Federation Entry Agreement By entering a Federation-licensed Competition and signing the entry form as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter, or Longeur, and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation Inc. (the “Federation”) and the local rules of the Minnesota State Fair competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as the final decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, Internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Competitions at the Modified Level or above and Combined Competitions at the Advanced Level, , and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR222) and academy classes (academy classes are classes limited to used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

Waiver and Release of Liability I agree to this release and waiver of liability as a condition of membership and participation in the Minnesota Hunter Jumper Association (“MHJA”), an affiliate of the USEF and USHJA. As used in this release & waiver, MHJA includes its directors, officers, members, volunteers, sponsors, agents, employees, and affiliated organizations.

I agree, for myself, my minor child, my family members, guests, employees, agents, equines or other animals who attend or participate in any MHJA activity (collectively, “My Participants”) that we are voluntarily participating in the MHJA. I acknowledge that horse sports involve inherent dangerous risks of accident, loss, and serious bodily injury, head injuries, pain, suffering and potential death to an individual, equine or other animal (“Harm”). HORSE SHOW RULES AND REGULATIONS 1. FEDERATION RULE BOOK NOTIFICATION (for those classes governed by USEF rule book) Every class offered herein which is covered by the rules and specifications of the current USEF rule book will be conducted and judged in accordance therewith. A. Special Note: Any changes made in the current US Equestrian Federation rule book shall automatically become a change and a part of this premium list. B. All horses competing in Federation Recognized competitions must be properly identified and must obtain a Horse ID Number from the Federation. An identification number for each horse must be entered on all entry forms for recognized competitions. Only one Horse ID Number will be issued per horse, and must remain with the horse through its career. Anyone knowingly applying for a duplicate Horse ID Number for an individual horse may be subject to disciplinary action. The Federation must be notified of any change of ownership and/or show name of the horse. Owners are requested to notify the Federation or corrections to previously submitted information, e.g. names, addresses, breed registration, pedigree or markings. www. usef.org/documents/membership/horse-id.pdf C. FEDERATION FEE. Every horse participating in classes recognized by the Federation will be assessed a fee of $23 ($15 of which is a drugs and medication fee). Exhibitors, owners, trainers, and veterinarians are cautioned against the use of medicinal preparations, tonics, pastes, and substance. The collected funds are used for research, inspection, and enforcement of rules regarding use of medication and drugs. If the USEF elects this show for testing for the above, the exhibitor MUST submit his/her horse for testing as requested. Safe Sport Verification: As of January 1, 2019 all USEF members 18-years-old and older, with a Competing Membership, must complete SafeSport Training in order to be eligible to participate in USEF activities, including competitions. Please see the USEF website at https://www.usef. org/compete/resources-forms/rulesregulations/safe-sport for more information. Those who do not complete the training will be ineligible to participate in USEF activities, including competitions. E. SAFETY. Accidents Involving Competitors. GR849. In the event of a head injury due to a fall/accident at a licensed competition, the competitor may be prohibited from further competition until released by medical personnel. In some cases, the competitor may not return to competition without a signed release from a licensed medical professional. The competitor may be placed on suspension by USEF until this criteria is met. Competitors are advised to familiarize themselves with this new rule. F. MICROCHIP. Beginning December 1, 2019, all horses competing in USEF licensed Hunter/Jumper/Eq competitions must have a USEF-approved Microchip on file with USEF. Horses will not be allowed to compete until this requirement is met. HU 104. 2. ONLINE ENTRIES. A. Closing date. Friday, Aug. 6, at midnight. Online entries will automatically generate an entry form, stabling card and W-9 form. Submission of an entry deems the exhibitor has read, understand, and agrees to abide by the Minnesota State Fair rules and regulations set forth in this book. 1. Visit www.mnstatefair.org.org/competitions/horses/ from this page you will be able to register online, view and print the entire premium book. 2. Start the online process by clicking 'Register Online'. Follow instructions to enter and pay online (Visa or MasterCard accepted). NO entries requiring entry fees will be accepted without payment of those fees. Without payment you will not be entered into the competition. 3. If entering in classes online that require additional documents to accompany entry (i.e. copies of registration papers, membership cards, etc.) those items should either be faxed to 651-642-2456 or sent via USPS mail to the Minnesota State Fair (include control number assigned during online registration and included in your email confirmation). 4. If you choose to enter after Aug. 6, please follow the instructions under MAIL ENTRIES - late fees will be assessed. We do not guarantee space will be available. Absolutely no new entries will be accepted beyond the capacity of the barn or after Aug. 16; whichever occurs first. B. Substitutions of horses will be permitted on vetted-out horses prior to the first day of the fair. 3. MAIL ENTRIES. A. Closing date. Monday, July 26, at 4:30 p.m. (received or postmarked). Late entries will be accepted at double the entry fees from July 27 - Aug. 6, and at $50 per horse (plus double entry fees) from Aug. 7 - Aug. 23, or until barn capacity is reached. 2021 Minnesota State Fair - August 26 through Labor Day Hunter and Jumper Rules and Premiums

1. Horses entered by July 26 may make additional post entries at the regular entry fee up to one (1) hour before start of session in which class occurs. Horses entered from July 26 - Aug. 16 may make additional post entries for double the entry fee. B. Get forms online or by calling 651-288-4417. Visit mnstatefair.org/competitions/horses/ rules and premium book, entry form, stall card and W-9 are available by links under each division link. All forms (entry forms, W-9, stall card) must be properly and completely filled out, accompanied by the required fees and postmarked on or before the designated closing date. 1. Entry Form. One per horse and one for each owner exhibiting. Must include USEF member numbers, horse ID number, and signatures of (1) exhibitor; (2) the rider, driver, or handler; (3) the trainer or by the agent of such person(s); and (4) coach (if applicable). 2. Stabling Card. Must be filled out by each owner or exhibitor and/or stable manager. 3. W-9 or W-8ECI. Form must be completed by each owner and included at time of making entry. Name and address or IRS form must match OWNER/EXHIBITOR that is listed on the entry form. 4. SUBSTITUTIONS. Substitutions of horses will be permitted on vetted-out horses prior to the first day of the fair. 5. HORSES THAT ENTER THE RING WITHOUT PREVIOUSLY ENTERING THE CLASS WILL BE CHARGED $30 PER CLASS. 6. IRS FILING. In order to comply with Internal Revenue Service regulations, the Minnesota Sate Fair is required to collect a TIN (Taxpayer Identification Number) from exhibitors, in order to file information returns with the IRS. This information is used by the IRS for identification purposes, and verification of the accuracy of tax returns. Foremost, the TIN will be a social security number or other individual tax identification number. Failure to furnish a TIN upon request may result in penalties. You must provide your TIN whether or not you are required to file a tax return. A. Foreign filing. The Minnesota State Fair is required to withhold 30% of the gross payment to all foreign payees, including livestock and horse exhibitor premium payments. If a foreign person is the beneficial owner of the income they should complete a W-8BEN form. This form: 1) Establishes foreign status; 2) Claims that the person is the beneficial owner of the income for which the form is being furnished or is a partner in a partnership subject to withholding and; 3) If applicable, claims a reduced rate of or exemption from withholding under an income tax treaty. A completely filled out W-8BEN must include either line 6 or line 7. For an exemption under tax treaty benefits, the must fully complete lines 9 and 10 stating article of the treaty and an explanation of the reason the article applies. More information on tax treaties is available at irs.gov. B. A completed IRS W-9 or IRS W-8BEN form must accompany entry. Each exhibitor must provide his or her own TIN. Exhibitors who receive checks totaling $600 or more will receive tax form 1099-MISC the following January. For specific questions about this, please refer to IRS W-9 form, or speak with your accountant or tax preparer. You will NOT be permitted to exhibit if you fail to provide this number. C. The name and address on the W-9 or W-8BEN must match that of the owner on the entry form. Premium checks will be issued to the name and address on the IRS form. 7. PAIRS and GROUPS. Entries for pair and groups should be made in the name of one exhibitor; individual composition and ownership should be indicated. All entries received will be considered to be part of the exhibit of the person paying the entry fees with payment of premiums and awards made on that basis unless otherwise stated on the entry form. 8. OWNERSHIP. All animals competing must be entered and the entry form signed by the trainer and the owner or agent. Any exhibitor entering an animal in any other than the name of the bona fide owner or owners or authorized agent, or showing an animal in a class for which it is not eligible, may, at the discretion of the management, be barred from further showing, and any or all premiums previously awarded may be forfeited. 9. STAKE ENTRIES. Entries in stake classes are the responsibility of the exhibitor and must be entered at least one hour before the start of the performance in which the class occurs. Exhibitors must come to the Horse Show Office during the fair to make your entries. Horses entering stakes classes must have competed in corresponding qualifying class. A. Entry fees for these classes, required or voluntary, will be paid up front in some classes or deducted from prize money, please refer to the fee schedule. 10. STABLING. All stalls are permanent or temporary with matted flooring. Box stalls have doors provided. NO ENTRIES ACCEPTED BEYOND THE CAPACITY OF HORSE BARNS. Management will make the stall assignments based on information provided by exhibitor during time of entry (either mail in or online) process. A. All horses must have a stall, there is no tying out to trailer and no in-and-out showing allowed. 2021 Minnesota State Fair - August 26 through Labor Day Hunter and Jumper Rules and Premiums

B. Hunter/Jumper Horses: One (1) tack stall per four (4) horses, if more tack stalls are ordered request may be denied and a refund issued if we are unable to accommodate the number requested. C. NON-SHOWING HORSE FEE: $125 11. FORAGE. Bedding and feed may be ordered from the Forage Department. All forage must be paid in cash upon delivery. From Aug. 19 - Sept. 6: 651-642-2351 12. FEES. All entry and stall fees are payable in advance in U.S. funds. There will be a $30 service charge on all returned checks. Please note which fees apply to your particular breed or discipline. 13. PREMIUMS. A. Premiums will be paid to the owner(s) of the horse within four (4) weeks of Labor Day. B. Premium checks will be issued and sent to the name and address as listed on the W-9 or W-8BEN form. 14. REFUNDS. Scratched classes will not be refunded. A. Exhibitors canceling their entries after the official date for closing of entries may submit a veterinarian's certificate along with a request for refund to the Competition Department. Certificates on horses not at the show will be accepted along with a request for refund up to the day before the horse was to show. B. Horses at the show may receive refunds only if they are examined by the official show veterinarian and the veterinarian certificate is turned in at the show office at least one (1) hour before horse was to show. No exceptions. C. Stall refunds will be issued ONLY to those not appearing at the show, and must be verified by the barn manager. D. Overnight parking credentials MUST be returned before the first day of the Fair for a refund. E. No refunds for $10 or under will be issued. F. Refunds are issued after all premium checks have been distributed for all species. 15. OFFICIAL PHOTOGRAPHER. By submitting entries into the Minnesota State Fair horse show you hereby allow any photography of you, your likeness, your horse, in the barn or any riding ring. Any photography by other photographers, this includes parents of those entering the horse show, with paid compensation (promoted through websites or social media) will be escorted out of the horse show, and removed from premises. Parents are allowed to photograph their child, as long as they do NOT intend to sell photos, whether on a website or social media. 16. ATTIRE. All riders, drivers, attendants and grooms must be neatly and suitably dressed upon entering the ring. All exhibitors must keep the space in the rear of the stalls and the alleyways in the barn clear and clean. All litter must be thrown where directed by the barn manager. All exhibitors are expected to decorate their stalls in an attractive manner. WSCA entrants must follow attire rules listed in WSCA Handbook. 17. AMATEUR STATUS and AGE LIMITS. Where the age is specified for riders or drivers, the age specified must not be exceeded as of Dec. 1. See USEF Rules GR 1306. A. Each specific breed or association establishes its own standards and guidelines for age limits and Amateur or Non-pro status. It is the exhibitor's responsibility to know and follow the rules for their particular breed or discipline. 18. BREEDING CLASSES. The base date for computing age will be Jan. 1. Horses foaled prior to Jan. 1 must be entered in the class a year older than those foaled on Jan. 1 or thereafter. A. All horses exhibited in the breeding classes shall be shown in hand. B. Do not make entries for champions and grand champions. All first and second prize winners are eligible to compete for championship honors; but no second prize animal shall be eligible to rank higher than reserve in any champion class. C. Certificate of registry in all breeding classes must be furnished to show manager on demand, except that certificate of registry, name and number will not be required for foals, but name and registry number of sire and dam must be given. Upon demand of show manager, the exhibitor must make affidavit as to the identity of the foals and breeding given. D. Exhibitors of breeding stock must keep their stock uncovered between the hours of 9 a.m. to 6 p.m. during each day the animals are on exhibition. E. Horses must be owned by the exhibitor from the time of making entries unless otherwise specified, except progeny of stallion or mare may be shown as proof of breeding qualities without such ownership. F. Exhibitors must ascertain when their stock will be judged. Animals must be in the show ring promptly after being called. 19. MEASUREMENT SCHEDULE. A. Hunter Ponies and Horses. Friday, Aug. 20, at noon near the Horse Barn office. Check with horse show office for paperwork. B. WSCA Ponies. Thursday, Sept. 2, at 9 a.m. near the Horse Barn office. 20. SIGNS and ADVERTISING. No signs of any type will be permitted in the barns, except within the specified assigned stalls. Failure to comply may result in forfeiture of premiums. A fee of $50 per head in addition to the regular entry fee will be charged where "For Sale" signs are displayed. No animal will be stalled in barns unless entered and shown or by paying a $125 non showing horse fee. 21. AISLES. No aisles or alleyways may be "blocked off" in any manner except when horses are being prepared for the show ring. Public will need to get down the aisles. Aisles should be open a minimum of 10 feet. Signs will be provided and available at the barn manager's office for those needing to close aisles. All others should remain open. 22. FOOTING and SHOW ARENA. The footing in the Coliseum show ring, exercise arena, and Compeer Arena are clay based with agri-lime/sand/clay footing The dimensions of the show arena(s): Warner Coliseum is 102' x 270'. Compeer Arena is 80' x 200'. Exercise ring is 70' x 160'. Warm-up arena (outdoor) is 100' x 200'. 23. NUMBERS. The fair's entry number must be visible and worn on the rider's or driver's back if the horse is lead or ridden, or attached to both sides of the , and upon the back of the if driven. 24. COURTESY to JUDGES and OFFICIALS. A. No person other than the officials and attendants on duty in the ring and the judges of the class being shown will be admitted to the show ring. B. Any act of discourtesy or disobedience to the officials on the part of the owner, groom, rider or driver will disqualify the horse for adjudication, and the owner shall forfeit his nominating and other fees. The management reserves to itself the power to remove any groom or horse from the show without being liable for compensation. 25. FIRE SAFETY and ELECTRICAL REQUIREMENTS. The State Fair is working with the State Fire Marshal and the Fair's own life safety staff to ensure an incident free exposition. Your expected cooperation in complying with these requirements is appreciated. They will be enforced on a 24-hour basis; please plan accordingly. A. Smoking and any other open flame is prohibited. B. Ignition sources such as frying pans, coffee pots, hot plate, toasters, toaster ovens and warming trays are prohibited. C. Tops of stalls may not be covered. D. Decorative material must be rendered and maintained flame retardant in accordance with the state fire code; documentation is required. E. All extension cords must be at least 12 gauge or large type G, PE, S, SE, SEO, SEOO, SC, SCE, SCT, SO, SOO, ST, STO, STOO, W or other types identified for extra hard usage and must be of the grounding type. Extension cord must also be three-wire flexible. 1. No lightweight (2 wire) exention cords or "zip" cords (18 gauge or smaller) may be used anywhere on the State Fairgrounds. Octopus plugs and two-wire extension cords often create a fire hazard and will be removed if found in use during an event. Cables with a "J" in the type designation (such as Type SJT) are not permitted. 26. PROTESTS. Protest fee is $200 for a USEF member or parent of a junior exhibitor for all classes sanctioned by USEF ($300 for non-USEF members). For all other classes the protest fee is $100. All protests and questions not covered by these rules shall be decided and interpreted by the show committee whose decision shall be final. Disputes should be presented to the show management prior to filing a formal protest under the provisions of USEF rules and regulations. A protest must be signed by the protester, accompanied by a deposit of $200 and received by the show secretary within 48 hours of the alleged violation. Please be aware that a protest can also be filed with the Federation hearing Committee up to 10 days after your competition. A protest can also be filed with the Federation Hearing Committee as outlined in GR Chapter 6 or bylaws.. 27. SHARPS DISPOSAL. Sharps containers will be provided in all barns for the disposal of needles and other disposable sharp instruments. ALL items of this nature MUST be disposed of in the provided containers. NO SHARPS are to be disposed of in any receptacle other than the provided sharps container. 28. HEALTH REQUIREMENTS. Proof of negative coggins required for all horses within 12 months. This is a state law. Proof of flu/Rhino vaccination within 6 months must be presented per USEF. These must be presented before numbers will be given out. Vaccination Requirements (per the USEF GR-845 Equine Vaccination Rule [CHAPTER 8F Welfare of the Horse] Rules Changes Effective 12/1/15) A. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccination within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers’ or veterinarian’s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by competition management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. B. In the case of a horse that is unable to receive either of the vaccinations due to history of adverse reactions, the exhibitor, upon request from competition management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the competition management, steward, or technical delegate when requested. C. Horses known by the exhibitor to have an infectious, communicable disease or to have been exposed to an infectious, communicable disease, or to be from a quarantined herd may not be entered in an exhibition. Warts and ringworm are considered communicable diseases. Therefore, horses affected by these diseases cannot be exhibited. A statement from a veterinarian that an animal is being treated for these diseases is not acceptable. D. All horses will be inspected by the official veterinarian on the opening date of the exhibition and daily during the exhibition. The official veterinarian will order the immediate removal to a quarantine facility or removal from the exhibition premises of any horses with symptoms of infectious or communicable disease. They may not enter a show ring. This includes horses with warts or ringworm. E. Horses not originating in Minnesota: Horses must meet the Minnesota Importation requirements in addition to the above requirements. Health certificates must list the Minnesota State Fair as consignee and will be accepted if examination and tests are conducted within 90 days prior to the exhibition. F. VETERINARIAN SERVICES. The State Fair has a veterinarian on duty 24 hours a day. Phone number (651) 642-2340. All services should be paid for in cash upon completion. 29. HELMETS. A. It is compulsory for all persons at Federation Licensed Hunter, Humper or Hunter/Jumper competitions, when mounted anywhere on the Competition ground to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. Must be properly fitted with harness secured. Exception: In Hunter or Jumper classes, adults may be allowed to remove their head hear while accepting prizes and during the playing of the National Anthem only; they must refasten their head gear prior to the lap of honor. It is the responsibility of the rider or the parent or guardian of the junior exhibitor to see to it that the head gear intended for equestrian use, and is properly fitted and in good condition. See USEF GR 801. B. Except as may otherwise be mandated by local law, all juniors riding in Hunter, Jumper and Hunter Seat Equitation sections, and all sub-juniors riding in the Paso Fino division, while riding anywhere on the competition grounds, must wear properly fitting protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. Harness must be secured and properly fitted. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Except as may otherwise be mandated by local law, the Federation strongly encourages all riders, while riding anywhere on the competition grounds, to wear protective headgear with harness secured which passes or surpasses ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. C. It is the responsibility of the rider, or the parent or guardian or trainer of the junior exhibitor to see to it that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition. 2021 Minnesota State Fair - August 26 through Labor Day Hunter and Jumper Rules and Premiums

D. The Federation makes no representation or warranty, express or implied, about any protective headgear, and cautions riders that death or serious injury may result despite wearing such headgear as all equestrian sports involve inherent dangerous risk and as no helmet can protect against all foreseeable injuries. See USEF rules GR 801. 30. NO GOLF CARTS PERMITTED ON FAIRGROUNDS FOR DURATION OF STATE FAIR HORSE SHOWS. 31. GOLF CARTS and MOTORIZED VEHICLES. USEF Rule GR1301 Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/ legal guardian, or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. No golf carts/cars of any type will be permitted within the barn area, except official State Fair carts. Others will be impounded at owners' expense. The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. 32. Height of fences 2’6” with 2’9”, 2’9” with 3’, and 3’ with 3’3” options. There will be 2 to 3 high option fences. The Carousel will have one round judged on the entries’ performance and soundness over a course of at least 10 obstacles, of which 2 or 3 of the fences must be natural obstacles or obstacles like those traditionally found in field hunting, including, but not limited to, Aikens, natural post and rail, coops, brush, board gates, hedge, ditches or banks. The remaining fences may be any type of hunter show ring fences. The course will start with the hunter classic and end with hunter handy style lines, turns and jumps, as described in USEF HU 112 and will include option fences. The course will include a trot fence and a long approach to a fence. Judging will be on an open numerical system. After the judge’s score is given one point will be added for each high option fence. The class will be judged on the jumping style and brilliance of the rounds. A fresh athletic horse will be rewarded accordingly. ARRIVAL Wednesday, Aug. 25, 8 a.m. to Thursday, Aug. 27, 12 p.m. (noon); OR Friday, Aug. 27, 8 p.m. to Saturday, Aug. 28, 9 a.m. After unloading ALL trucks and trailers arriving up to noon Thursday (Aug. 26) must exit Gate 10. During all other arrival times, trucks will arrive and may exit via Gate 14. 2. DEPARTURE. No departure will be permitted until Monday evening, unless special permission is granted by Horse Show Superintendent. 3. CANCELING CLASS. Exhibitors canceling out of hitch classes must report the cancellation to the show office within 24 hours of the class or a $25 fine will be assessed; fee will be deducted from premiums won. 4. HALTER JUDGING SCHEDULE: Saturday, Aug. 28, 8:00 AM - Belgian, Clydesdale, Percheron Halter Classes. Decorating classes held PRIOR to halter show, Showmanship classes held after conclusion of Supreme Stallion, Gelding and Mare have been placed. A. In the breed classes, not more than two cash prizes in an individual class, nor more than one cash prize in a group class, will be awarded to any one exhibitor. However, an exhibitor may enter any number of animals in each class. Ribbons will be awarded in accordance with the placing of the judge. Cash prizes will be moved up in cases where an exhibitor is awarded more than two places in an individual class or more than one placing in a group class. Foal classes will be split by age into even classes if there are six (6) or more entries shown in the class. B. In the case of groups, exhibitors must make entry by giving class number on entry form of groups for which entry is desired; animals composing such groups need not be specified on entry form, but only animals entered and shown in individual classes are eligible to compete in "Get of Sire, "Produce of Mare, and "Breeders Group". The name and registry number of stallion or mare whose get or produce are entered must be given. C. In championships the term "Senior" includes animals three (3) years old or over and the term "Junior" includes animals specified on entry form, but only animals entered and under three (3) years old. D. The Superintendent reserves the right to combine, cancel or split classes in the best interests of the show. 5. DRAFT HORSE SUPREME HALTER: Immediately following conclusion of halter classes, Saturday, August 28. A. The Grand Champion Stallions, Mares and Geldings from the three Draft Horse Breed shows will compete in the All Breeds Supreme Halter. 6. MINNESOTA CLASS AWARDS. Amount offered to Minnesota exhibitors: $2,000. A. No entries are required in these Minnesota classes. Awards will be made in accordance with awards in the open division. B. In the Belgian, Clydesdale and Percheron breeding classes (individual only, no groups), all awards for each breed in the individual classes will be subject to the following conditions: only one entry, bred in Minnesota, owned by a Minnesota exhibitor from each farm, partnership or breeding establishment or by members of each separate household. C. First Place: $25; Second Place: $15; Third Place: $10 7. SPECIAL AWARDS. A. Rules 1. All halter classes must be entered by Wednesday, Sept. 1, at 8 p.m. All entries after closing date must be made in the Horse Show Office or received by mail prior to Sept. 1 with accompanying payment. No exceptions. No day-of entries will be honored, and if attempt to enter at the gate you will not be awarded points or premiums.

2. Double Points, Double Judged Show. Approved by American Paint Horse Association. Must be registered with American Paint Horse Association and entered under registered name and number. APHA rules prevail. only horses registered with the APHA in the regular registry are eligible to be judged. APHA Solid Paint-Bred registry horses are eligible to show in designated classes.

Rules 1. All halter classes must be entered by Wednesday, Sept. 1, at 8 p.m. All entries after closing date must be made in the Horse Show Office or received by mail prior to Sept. 1 with accompanying payment. No exceptions. No day-of entries will be honored, and if attempt to enter at the gate you will not be awarded points or premiums.

2. Double Points, Double Judged Show. Horses shown in this division must be properly registered horses, ponies or miniatures with the Pinto Horse Association of America. All exhibitors for each Pinto shown must be listed on the appropriate entry form(s).

3. Copies of PtHA registration papers, PtHA member card (including Open, Youth and Amateur) must accompany entries. A photocopy of both sides of the original registration certificate showing proof of ownership must be submitted with entries. Incomplete entry form(s) may result in loss of PtHA points. Each Pinto owner and exhibitor must be a member in good standing of PtHA. Copies of PtHA membership cards for each owner and exhibitor must be submitted with entries. Youth Classes for exhibitors 18 years of age and under are designated as YA, and these exhibitors must hold or have applied for a current PtHA youth membership card. Amateur classes are designated as AM, and these exhibitors must hold or have applied for a current PtHA Amateur card. Pintos may cross-enter between Open, Amateur and Youth PtHA classes.

Rules 1. No WSCA Games entries will be accepted after Aug. 6, 2021. There will be no walk-up entries. 2. Exhibitors to be members in good standing as of May 31, 2021 of the WSCA affiliated club under which they make entry. No exhibitor may compete for more than one club, except in classes 2617, 2625, 2626, or 2627. Each exhibitor may enter only once in each class. 3. One rider per club per class. Only one rider will be permitted to ride under a club for each class. 4. Maximum of 50 entries will be accepted in each class. 5. Current WSCA rules prevail. No jackpot classes can be used for qualifications. 6. All entries to be made by individual WSCA clubs on the Minnesota State Fair website: www.mnstatefair. org/competition/horses.html. Beginning July 12, 2021. A. No changes to the qualifying dates will be permitted unless the date change is for a show PRIOR to the one originally listed. Absolutely no changes allowed after the start of the fair. B.
