Gifts to Federal Employees Fr This document is scheduled to be published in the Federal Register on 11/12/2014 and available online at http://federalregister.gov/a/2014-26782, and on FDsys.gov [Billing Code: 4710-20] DEPARTMENT OF STATE [Public Notice: 8944] Office of the Chief of Protocol; Gifts to Federal Employees from Foreign Government Sources Reported to Employing Agencies in Calendar Year 2013 The Department of State submits the following comprehensive listing of the statements which, as required by law, Federal employees filed with their employing agencies during calendar year 2013 concerning gifts received from foreign government sources. The compilation includes reports of both tangible gifts and gifts of travel or travel expenses of more than minimal value, as defined by statute. Also, included are gifts received in previous years including one gift in 2003, one gift in 2007, one gift in 2008, nine gifts in 2009, eight gifts in 2010, nineteen gifts in 2011, twenty gifts in 2012, and eight gifts with unknown dates. These latter gifts are being reported in 2013 as the Office of the Chief of Protocol, Department of State, did not receive the relevant information to include them in earlier reports. Publication of this listing in the Federal Register is required by Section 7342(f) of Title 5, United States Code, as added by Section 515(a)(1) of the Foreign Relations Authorization Act, Fiscal Year 1978 (Pub. Before this study, very little Finnish or international research exists on the human terrain of a conflict. The purpose of this study is to explore the human dimension of the tactical land operating environment (battlespace) in stabilization operations and thereby interpret the tactical reality of deployed ground troops. This study gives a new perspective and significant information understanding of the actors and situation in operating environment which usually is more than compli- cated.     MACHINE LEARNING (ML) FOR TRACKING THE GEO-TEMPORALITY OF A TREND: DOCUMENTING THE FREQUENCY OF THE BASEBALL-TRUCKER HAT ON SOCIAL MEDIA AND THE RUNWAY A Thesis Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Master of Arts by Rachel Rose Getman May 2019 © 2019 Rachel Rose Getman ABSTRACT This study applied fine-grained Machine Learning (ML) to document the frequency of baseball-trucker hats on social media with images populated from the Matzen et al. (2017) StreetStyle-27k Instagram dataset (2013-2016) and as produced in runway shows for the luxury market with images populated from the Vogue Runway database (2000-2018). The results show a low frequency of baseball-trucker hats on social media from 2013-2016 with little annual fluctuation. The Vogue Runway plots showed that baseball-hats appeared on the runway before 2008 with a slow but steady annual increase from 2008 through 2018 with a spike in 2016 to 2017. The trend is discussed within the context of social, cultural, and economic factors. Although ML requires refinement, its use as a tool to document and analyze increasingly complex trends is promising for scholars. The study shows one implementation of high-level concept recognition to map the geo-temporality of a fashion trend. BIOGRAPHICAL SKETCH Rachel R.
