1 Introduction

1.1 Commission

Fore Consulting Ltd (Fore) has been commissioned by Hungate (York) Regeneration Limited to prepare an Updated Travel Plan be submitted with a planning application for the development of Block H of the wider Hungate site in York.

This document will provide an update to the approved Travel Plan (dated 2015) which was originally produced to support a hybrid planning application1 covering blocks D, F, G and H.

1.2 The Hungate Urban Neighbourhood

The Hungate Urban Neighbourhood comprises previously developed land located in the eastern side of York City Centre. Existing pedestrian and vehicular access is via The Stonebow, which leads to routes into the site via Garden Place, Dundas Street, Hungate, Palmer Lane and Carmelite Street. There is also pedestrian access to the site from the south via a foot / cycle bridge over the River Foss.

Blocks A, B, C, E and F of the development are built out and largely occupied. Enabling works and pre-commencement works are complete on Block G and Block D and has full planning permission but works have not yet commenced on the build.

Block H is situated to the north of the Hungate site and has elevations along The Stonebow, Dundas Street facing the Hiscox building, along Hungate facing Block G and onto St John’s Square. The site extends to 0.5 ha and currently comprises the marketing suite for the development and bare ground with vegetation.

1.2.1 Background

The Hungate site has a long planning history through which the principle of high quality, residential led development has been established, with Block H the last plot in the Hungate Urban Neighbourhood to be brought forward.

Outline planning permission was originally granted on the Hungate site for Blocks A to H in July 2006 and renewed in December 2012. Blocks A, B and C were developed under the original outline permission following the approval of reserved matters, and Block E was developed under a separate, detailed, planning application granted in 2014.

Following this, a new hybrid (part outline and part detail) planning application covering blocks D, F, G and H was approved by the City of York Council (CoYC) in April 2017 (ref.

15/01709/OUTM). A Travel Plan was submitted as part of this application2. As part of this, Block H benefits from outline planning permission for C3 residential or C2 residential institution/elderly accommodation and associated car parking and ancillary uses.

A further application (ref. 17/02019/OUTM) was approved in December 2017 which proposed a number of minor amendments to Block G. This is the latest hybrid planning permission for Blocks D, F, G and H. Block H benefits from outline planning permission for residential development along with associated car parking and ancillary uses as part of this hybrid planning permission. This permission remains extant and could be implemented at any point up until April 2021, effectively providing an established ‘fall back’ position.

This hybrid permission approves a total of 662 dwellings across Blocks D, F, G and H. As all other blocks now benefit from detailed planning permission, this leaves 169 homes and 806 sqm of commercial floorspace (the remaining balance) to be delivered within Block H based on the extant planning permissions.

In developing a scheme for Block H, an opportunity has been identified to enable 226 residential units to be delivered on the site, along with some minor changes to improve the previously approved design parameters. This is an increase of 57 units from the previous consent.

As the proposed number of homes within Block H will take the overall development beyond the previous 662 site wide unit cap, a new stand-alone full planning permission is sought for Block H only which will ‘drop-into’ the wider Hungate scheme (as was the case with Block D).

The development proposals for Block H are set out in further detail in Chapter 3, and demonstrated on the drawings provided at Appendix A.

1.3 Purpose of this Report

The purpose of this Travel Plan is to ensure that residents of the development have access to, and a choice of, a range of travel options. In doing so, sustainable travel will be promoted, and development-related congestion of the highway network will be minimised.

This document seeks to update the 2015 Travel Plan which is currently being implemented at Hungate Urban Neighbourhood given the proposed changes from the development approved for Block H. This Travel Plan provides an update on existing measures on site, details the monitoring framework for the development and sets a timeframe for the requirement to undertake annual monitoring and reporting.

This Travel Plan is aimed at existing and future residents of the Hungate Urban Neighbourhood. Site-wide measures will also enable employees and visitors to the site to travel sustainably. Details of implementation are included in Chapter 2.

1.4 Structure of the Report

This report is structured as follows:

• Chapter 2 describes the existing situation of the site, providing an audit of the present transport network including pedestrian and cycle facilities, public transport provision and the local highway network.

• Chapter 3 outlines the development proposals and how the site will be accessed by all modes of transport.

• Chapter 4 provides an overview of the management and development of the Travel Plan over time, including the overarching objectives of the Travel Plan and details of monitoring and review.

• Chapter 5: Summary tables of Actions and Measures of the Travel Plan.

2 Site Accessibility

This chapter outlines the development site and the present transport network that surrounds it, describing how the site is accessed by all available modes and gives details on planning journeys by sustainable modes.

2.1 Site Location

The site is located directly off The Stonebow, Hungate, Dundas Street and St John’s Square in the eastern side of York city centre, just north of the River Foss. The site forms part of the Hungate Urban Neighbourhood, providing a new and highly sustainable neighbourhood within the city centre.

The site is bound by The Stonebow, Dundas Street, Hungate and St John’s Square with the Hiscox Building to the north-east, Block D of the wider Hungate development to the east, St John Central to the south and Block G to the south-west.

The location of the site is shown on Figure 1.

2.2 Pedestrian Access

2.2.1 Pedestrian Catchment and Services

Walking routes can be planned using www.google.co.uk/maps www.mapmywalk.com

Although walking distances vary between individuals and circumstances, standard distances that are often used to describe short, medium and long walks are 0.5km, 1.0km and 2.0km respectively3. Figure 2 presents an isochrone for the walking distance thresholds, measured from the centre of Block H, assuming designated footways / footpaths are used.

With the site located close to the city centre, a wide range of local amenities and destinations are accessible from the site. Those located within the 2.0km catchment are shown in Figure 2.

2.2.2 Pedestrian Facilities

The site is ideally placed for walking due to being located close to the city centre where a wide range of facilities are available. Pedestrian infrastructure in the immediate vicinity of the site comprises the following:

• A signed shared pedestrian / cycle route runs through the centre of the Hungate Urban Neighbourhood, connecting The Stonebow to Navigation Road via Black Horse

Lane and Palmer Street. Black Horse Lane and Palmer Street are both designed as shared spaces to enable pedestrians and cyclists to move more freely. Between Navigation Road and Palmer Street, a foot / cycle bridge is present to allow the safe and continuous movement of pedestrians and cycles over the River Foss.

• On all roads in the vicinity of the site, footways are adjacent to both sides. Most crossings on the road network are informal and uncontrolled in character, with dropped kerbs, tactile paving, and adjacent footways. Signalised crossings are provided:

• At the A1036 / and A1036 / Layerthorpe junctions, signalised crossings with tactile paving and road markings, in addition to refuge islands where necessary are present on all arms of both junctions.

• At the / / / High junction, signalised crossings with tactile paving are present on all four arms of the junction.

2.3 Cycle Access

Cycle routes can be planned using www.cyclestreets.net which gives step by step instructions and allows you to choose between more direct and quieter routes. There is also a CycleStreets app.

An 8.0km cycling isochrone from the site is demonstrated in Figure 3, a distance that is generally accepted for people willing to commute to work by cycle4. Based on this distance, the isochrone demonstrates that York and the surrounding towns and villages of , Copmanthorpe, , Fulford, Heslington, Huntingdon, , Rawcliffe and Stockton-on-the-forest can all be accessed within the catchment.

The area surrounding the development benefits from a network of advisory routes, off- road cycle tracks and on-road cycle paths, as shown on the York Cycle Route Map which is available at https://www.itravelyork.info/uploads/York_Cycle_Map.pdf

Cycle facilities in the immediate vicinity of the site include:

• A signed pedestrian / cycle route within the Hungate Urban Neighbourhood (detailed in 2.2.2) provides a route between The Stonebow and Navigation Road, and also forms a section of National Cycle Route 658, with on-road cycle routes continuing in both directions towards the city centre and A1036.

• On-road cycle lanes are provided on a section of Peasholme Green to the north-east of the site. The cycle lanes are provided in both directions and are present where the road widens to accommodate multiple lanes on the western side of the road. For

cycles heading towards the A1036, two separate cycle lanes are available, for right hand turns onto the A1036, and straight-ahead movements onto Layerthorpe. At both the A1036 / Peasholme Green and A1036 / Layerthorpe junctions, advanced stop lines are also provided.

Several long-distance marked cycle routes are also within the cycling catchment. The following routes can be accessed as follows:

• National Cycle Route 658 is a short city centre route that connects Route 65 at the Scarborough Rail Bridge to the west of the site, to Route 66 at Lane to the east of the site. The route runs through the centre of the Hungate Urban Neighbourhood via Palmer Street and is almost entirely traffic-free running east, with a mix of traffic-free and on-road sections running west.

runs through York city centre and connects to Selby to the south and Nether Poppleton to the north-west. The route can be accessed off Route 658 at the Scarborough Rail Bridge, 1.8km to the west of the site.

• National Cycle Route 66 can be accessed off Route 658 on Tang Hall Lane, 2.0km east of the site. From Tang Hall Lane, the route connects to Route 65 at the Millennium Bridge to the south-west, and towards Dunnington and Stamford Bridge to the east.

• National Cycle Route 665 can be accessed of Route 65, adjacent to the A64, to the south-west of the site. The route connects Bishopthorpe to Wetherby via .

2.3.1 Local Cycling Initiatives in York

The following initiatives exist in York to encourage and support people to cycle:

2.4 Public Transport

The site is situated in a sustainable location in terms of public transport connections. The public transport network in the vicinity of the site is highlighted on Figure 4 and detailed below.

2.4.1 Bus Network

The site is located adjacent to The Stonebow, an important bus interchange serving the city centre with six bus stops (SA, SB, SC, SD, SE and SF) in operation. All six stops are located within 180m of the accesses to Block H.

The location of the bus stops and routes are shown on Figure 4, with a summary of the service frequency and destinations served outlined in Table 1.

2.4.2 Rail Network

The nearest rail station is York station, which is approximately 1.4km from Block H. The rail station can be accessed using several bus services from the stops on The Stonebow. York is a major hub on the national rail network and provides frequent direct services to a range of national, regional and local destinations.

This station is accessible, staffed, has waiting rooms and toilets. The station has car parking and cycle parking available. There are 626 cycle spaces at the station, including compound, stands and wheel racks. Cycle hire is also available from the station – Cycle Heaven operates from outside of the station.

2.4.3 Park & Ride

Park & Ride Information can be found online at www.itravelyork.info/park-and-ride/

York has 6 Park & Ride sites which serve the city centre, which all offer frequent services 7 days a week from sites at strategic locations around the city. Each route is colour coded in order to differentiate.

The nearest P&R bus stop are stops SA +SD of the Stonebow Interchange. These stops are served by the Silver Line (service 9) to and from Monks Cross.

2.5 Car Club

Enterprise CarClub gives members the use of a network of modern, low emission vehicles, without needing to own their own vehicle. The CarClub offers car rental by the hour for members to use vehicles to meet their needs e.g. running errands.

The nearest Enterprise CarClub vehicle to the development is located on Dundas Street, which bounds to the north east of the development. There are additional vehicles located across York city centre. More information is available at http://www.enterprisecarclub.co.uk/

2.6 Electric Vehicle Charging Points

There are 8 electric vehicle charging points on site, these are located within the MSCP attached to Block F. Any resident who purchases a car parking space can use these charge points.

York Council provides a range of fast and rapid charge points which are accessed via https://www.chargeyourcar.org.uk/. Both Fast and Rapid charging costs 15 p/kWh and parking is free whilst charging within stated maximum parking times.

2.7 Local Highway Network

The key roads in the vicinity of the site comprise the following:

• Hungate runs to the south of the site and connects The Stonebow to Palmer Lane. The road is single carriageway in character with a road width of 5.5m and double yellow waiting restrictions adjacent to both sides of the road.

• Dundas Street runs to the north of the site and connects The Stonebow to Palmer Street and Palmer Lane. The road is single carriageway with a width of 5.5m and double yellow waiting restrictions adjacent to both sides of the road.

• The Stonebow runs to the west of the site and connects , and Pavement to Peasholme Green, providing a key route into the city centre from the east. The road is single carriageway with footways and intermittent single and double yellow waiting restrictions adjacent to both sides of the road. Where single lines are present, parking is prohibited from 8am to 6pm. At the western end of The Stonebow a bus interchange is present with six stops available. A bus gate is also present that limits access to the city centre to all vehicles except buses and taxis between the hours of 8am and 6pm from Monday to Saturday.

• Garden Place is located to the south-west of the site and connects The Stonebow to Carmelite Street and Wesley Place, with footways and double-yellow markings adjacent to both sides of the road. Garden Place forms a mini-roundabout junction with The Stonebow, 50m west of The Stonebow / Hungate junction.

• Peasholme Green is located to the north of the site and connects The Stonebow and St Saviour’s Place to the A1036 York Inner City Ring Road. The road is single carriageway in character which extends to three lanes for north-east bound traffic towards the A1036 / Peasholme Green signalised junction. At the junction, the dedicated turning lanes provide access for left turns towards the A19 and A59, right turns towards the A1079, A19 and A64, and straight-ahead movements onto Layerthorpe.

• The A1036 York Inner City Ring Road is accessible to the north-east of the site and provides a circular route around the city centre, with connections available to several major roads including the A1079, A19 and A59. Beyond the ring road, the A1036 connects to the A64 at Askham to the south-west, and the A1237 to the north- east.

2.8 Summary

The site is extremely well located, close to York city centre as well as high quality public transport facilities, and established walking and cycling networks. It is clear that a wide range of journeys can be readily undertaken by sustainable transport modes, both within the city centre and beyond.

3 Development Proposals for Block H

Block H benefits from outline planning permission for residential development as part of the hybrid planning permission5 for Blocks D, F, G and H. This chapter describes the proposed development (Block H) and how it will be accessed by all modes of transport, detailing the proposed changes from the approved permission.

3.1 Proposed Land Use

The development proposals for Block H of the wider Hungate site comprise 226 residential units and commercial use on vacant land adjacent to The Stonebow, Hungate, Dundas Street and St John’s Square. The proposals represent an increase of 57 units compared to the existing outline planning consent for Block H.

The residential element of the development comprises:

• 5 studio properties.

• 147 1-bed properties.

• 70 2-bed properties.

• 4 3-bed properties.

It is proposed that the commercial development will be split into two units, located on the site boundary adjacent to The Stonebow, and at the southern corner of the site adjacent to Hungate and St John’s Square.

The planning application is to be made in full, with the proposed layout demonstrated on the drawings provided at Appendix A.

3.2 Walking and Cycling

It is proposed that the commercial units and a number of residential units will be directly accessible to pedestrians via footways on The Stonebow, Hungate, Dundas Street and St John’s Square.

For the remaining residential units, a landscaped courtyard will be present in the centre of the internal site layout, providing a series of footways and ramps to connect to several access points including four ‘core’ entrances in each corner of the site where stairs and lifts will be available to all floors. It is proposed that the courtyard will be accessed from

both the north and south, via a main entrance on Hungate and a secondary entrance on Dundas Street respectively.

Storage for 226 cycles will be provided within secure stores. 30% of provision will be accommodated by Sheffield-type stands, with the remainder by two-tier racking. The cycle stores will all be accessed from Dundas Street via a ramp to the internal courtyard. A cycle wash area within the courtyard, in addition to a cycle maintenance stand to be used by residents to repair their bikes free of charge, will be provided.

To encourage and enable active travel, the first occupant of each dwelling is offered a Bicycle Contribution or Travel Pass (see Chapter 3.3 below). The Bicycle Contribution entitles the occupant be reimbursed up to £400 towards a bicycle and /or bicycle accessories. This is funded through the S106 agreement.

3.3 Public Transport

Bus stops are currently located adjacent to the site within 180m walking distance and will provide convenient local public transport connections from the site. York city centre and a range of facilities useful for residents will therefore be readily accessible by bus.

To encourage sustainable travel, the first occupant of each dwelling is offered a Travel Pass or Bicycle Contribution (see Chapter 3.2 above). The Travel Pass entitles the occupant free travel within the City of York (valid for 6 months). This is funded through the S106 agreement.

3.4 Vehicular Access and Parking

It is proposed that 48 parking spaces will be allocated to residents of Block H, equating to 21% provision. The allocation will utilise the spare parking capacity that remains within the earlier phases of the Hungate development, rather than providing new parking spaces within the site itself. Car parking provision for Block H is set out in further detail in the Transport Statement.

There are 8 electric vehicle charging points located within the multi-storey car park (MSCP) attached to Block F, allowing residents who purchase a car parking space to use these charge points.

On Dundas Street, the following is proposed along the Block H frontage:

• A layby for use by servicing vehicles. This accords with the servicing strategy for the wider development as approved (which allows for servicing for Block H to be accommodated on Dundas Street, with direct vehicular access into the site not required). Accesses to refuse stores for the residential and commercial elements are located on Dundas Street.

• A layby for use by a car club vehicle. This accommodates the existing parking space used by Enterprise CarClub on Dundas Street. The scheme allows members the use of a network of modern, low emission vehicles, without needing to own their own vehicle. The Enterprise CarClub can be hired by the hour, day or longer. There are additional vehicles located across York city centre.

To encourage use of the CarClub, new residents are offered 6 months free membership to the scheme. This is funded by the Developer through the S106 Agreement.

4 Travel Plan Management

This Chapter sets out actions required to ensure the Updated Travel Plan is managed appropriately, these actions are based on the mechanisms set out in the approved 2015 Travel Plan. The actions are summarised in Chapter 6.

4.1 Lifespan of the Travel Plan

The Travel Plan produced as part of the approved outline planning application for the wider Hungate development is currently being implemented.

This document updates the 2015 Travel Plan, taking into account the proposed scheme for Block H. This document also details of the proposed monitoring framework for the development (including timeframe and methodology).

It is envisaged that site-wide monitoring and reporting will continue as a formal process for 5 years (with surveys in Year 1, 3 and 5) after first occupation of Block H.

4.2 Travel Plan Objectives

This Travel Plan will adopt the objectives of the approved Travel Plan:

• Reduce travel by the private car, particularly single occupancy car journeys.

• Encourage a reduction in car dependency.

• Encourage multi-occupancy car usage.

• Increase awareness of the environmental and health implications of different travel choices.

• Encourage sustainable travel choices among users of the site.

• Maximise accessibility for walking, cycling and public transport as sustainable transport modes.

• Maximise transport choice through innovative measures.

These objectives will be achieved by through communicating the Travel Plan and by providing the measures to help make sustainable travel practical and attractive.

4.3 Responsibility for Delivering the Travel Plan

The day to day management and delivery of the Travel Plan on site will be the responsibility of the Developer, Hungate (York) Regeneration Limited. The Developer will have the following responsibilities, based on the approved 2015 Travel Plan:

• Implementation of the Travel Plan.

• Undertaking monitoring consistent with the agreed framework and ensure that the results are communicated to CoYC.

• Identifying appropriate measures that are required in response to monitoring of the targets.

• Communicating the Travel Plan to residents on site.

• Periodically reviewing the Travel Plan.

Any changes in contact details will be passed to CoYC within two weeks of the change.

4.4 Funding

This Travel Plan will be funded by Hungate (York) Regeneration Limited, which covers the implementation of the Travel Plan, all the measures identified, as well as the cost of monitoring and reporting.

4.5 Liaison with City of York Council (CoYC)

The content of this Travel Plan will be agreed with the CoYC as part of the planning application. The Developer will liaise with CoYC as necessary to discuss the findings of monitoring and reporting, and to agree future targets/measures.

4.6 Targets

This Travel Plan will adopt the targets set out in the 2015 Travel Plan. These targets were identified on the basis of data extracted from the 2011 Census for the usual resident population in the vicinity of the development and are detailed in Table 2 below.

The initial targets will be reviewed following completion of the first monitoring surveys, with alternative targets confirmed in liaison with CoYC as appropriate.

4.7 Monitoring Framework for the Development

A key action of the approved 2015 Travel Plan was a Monitoring Framework for the Travel Plan would be produced. This was to include details of the monitoring mechanisms including proposed methodology, draft surveys and timescales.

It was proposed and agreed that the Monitoring Framework for the development would include undertaking travel surveys of residents at the site every few years (as agreed with CoYC). Therefore, the Monitoring Framework for the development is detailed in the below sections.

4.7.1 Monitoring

To monitor the Travel Plan against its targets, surveys will be undertaken in Year 1, Years 3 and Years 5 following first occupation of Block H. All existing and future residents will be invited to participate.

On the first anniversary of Block H being occupied, all residents will be invited to participate in a site-wide travel survey. Residents will be emailed a link to an online survey to discover how they are travelling. Alternatively, where email addresses are not provided, residents will be invited to participate in the online survey via post.

A response rate of 30% will be targeted, with active promotion of the survey and a possible prize draw to encourage participation.

Resident Travel Surveys will determine:

• What activity creates the greatest travel distance and how often they travel

• How residents usually travel to this place

• Alternative modes of transport they would like to use and the reason(s) they don’t travel this way

• Information on school-aged children if applicable (how they travel to school)

• Details on car ownership (where they park, fuel type)

• Any travel concerns that could be addressed

Use of car and cycle parking will be monitored informally on an ongoing basis by the Travel Plan Coordinator to determine if provision is adequate.

The first survey period will be one year after occupation of Block H. This will then be repeated at the end of Year 3 and Year 5.

4.7.2 Reporting

Within one month of the completion of the survey, a short Monitoring Report will be prepared which will contain the following information:

• Survey methodology and results

• Qualitative feedback

• Performance against targets

• Proposals for future measures (If the target is not met in a particular year the TPC will work with CoYC to implement future measures)

This will be submitted to CoYC for discussion and agreement.

5 Summary of Actions and Measures

The 2015 Travel Plan was submitted and approved by CoYC following the approval of planning permission6 in April 2017 the wider Hungate Urban Development.

Table 3 and Table 4 provide an overview of the status of the actions and measures included within the 2015 Travel Plan. These actions and measures, unless specified, will continue to be implemented for the lifespan of the Travel Plan, which is 5 years following first occupation of Block H.
