. I INTRODUCTION In Texas and Colorado in the 1900s, a peculiar phenomenon of stained teeth became noticeable and was referred to as both "Texas Teeth" and "Colorado Brown Stain".1 Investigations soon revealed that the stained teeth, while unsightly, were also more resistant to dental caries.2 Further analysis revealed that the cause of both the resistance and the staining was fluoride. The benefits of fluoride were soon acknowledged by public health authorities and fluoride was added to public water supplies.3 Fluoride has since become a common additive to water supplies worldwide.4 * Article submitted as part of the LLB(Hons) programme at Victoria University of Wellington. -

Analysing Cascading Hazard Impacts and Recovery at Farm Level: Hurunui District Farm Case Studies following the November 2016 M7.8 Hurunui-Kaikōura Earthquake A thesis Submitted in partrial fulfilment of the requirements for the degree of Master of Science in Engineering Geology at the University of Canterbury By Jess McHale University of Canterbury 2018 Dry land, sudden shock Cascading earth, water, stock New course, same old farm ii Abstract Farming and urban regions are impacted by earthquake disasters in different ways, and feature a range of often different recovery requirements. In New Zealand, and elsewhere, most earthquake impact and recovery research is urban focused. This creates a research deficit that can lead to the application of well-researched urban recovery strategies in rural areas to suboptimal effect. To begin to reduce this deficit, in-depth case studies of the earthquake impacts and recovery of three New Zealand farms severely impacted by the 14th November 2016, M7.8 Hurunui-Kaikōura earthquake were conducted. The initial earthquake, its aftershocks and coseismic hazards (e.g., landslides, liquefaction, surface rupture) affected much of North Canterbury, Marlborough and the Wellington area. The three case study farms were chosen to broadly represent the main types of farming and topography in the Hurunui District in North Canterbury. The farms were directly and indirectly impacted by earthquakes and related hazards. On-farm infrastructure (e.g., woolsheds, homesteads) and essential services (e.g., water, power), frequently sourced from distributed networks, were severely impacted. The earthquake occurred after two years of regional drought had already stressed farm systems and farmers to restructuring or breaking point. -
