The study examines the validity of the argument through a review of the [email protected] literature on the issue during three successive periods of US-Al Jazeera interactions: (a) Al Jazeera Arabic's re-presentation in US mainstream media following 9/11, Sammy Ofer School of Communications, specifically during the wars in Afghanistan and Iraq (b) Al Jazeera English television The Interdisciplinary Center (IDC) Herzliya, 1 Kanfe Nesharin Street, Herzliya 46150, channel’s attempts to enter the US market since 2006 and (c) the reception of Israel. Al Jazeera America in the US, where the paper also adds an original analysis of Al Jazeera America's Twitter followers profiles. Al Jazeera’s Expansion: News Media Moments and Growth in Australia PhD thesis by publication, 2017 Scott Bridges Institute of Governance and Policy Analysis University of Canberra ABSTRACT Al Jazeera was launched in 1996 by the government of Qatar as a small terrestrial news channel. In 2016 it is a global media company broadcasting news, sport and entertainment around the world in multiple languages. Devised as an outward- looking news organisation by the small nation’s then new emir, Al Jazeera was, and is, a key part of a larger soft diplomatic and brand-building project — through Al Jazeera, Qatar projects a liberal face to the world and exerts influence in regional and global affairs. Expansion is central to Al Jazeera’s mission as its soft diplomatic goals are only achieved through its audience being put to work on behalf of the state benefactor, much as a commercial broadcaster’s profit is achieved through its audience being put to work on behalf of advertisers. This thesis focuses on Al Jazeera English’s non-conventional expansion into the Australian market, helped along as it was by the channel’s turning point coverage of the 2011 Egyptian protests. This so-called “moment” attracted critical and popular acclaim for the network, especially in markets where there was still widespread suspicion about the Arab network, and it coincided with Al Jazeera’s signing of reciprocal broadcast agreements with the Australian public broadcasters. Through these deals, Al Jazeera has experienced the most success with building a broadcast audience in Australia. After unpacking Al Jazeera English’s Egyptian Revolution “moment”, and problematising the concept, this thesis seeks to formulate a theoretical framework for a news media turning point. -

The International Politics of Authoritarian Internet Control in Iran
International Journal of Communication 12(2018), 3856–3876 1932–8036/20180005 Transforming Threats to Power: The International Politics of Authoritarian Internet Control in Iran MARCUS MICHAELSEN1 University of Amsterdam, The Netherlands Authoritarian Internet control is generally explained by domestic power preservation: to curtail dissent within their borders, authoritarian regimes censor, monitor, and shape online communications. Yet this focus neglects important external factors. As a global communication technology, the Internet carries strategic and normative interests of competing international actors. This article investigates the influence of international politics on practices of Internet surveillance and censorship. Using the case of Iran, I analyze how opposition to the West, and particularly to the United States, led the Iranian state to perceive the Internet as a strategic battleground for regime stability. I argue that external threats in the form of democracy promotion, cyberattacks, and sanctions have created conditions enabling the Iranian state to advance and justify capabilities for censorship and surveillance. They have also pushed the regime to build a “national Internet” that is more resistant to outside influence and open to state control. Authoritarian practices are thus produced in international struggles over the use, content, and infrastructure of digital technologies. In the field of Internet politics, authoritarian power holders have pursued this aim by establishing sophisticated systems of Internet control to curb alternative information and dissent perceived as challenge to their rule. They have also come to benefit from digital communication technologies for information manipulation, monitoring, and surveillance. -

Robison Senior Fellow, USC Center on Public Diplomacy Director, Middle East Media Project The common U.S. image of Arab television – endless anti-American rants disguised as news, along with parades of dictators – is far from the truth. In fact, Arab viewers, just like viewers in the U.S., turn to television looking for entertainment first and foremost. (And just as in the U.S., religious TV is a big business throughout the region, particularly in the most populous Arab country, Egypt). Arabs and Americans watch many of the same programs – sometimes the American originals with sub-titles, but just as often “Arabized” versions of popular reality series and quiz shows. Although advertising rates are low, proper ratings scarce and the long-term future of many stations is open to question, in many respects the Arab TV landscape is a much more familiar place, and far less dogmatic overall, than most Americans imagine. * * * For an American viewer, Al-Lailah ma’ Moa’taz has a familiar feel: The opening titles dissolve into a broad overhead shot of the audience. The host strides on stage, waves to the bandleader, and launches into a monologue heavy on jokes about politicians and celebrities. -

Qatar: Governance, Security, and U.S. Policy Updated August 27, 2021 Congressional Research Service https://crsreports.congress.gov R44533 SUMMARY R44533 Qatar: Governance, Security, and U.S. Policy August 27, 2021 The State of Qatar, a small Arab Gulf monarchy which has about 300,000 citizens in a total population of about 2.4 million, has employed its ample financial resources to exert Kenneth Katzman regional influence, often independent of the other members of the Gulf Cooperation Specialist in Middle Council (GCC: Saudi Arabia, Kuwait, Qatar, United Arab Emirates (UAE), Bahrain, and Eastern Affairs Oman) alliance. Qatar has fostered a close defense and security alliance with the United States and has maintained ties to a wide range of actors who are often at odds with each other, including Sunni Islamists, Iran and Iran-backed groups, and Israeli officials. Qatar’s support for regional Muslim Brotherhood organizations and its Al Jazeera media network have contributed to a backlash against Qatar led by fellow GCC states Saudi Arabia and the UAE. In June 2017, Saudi Arabia, the UAE, and Bahrain, joined by Egypt and a few other governments, severed relations with Qatar and imposed limits on the entry and transit of Qatari nationals and vessels in their territories, waters, and airspace. The Trump Administration sought a resolution of the dispute, in part because the rift was hindering U.S. efforts to formalize a “Middle East Strategic Alliance” of the United States, the GCC, and other Sunni-led countries in the region to counter Iran. Qatar has countered the Saudi-led pressure with new arms purchases and deepening relations with Turkey and Iran. -

INTRODUCTION In this chapter, I deal with the consequences of two significant changes: an expan- sion – a rather substantial one – in the categorization of various kinds of expression under the loose rubric of “hate speech” and simultaneously the increasing use of satellites to hurl this speech around the world. I examine a series of case studies dealing with programming transmitted by satellite that is connected to division and conflict – in these cases, conflict mostly related to societies in the Middle East. One might anticipate that regulatory crises occur when organized and often status quo-disruptive senders shape a persistent and effective set of messages to be transmitted within a society and/or across national boundaries as part of an overall effort to gain substantial influence on target populations.
