Finally, I dedicate this thesis to my late parents, who would undoubtedly have been proud that I had the opportunity to pursue postgraduate study abroad. vi Abstract This thesis investigates the attitudes of two of Indonesia’s main Islamic parties, National Awakening Party (PKB) and the Prosperous Justice Party (PKS), towards gender and women’s issues. There has been an assumption that PKB is more liberal than PKS due to the progressive religious backgrounds of many of its parliamentarians and leaders. While PKB has strong roots in the reform-minded Cultural Islam movement, which tended to support gender equality, PKS has its origins in the Tarbiyah movement, which was heavily influenced by the thinking of Egypt’s Muslim Brotherhoodand was socially conservative and Islamist. This study examines whether the contrasting backgrounds of these parties produces markedly different policies and actions on gender and women’s issues. It analyses the two parties’ attitudes during deliberations in parliament on two controversial items of draft legislation: the Anti- Domestic Violence and the Anti-Pornography bill. This thesis argues that despite their differing doctrinal and intellectual origins, PKB and PKS had similar views on these bills. I contend that the interaction with non-Islamists and activists from women’s NGOs enabled PKS to moderate its attitude on gender and women’s issues. PKB supported the Anti-Pornography bill though in some ways, the party failed to serve as a champion of gender equality in parliament, belying its reputation for pro-women’s activism. vii Glossary and Abbreviations Affirmative Action Policies that that take into

Data diperoleh melalui data primer dan data sekunder. Adapun teknik pengumpulan data yaitu melalui observasi, wawancara mendalam, studi pustaka dan dokumentasi. Teknis analisis data dalam penelitian ini yaitu dengan cara mengaitkan hasil temuan di lapangan dengan teori atau konsep yang sudah ada. Setelah itu, melakukan pengelompokkan data dari hasil penelitian dan dilanjutkan dengan menyusul hasil penelitian. Konsep yang digunakan dalam penelitian ini yaitu konsep kekuasaan simbolik dan ethnic and power relation.

Abstract Background For almost 40 years fertility in Indonesia has declined steadily. The total fertility rate (TFR) declined from 5.6 children per woman in 1967-1970 to 2.6 children per woman in 2007. Much of the decline is due to an increase in the contraceptive prevalence rate (CPR) from 18% in 1976 to 61% in 2007. This reflects the success of the national family planning program in Indonesia implemented by the National Family Planning Coordinating Board (BKKBN). However, the policy of decentralization has brought fundamental changes to family planning program management since it was officially implemented in 2004. With decentralization, the BKKBN no longer has authority over regional governments because they have their own authority and right to make policies autonomously and to organize their budgets independently. The BKKBN cannot simply order local governments to increase their family planning’s budgets. Furthermore, the decentralized government structure provides challenges for BKKBN in promoting family planning programs where they have stagnated. Commitment and support by regional governments for the family planning program varies depending on their perceptions of the importance of the program for their district. In 1997 (before decentralization), the contraceptive prevalence rate (CPR) was 57.4 percent and in 2007 (after decentralization) it was 61.4 percent.

Kekalahan yang dibiarkan begitu saja berarti mengabaikan suara pendukung yang jumlahnya 60-an juta. Prabowo-Hatta telah menunjukkan sikap tegas dengan menarik diri dari proses rekapitulasi suara yang cacat hukum. Rekomendasi untuk diadakannya Pemilu ulang di ribuan TPS tak digubris KPU. Maka pada 25 Juli 2014, Prabowo-Hatta membawa masalah kecurangan ke Mahkamah Konstitusi (MK). Ribuan pendukung mengantar sidang pembukaan MK pada 6 Agustus 2014. FOTO ANISM Beberapa alur dugaan kesalahan KPU antara lain: (1) penambahan DPT sekitar 6 juta dalam waktu dua bulan dari A T Pemilu legislatif; (2) penetapan DPKTb (Daftar Pemilih Khusus A Tambahan), tak sesuai UU; (3) perhitungan suara dipaksakan .NET dari 30 hari menjadi 14 hari dengan mengabaikan keberatan dan protes dari peserta Pilpres; (4) dugaan masifnya pemilih siluman dan pemilih ganda, mencoblos lebih dari satu kali; (5) pembukaan PRABOWO SUBIANTO kotak suara tanpa izin yang berarti merusak barang bukti; (6) tak dilaksanakannya Pilpres di sejumlah daerah, tapi ada hasilnya seperti kasus Papua; (7) pencetakan form C1 yang kurang transparan, dan banyaknya beredar C1 palsu; (8) pencetakan kertas melebihi ketentuan UU.

CASE STUDY Obstacles to Women’s Political Participation in Indonesia Khofifah Indar Parawansa The history of the representation of women in the Indonesian parliament is a long process in terms of the struggle of women in the public sphere. The first Indonesian Women’s Congress in 1928, which prompted the emergence and increased women’s nationalist spirit, is a turning point in history because of the Congress’ role in improving opportunities for Indonesian women to participate in developing, including in political development. In the first general election in 1955, 6.5 percent of those elected to the parliament were women. Following this election, women’s representation has ebbed and flowed, peaking at 13.0 percent in 1987. In 2002, women constituted 8.8 percent of elected representatives. The under-representation of women in parliament is due to a range of obstacles limiting their progress. Thus a range of strategies must be studied simultaneously to overcome these obstacles, so that the goal of increased representation of women in parliament becomes a reality. This case study presents the levels of women’s political representation in Indonesia, and examines some of these obstacles. It also presents various strategies that may be considered to overcome the problem of under-representation.
