Signed: ______________________ Date: ________________________ 2 Abstract This thesis will contextualise and critically explore how New Drama (Novaya Drama) has been shaped by and adapted to the political, social, and cultural landscape under Putinism (from 2000). It draws on close analysis of a variety of plays written by a burgeoning collection of playwrights from across Russia, examining how this provocative and political artistic movement has emerged as one of the most vehement critics of the Putin regime. This study argues that the manifold New Drama repertoire addresses key facets of Putinism by performing suppressed and marginalised voices in public arenas. It contends that New Drama has challenged the established, normative discourses of Putinism presented in the Russian media and by Putin himself, and demonstrates how these productions have situated themselves in the context of the nascent opposition movement in Russia. By doing so, this thesis will offer a fresh perspective on how New Drama’s precarious engagement with Putinism provokes political debate in contemporary Russia, and challenges audience members to consider their own role in Putin’s autocracy. The first chapter surveys the theatrical and political landscape in Russia at the turn of the millennium, focusing on the political and historical contexts of New Drama in Russian theatre and culture. -

EU Study Week in Kazan, March 20-24, 2020 SPEAKERS’ BACKGROUND INFORMATION Pilar BONET A Spanish journalist who has spent most of her professional career as a correspondent for the newspaper El País in Moscow. She graduated from the University of Barcelona (Hispanic Philology) and the Autonomous University of Barcelona (Information Sciences). Pilar started working as a journalist in different media of the Balearic Islands, later going to El Periódico de Catalunya. She worked for EFE agency in 1980-1982, and later became the El País paper's new head correspondent in the Soviet Union. In the following fifteen years she remained in the same location, covering the emergence and rise of the Polish trade union Solidarity, the fall of the Berlin Wall and German reunification, the arrival of Mikhail Gorbachev to power in the Soviet Union, the 1991 coup d'état against him, Russia under Boris Yeltsin, and the fall of the communist regimes in Eastern Europe. In 1997, she was assigned as a correspondent to Germany, returning to Moscow in 2001. Olga BUTORINA Deputy Director at the Institute of Europe RAS, Moscow. Dr. Butorina has founded the Department of European Integration at MGIMO- University and served as Chair from 2003 through 2012. The impact of Western sanctions on Russia and how they can be made even more effective REPORT By Anders Åslund and Maria Snegovaya While Western sanctions have not succeeded in forcing the Kremlin to fully reverse its actions and end aggression in Ukraine, the economic impact of financial sanctions on Russia has been greater than previously understood. Dr. Anders Åslund is a resident senior fellow in the Eurasia Center at the Atlantic Council. He also teaches at Georgetown University. He is a leading specialist on economic policy in Russia, Ukraine, and East Europe. Dr. Maria Snegovaya is a non-resident fellow at the Eurasia Center, a visiting scholar with the Institute for European, Russian, and Eurasian Studies at the George Washington University; and a postdoctoral scholar with the Kellogg Center for Philosophy, Politics, and Economics at the Virginia Polytechnic Institute and State University. THE IMPACT OF WESTERN SANCTIONS ON RUSSIA AND HOW MAY 2021 THEY CAN BE MADE EVEN MORE EFFECTIVE Key points While Western sanctions have not succeeded in forcing the Kremlin to fully reverse its actions and end aggression in Ukraine, the economic impact of financial sanctions on Russia has been greater than previously understood. Western sanctions on Russia have been quite effective in two regards. First, they stopped Vladimir Putin’s preannounced military offensive into Ukraine in the summer of 2014. Second, sanctions have hit the Russian economy badly. Since 2014, it has grown by an average of 0.3 percent per year, while the global average was 2.3 percent per year. They have slashed foreign credits and foreign direct investment, and may have reduced Russia’s economic growth by 2.5–3 percent a year; that is, about $50 billion per year. -

The Noncommunist Left, Social Constituencies, and Political Strategies in Russia PAUL T. CHRISTENSEN efining and identifying the noncommunist Left in Russia is in many ways an Dexercise in frustration. Whereas the organizations of the noncommunist Left in Russia are somewhat more permanent than that analogy suggests, the sugges- tion that we are dealing with tenuous political formations, with few exceptions, very much to the point. There are many such organizations in Russia; some are relatively stable and have a history, many are not; and all of them are relatively small and have problematic constituencies. There are three central questions to address if we are to understand the potential political import of these groups for Russia’s political future. First, what are the organizations and parties of the non- communist Left that have any stature and political salience? Second, what are their actual or potential social constituencies? Third, what are the political strate- gies of the noncommunist Left, and why does it seem to have such a problem in carving out a political space in contemporary Russia? Before discussing the specific questions raised above, it is important to situ- ate the noncommunist Left in Russia, and indeed the entire Russian political spec- trum, on the conceptual map of political ideologies used in Western social science. Left—historically centered around socialist and communist movements—puts a high value on democracy in the economic as well as in the political realm, on eco- nomic egalitarianism, and traditionally views an expansive role for the state and organized social interests in the operation of society as necessary and positive. -

It was launched to foster cooperation on political reform, economic liberalisation, and social issues between the European Union (EU) and the countries on the southern and eastern rim of the Mediterranean (Algeria, Cyprus, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, the Palestinian Authority, Syria, Tunisia, and Turkey). Members are commit- ted to implementing reforms and continuing dialogue. The agreement calls for reform in three areas, known as the political, economic, and social chapters. The first objective is the creation of a common area of peace and stability through the reinforcement of political and security dialogues based on fundamental principles such as respect for human rights and democracy (Political and Security Chapter). The second objective calls for the construction of a zone of shared pros- perity through an economic and financial partnership that includes the gradual establishment of a free zone by 2010. -

DOI 10.14746/ssp.2017.4.12 Olga Na d s k a k u ł a -ka c z m a r c z y k Uniwersytet Papieski Jana Pawła II w Krakowie Opposition in authoritarian regimes – a case study of Russian non-systemic opposition1 Abstract: According to Juan Linz, authoritarian rulers permit limited, powerless po- litical pluralism and organization of elections, but they make it very clear that a change in power is impossible and the opposition cannot take over. Elections in authoritarian regimes are a part of nominally democratic institutions and help rulers to legitimize the regime. They are not free or fair, and therefore do not present any opportunity for the opposition to win and change the political system afterward. The question could be asked, what kind of action the opposition should undertake in order to improve its strength. That is the main problem nowadays for non-systemic opposition in the Russian Federation. On the one hand, the opposition has a problem gaining access to elections, but on the other hand, it knows that even if it could take part, the elections would not be democratic. This article tries to shed light on the strategies of the non-systemic Russian opposi- tion and the possibility of its impact on Russian society when the government tries to marginalize, weaken and eventually destroy the non-systemic opposition. The paper provides a critical analysis of the literature and documents on the topic. Russia’s Elites in Search of Consensus: What Kind of Consolidation? VLADIMIR GELMAN here is a commonly accepted view that different segments of the elite are T major actors in regime transition and consolidation. Most scholars of democ- ratization believe that substantial compromises among elites are a necessary (although not the only) condition of a successful transition to democracy. How- ever, evidence from Russian politics casts some doubt on this proposition. At least, several attempts at elite pacts or settlements have not led to democracy even in the most minimal sense thus far. The study of elite interactions and their impact on transition processes in Russia might be useful for understanding the limits of elitist models of democratization. The following analysis consists of three sections. In the first section, I discuss some elements of theoretical schemes of the impact of intra-elite conflict and con- sensus on regime transition process and their application to contemporary Rus- sia. The second section is a case study of regime transition at the level of subna- tional politics in Russia, in Nizhny Novgorod oblast in 1991–98. In the final section I consider the development of national elites in post-Soviet Russia and speculate about the possible implications of Russia’s experience for further analy- sis of the role of elites in regime transition processes. If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35. For the first time, such large-scale observations were made as part of a joint American-Russian expedition in July and August of 1995, when concentrations of radionuclides, heavy metals, and oil hydrocarbons were assessed. The results of this study were obtained as part of the Russian hydrochemical expedition in July and August, 2019. For in situ measurements and sampling at 14 sampling sites, three optical spectral instruments and appropriate software were used, including big data processing algorithms and an AYRS simulation model. POST- SOVIET POLITICAL PARTIES AND LEADERSHIP Peter Voitsekhovsky, Doctor of Philosophy, 2013 Dissertation directed by: Professor Vladimir Tismaneanu Department of Government and Politics This study examines the phenomenon of doublethink as a core feature of the “mental software” that continues to define the character of post-Soviet societies. It is revealed in patterns of prevarication and equivocation that characterize the thinking and behavior of both the elites and the masses. Doublethink is also manifested in incongruous values and duplicitous rules that prevail in society. It accounts for the perpetuation of simulative and fake institutions of “façade democracy.” Political parties in post-Soviet Ukraine are analyzed as a major example of simulative and imitative institutions. Here, traditional ideology-based party taxonomies prove misleading. Political parties are quasi-virtual entities with the character of “post- Orwellian political machines”: they operate in a topsy-turvy world of imitated supply and deluded demand. The study employs three levels of analysis: macro (surveys data and “Tocquevillean” observations); meso (biographical data and political discourse analysis); and micro (in-depth interviews). Russia: Background and U.S. Policy Cory Welt Analyst in European Affairs August 21, 2017 Congressional Research Service 7-5700 www.crs.gov R44775 Russia: Background and U.S. Policy Summary Over the last five years, Congress and the executive branch have closely monitored and responded to new developments in Russian policy. These developments include the following: increasingly authoritarian governance since Vladimir Putin’s return to the presidential post in 2012; Russia’s 2014 annexation of Ukraine’s Crimea region and support of separatists in eastern Ukraine; violations of the Intermediate-Range Nuclear Forces (INF) Treaty; Moscow’s intervention in Syria in support of Bashar al Asad’s government; increased military activity in Europe; and cyber-related influence operations that, according to the U.S. intelligence community, have targeted the 2016 U.S. presidential election and countries in Europe. In response, the United States has imposed economic and diplomatic sanctions related to Russia’s actions in Ukraine and Syria, malicious cyber activity, and human rights violations. The United States also has led NATO in developing a new military posture in Central and Eastern Europe designed to reassure allies and deter aggression. U.S. policymakers over the years have identified areas in which U.S. and Russian interests are or could be compatible. The United States and Russia have cooperated successfully on issues such as nuclear arms control and nonproliferation, support for military operations in Afghanistan, the Iranian and North Korean nuclear programs, the International Space Station, and the removal of chemical weapons from Syria. In addition, the United States and Russia have identified other areas of cooperation, such as countering terrorism, illicit narcotics, and piracy.
