Bilateral Factionalism in Ottoman Egypt
1 Bilateral Factionalism in Ottoman Egypt What makes a faction more than a group, a sect, or a household? In the case of the Faqaris and Qasimis, to say nothing of competing pairs of factions in numerous earlier, later, and contemporaneous societies, the defining characteristics of these factions were that there were only two of them; they opposed each other; and they divided most, if not all, of society between them. Accordingly, their identifying markers— names, colors, symbols—and the rituals in which they participated took on this same bilateral character: they were diametrically opposed, offered clear alternatives to each other, or were glaringly incompat- ible. This chapter illustrates this point by presenting definitive fea- tures of Egypt’s factional political cultural in comparison to similar features in other bilateral factional cultures. Breaking Out of the Mamluk Paradigm Before we undertake this task, however, it is worth asking why the bilateralism of the Faqaris and Qasimis has received so little attention. Our understanding of the origins and functions of these two factions has, I believe, been hampered by the Mamluk historiographical frame- work within which historians of premodern Ottoman Egypt have habitually placed them. I contend that if we are to understand these factions on their own terms and in their own historical and social context, we must adopt a framework that gives due weight to the fact that these two factions utterly polarized Egyptian society, forcing vir- tually every member of the military-administrative population, as well 25 26 A Tale of Two Factions as merchants, artisans, and bedouin tribes, to choose one side or the other side while not allowing for any alternative. -

No: İstanbul2013 The Blazon Western lnfluences on Mamluk Art after the Crusades Sumiyo Okumura* In Mamluk art, w e often see rounded or oval shaped ran k/ runuk (emblems, blazons or coats-of-arms), which are decorated with differentkinds ofheraldic symbols. They were use d by Mamluk amirs to identify the passessors and their status in the structure of Mamluk government. Although many important studies have been conducted on this subject, 1 histarical documents do not give much information ab out the origin of Mamluk emblems. There existed many kinds of emblems that indicated occupations including saqi (cup bearer) with the cup (Fig. 1); dawadar (inkwell holder the secretary or officer) with the pen box (Fig. 2); and djamdar (master of the robe keeper of clothes) with the shape of napkin, barfcP (postman, courier) with straight lines, jukandaf3 (çevgandar = holder of polo stick) with a hall and polo stick, and silahdar (swoi:d bearer) was symbolized with the sword (Fig. 3). The Ayyubid Sultan, Melikü's-Salih Najim al-Din Ayyub (r. 1240-1249) bestawed the emblem of a smail dining table, called Honca 1 Han çe, 4 on an amir who was appointed to the position of jashnkir. Jashnkir was the taster of the Sultan's food and drink. -

Miceli** Abstract: Throughout history, religious and political authorities have had a mysterious attraction to each other. Rulers have established state religions and adopted laws with religious origins, sometimes even claiming to have divine powers. We propose a political economy approach to theocracy, centered on the legitimizing relationship between religious and political authorities. Making standard assumptions about the motivations of these authorities, we identify the factors favoring the emergence of theocracy, such as the organization of the religion market, monotheism vs. polytheism, and strength of the ruler. We use two sets of data to test the implications of the model. We first use a unique data set that includes information on over three hundred polities that have been observed throughout history. We also use recently available cross-country data on the relationship between religious and political authorities to examine these issues in current societies. The results provide strong empirical support for our arguments about why in some states religious and political authorities have maintained independence, while in others they have integrated into a single entity. ALBRECHT FUESS UNIVERSITY OF COLOGNE Rotting Ships and Razed Harbors: The Naval Policy of the Mamluks* When the people of Beirut noticed [the fleet], they evacuated their wives, children, and possessions from the city, so that Beirut was emptied of its inhabitants. Neither the governor (mutawall|) of Beirut nor his troops were there, just the soldiers of the regional amirs of the Gharb. The Franks landed at a place known as al-S˝anbat¸|ya in the west of the city. They took possession of the city, plundered, and burned our house and the market near the harbor. Some courageous Muslims banded together and fought with individual Franks in the lanes, killing some and losing three Muslims in these skirmishes. The Franks remained in Beirut till shortly before the afternoon prayer (al-as˝r) then returned to their ships . and headed for Sidon . where they again left their boats near the town. Meanwhile the governor of Damascus, Shaykh, who would later become Sultan al-Mu’ayyad Shaykh . arrived in Sidon with his troops and pushed the Franks back. Then the governor of Damascus ordered the governor of Beirut to cut off the heads of the Franks killed in Beirut . and send them to Damascus, then to Egypt.1 As related in this passage, the local inhabitants of Beirut and the other coastal cities were helpless against the constant attacks of the Frankish corsairs on their towns. This situation was not inevitable but was the result of Mamluk policy. This eyewitness account by the nobleman S˝a≠lih˝ ibn Yah˝yá of the attack of a joint Genoese-French fleet on Beirut and Sidon in the year 1403 illustrates three crucial aspects of the Mamluk defensive posture in Syro-Palestine: there was no regular Mamluk fleet to prevent a Frankish attack on the Syro-Palestinian coast; Beirut at that time was not fortified to halt a Frankish attack; only local troops were Middle East Documentation Center. -

Using data on changing landholding patterns during the Mamluk Sultanate (1250-1517 CE), I demon- strate that land shifted from temporary and revocable land grants offered in exchange for service to Islamic religious endowments and hybridized land types, representing a transformation away from state authority over agricultural resources to more priva- tized forms of property control. Predation on collective state resources by individual mamluks | state actors themselves | was a negative externality associated with the foundational principle of the impermissibility of transferring mamluk status to one's sons. My characterization of mamluk political institutions provides an empirical il- lustration of a self-undermining equilibrium with implications for understanding how Middle Eastern political institutions differed from those in other world regions, partic- ularly medieval Europe. ∗Many thanks to Connor Kennedy, Shivonne Logan, Vivan Malkani and Kyle Van Rensselaer for out- standing research assistance.
