THE HERITAGE QUARTERLY UPDATE The New Zealand Heritage List / Rārangi Kōrero

This is the first issue of the Heritage New Zealand Quarterly Update following the distribution of the Heritage New Zealand Annual Information on 20 January 2021.

This update contains decisions on entries on the New Zealand Heritage List / Rārangi Kōrero (‘the List’) made at the Board and Māori Heritage Council meetings of 18 th February 2021 and Rārangi Kōrero Committee meetings of 28 th January 2021 and 18 th March 2021. The decisions relate to new entries, technical changes to existing entries, and reviews. This update also includes new proposals for entries on the List and heritage covenants.

The next Quarterly Update will be issued in July 2021 covering the period April-June 2021.

What’s New Sew Hoy Building – List No. 9730 listed with Category 1 status

The Sew Hoy building (built 1895) is an outstanding heritage site in central , as the only surviving representation of an important and extensive network of Chinese retailers in Dunedin’s Chinese quarter, and as the nexus of the Chinese business community in Dunedin and wider Otago region. Choie Sew Hoy 徐肇開 (1838–1901), also known as Charles Sew Hoy, was a notable New Zealand merchant, entrepreneur, innovator, and gold-dredger. Born in Guangdong Province, China he immigrated to New Zealand via Australia in 1869. Through his various business interests, philanthropic endeavours and social connections, he became a leader in the Chinese community, and was very well respected within the European community of Dunedin.

Māngungu – List No. 9849 listed as wāhi tūpuna

Māngungu is a significant place of cultural exchange on the Harbour where the hau kāinga, Ngāti Toro, Te Popoto, and Te Ngahengahe of Ngāpuhi , provided a place for Wesleyan missionaries to establish a base in the late 1820s. It is also the place where the largest signing of Te Tiriti o Waitangi was held in 1840 when rangatira of Ngāpuhi and Te Rarawa hapū gathered to receive envoys of the British Crown.

Each year on 12 February, the hau kāinga continue to gather at Māngungu to commemorate the signing of Te Tiriti and continue the legacy of their tūpuna.

Review of Entries

The following section is divided into two parts. The first lists entries approved for review since the Annual Information was issued.

The second lists the outcome of reviews confirmed since the Annual Information was distributed in January 2021. The process for reviewing historic places, historic areas, wāhi tapu, wāhi tapu areas and wāhi tūpuna is covered under sections 78 & 79 of the Heritage New Zealand Pouhere Taonga Act 2014.

A Section 78 review may result in the reconfirmation or modification of a List entry, removal from the List, or, in the case of historic places, a change in the category. Any person or body may apply for a review of an entry after three years following the date of inclusion in the List or since any last review. The Heritage New Zealand Pouhere Taonga Board and the Māori Heritage Council may review at any time. The Māori Heritage Council in the case of wāhi tapu, wāhi tapu areas or wāhi tūpuna, or the Board, in the case of historic places and historic areas, must approve a review. Once approved the review of the List entry is considered as if it were a proposal for entry on the List.

Section 79 allows the Heritage New Zealand Pouhere Taonga Board or Māori Heritage Council, as appropriate, to remove an entry from the List in cases of destruction or demolition, upon making any enquiries that it sees fit.

Covenants A heritage covenant is a voluntary agreement between Heritage New Zealand Pouhere Taonga and a property owner, which provides for the protection, conservation and maintenance of an historic place, area or site. The property owner retains full ownership of the property.

Heritage covenants are executed under Section 39 of the New Zealand Pouhere Taonga Act 2014. Once executed, heritage covenants are noted on relevant Records of Title and bind subsequent owners of the place. Any breach of a covenant is an offence under the Heritage New Zealand Pouhere Taonga Act 2014.
