Ningependa kuwakumbusha tangazo ambalo lilitolewa jana, kama ilivyo ada, leo ni siku ya Alhamisi ambapo Kanuni zinatutaka Mheshimiwa Waziri Mkuu akiwepo tuwe na Maswali kwa Mheshimiwa Waziri Mkuu, lakini tulitaarifiwa na naomba niwakumbushe wale ambao hamkupata taarifa kwamba Mheshimiwa Waziri Mkuu yuko safarini nchini Uingereza. Kwa hiyo, hatuwezi kuwa naye kwa kipindi hiki tulichokizoea cha asubuhi. MAIDA HAMAD ABDALLAH) aliuliza:- Baadhi ya miradi ya maji inayosimamiwa na Halmashauri imekuwa ikisuasua kutokana na uchache wa fedha pamoja na kuingia mikataba na wakandarasi wasiokuwa na uwezo wa kutosha na kusababisha miradi hiyo kutokamilika kwa wakati:- Je, Serikali imejipanga vipi kumaliza tatizo la maji kwa wananchi wa vijijini? NAIBU WAZIRI, OFISI YA RAIS (TAWALA ZA MIKOA NA SERIKALI ZA MITAA) alijibu:- Mheshimiwa Spika, kwa niaba ya Waziri wa Nchi, Ofisi ya Rais, TAMISEMI, naomba kujibu swali la Mheshimiwa Maida Hamad Abdallah, Mbunge Viti Maalum, kama ifuatavyo:- Mheshimiwa Spika, katika Programu ya Awamu ya Kwanza ya Programu ya Maendeleo ya Sekta ya Maji, Serikali ilipanga kutekeleza miradi ya maji 1,870 katika Halmashauri mbalimbali nchini. Miradi iliyotekelezwa na kukamilika ni 1,110 katika Mamlaka za Serikali za Mitaa. Katika bajeti ya mwaka wa fedha 2015/2016, Halmashauri zilitengewa shilingi bilioni 129.3 kwa ajili ya utekelezaji 2 NAKALA YA MTANDAO (ONLINE DOCUMENT) wa miradi ya maji. Hadi sasa fedha zilizopelekwa kwenye Halmashauri ni shilingi bilioni 97.6 sawa na asilimia 75.5 ya fedha zilizotengwa. Mheshimiwa Spika, changamoto ya upelekaji wa fedha za miradi ya maji katika Halmashauri, imechangiwa kwanza na kutofikiwa kwa malengo ya makusanyo ya mapato kwa mwaka na pili baadhi ya wahisani kuchelewa kutoa fedha walizoahidi. Katika bajeti ya mwaka 2016/2017, Serikali imetenga shilingi bilioni 290 ambazo zitatumika kulipa madeni ya wakandarasi na kukamilisha miradi viporo. Mheshimiwa Spika, mkakati wa Serikali hivi sasa ni kuimarisha makusanyo ya fedha ili fedha zilizotengwa ziende katika utekelezaji wa miradi iliyopangwa. SPIKA: Aah, hili jambo la maji kwenye Halmshauri huko ni… MBUNGE FULANI: La nyongeza. SPIKA: Tatizo kubwa kweli! Mheshimiwa Ritta Kabati! RITTA E. KABATI: Mheshimiwa Spika, nakushukuru na nashukuru kwa majibu mazuri ya Mheshimiwa Waziri, naomba kuuliza maswali madogo mawili. Kwa kuwa Wilaya ya Kilolo imezungukwa na mito ya Ruaha, Mto Rukosi; ni kwa nini Serikali isivute maji kutoka katika mito hiyo kuliko kuchimba visima ambavyo vimekuwa vikichimbwa, lakini havitoi maji? Mheshimiwa Spika, swali la pili, kwa kuwa visima… SPIKA: Hilo, swali la kwanza ulilouliza ni kwa niaba ya kaka au? (Kicheko) Mheshimiwa endelea! MHE. RITTA E. KABATI: Swali la pili, kwa kuwa visima virefu huwa havina uhakika sana wa kutoa maji na mara nyingi vimekuwa vikiharibika! Ni kwa nini Serikali isielekeze nguvu kwenye kuchimba mabwawa badala ya kutumia fedha nyingi sana katika kuchimba hivi visima ambavyo mara nyingi vimekuwa havina uhakika? SPIKA: Majibu ya maswali hayo, Mheshimiwa Naibu Waziri wa TAMISEMI, Mheshimiwa Saidi Jafo. NAIBU WAZIRI, OFISI YA RAIS (TAWALA ZA MIKOA NA SERIKAL ZA MITAA): Mheshimiwa Spika, swali la kwanza lilikuwa ni kwa nini sasa tusitumie fursa za mito ambayo inapita katika Jimbo la Kilolo badala ya kwenda kuchimba visima 3 NAKALA YA MTANDAO (ONLINE DOCUMENT) virefu. Katika utekelezaji wa miradi ya maji, kwanza wataalam wanaangalia au wanafanya analysis, ni chanzo gani cha maji ambacho kitaweza kusaidia, lakini utafiti huo vilevile unaendana na bajeti. Mheshimiwa Spika, kuna maeneo mbalimbali ambayo yamebainika kwamba kumeenda kuchimbwa visima virefu, lakini sehemu zingine kuna fursa za maji. Hili naomba nikiri hapa wazi kwamba, watu wengi mbalimbali hasa wa kutoka maeneo mbalimbali ambayo kuna mito mirefu au maziwa, kama watu wa Kanda ya Ziwa wanasema kwa nini tuchimbiwe visima badala ya kutumia vyanzo vilivyopo. Naamini katika Programu ya Maji ya Awamu ya Pili ambayo sasa inaanza, Watalaam wetu, wataangalia katika sehemu ambayo kuna fursa ya vyanzo vikubwa vya maji hasa mito viweze kutumika vizuri kutokana na bajeti iliyopo. Mheshimiwa Spika, kwa hiyo, naomba nimthibitishie Mbunge kwamba katika Awamu ya Pili ya Mradi wa Maji, watalaam wetu wataenda mbali zaidi kuangalia fursa. Ndiyo maana tulisema pale awali kwamba maeneo yote yanayozungukwa na vyanzo vikubwa vya maji, basi watalaam itabidi wajielekeze huko kuona jinsi gani ya kufanya ilimradi kupata maji ya uhakika na kuhakikisha fedha inatumika vizuri. Mheshimiwa Spika, swali la pili, ni kwa nini sasa kuchimba visima virefu badala ya kuchimba mabwawa. Mara nyingi sana watalaam wanazungumza kwamba maji ya kisima kirefu, kitaaluma au kitalaam, ukiyatoa yanakuwa maji safi na bora, kwa sababu yanakuwa hayana contamination, lakini maji ya bwawa maana yake yanataka ufanye treatment. Mheshimiwa Spika, hata hivyo, imeonekana wazi, sehemu zingine visima virefu kweli vimechimbwa, lakini hatukupata maji. Kwa sababu uhitaji wa maji ni mkubwa na sehemu zingine water table inasumbua sana, naamini sasa, ndiyo maana katika mkutano wetu wa pili tuliofanya tathmini pale Dar es Salaam, tulielekeza kila Halmashauri, ikiwezekana kila mwaka twende katika uelekeo wa mabwawa kwa sababu maeneo mengi mbalimbali tuliyochimba visima virefu ni kweli wakati mwingine tulikosa maji na wakati mwingine miradi hii inaharibika. Vitu hivi vyote vitakwenda sambamba kwa pamoja kuangalia engineering specifications ya maji inasemaje kwa ajili ya kuelekeza wananchi wapate maji bora na salama. Naomba niulize swali la nyongeza. 4 NAKALA YA MTANDAO (ONLINE DOCUMENT) Mheshimiwa Naibu Waziri, Korogwe ilikuwa na mradi wa World Bank ambapo ilikamilisha miradi yake Kwa Msisi, Ngombezi na Kwa Mndolwa na ikabakiza mradi wa Rwengela Relini, Rwengela Darajani na Msambiazi. Je, Serikali ina mpango gani wa kukamilisha miradi hiyo ambayo imebakia? (Makofi) SPIKA: Majibu ya swali hilo la Mheshimiwa Chatanda, Mbunge wa Korogwe Mjini. NAIBU WAZIRI, OFISI YA RAIS (TAWALA ZA MIKOA NA SERIKALI ZA MITAA): Mheshimiwa Spika, ni kweli Korogwe kuna mradi wa maji, lakini naomba nitoe maelezo kwamba si Korogwe peke yake isipokuwa kuna miradi ya maji mingi sana hivi sasa, hata Wabunge wengi wanaweza wakasimama. Miradi hii ni kwamba mingi ambayo wakandarasi walikuwa site, lakini baadaye wakafanya mpaka waka-demobilize vifaa kutokana na kushindwa kulipwa fedha. Nadhani hata mradi wa Korogwe ndiyo tulipata changamoto hiyo, lakini siyo mradi wa Korogwe peke yake isipokuwa ni miradi mingi. Mheshimiwa Spika, ndiyo maana, tulipoanza katika Serikali ya Awamu ya Tano jukumu lake kubwa, lilikuwa ni kuangalia jinsi gani itakusanya fedha za kutosha. Wakati tunaingia tulikuwa na outstanding payment ambapo deni tunalodaiwa lilikuwa karibu bilioni 28, lakini kutoka na makusanyo mazuri yaliyofanywa hivi sasa deni lile lote limeshalipwa. (Makofi) Mheshimiwa Spika, naamini sasa hivi ukiangalia hata Waziri wa Fedha hapa atakapokuja katika bajeti yake ataeleza kwamba hivi sasa tuna uwezo hata certificate zikija watu wakaweza kulipwa. Kwa hiyo, mradi wa Korogwe sawasawa na miradi mingine ambayo imesimama. Naamini Halmashauri zingine hivi sasa watasema bado hawajapokea fedha, lakini mchakato huu sasa nawasisitiza Wakurugenzi wote na ma-engineer wote wa Wilaya, wale wakandarasi ambao certificate zao hazijapelekwa, haraka zipelekwe Wizara ya Maji ilimradi kuhakikisha kwamba, wakandarasi wanarudi site kazi ziweze kufanyika. Hii ni kutokana na umakini uliyofanyika katika ukusanyaji wa kodi. Hapa naomba niwasistize ndugu zangu Wabunge, wote tushikamane na Serikali yetu ili kodi ziweze kulipwa, miradi iweze kutekelezeka. There were the German colonial media established to serve communication interests (and needs) of the German administration. By the same time, missionaries tried to fulfil their tasks by editing a number of papers. There were the media of the British administration established as propaganda tool to support the colonial regime, and later the nationalists’ media established to agitate for self-governance and respect for human rights. There was the post colonial phase where the then socialist regime of independent Tanzania sought to „Tanzanianize“ the media - the aim being to curb opposition and foster development of socialistic principles. There was the transition phase where both economic and political changes world-wide had necessitated change in the operation of the media industry. This is the phase when a private and independent press was established in Tanzania. Martin Sturmer goes through all these phases and comprehensively brings together what we have not had in Tanzania before: A researched work of the whole media history in Tanzania. Understanding media history in any society is - in itself - understanding a society’s political, economic and social history. It is due to this fact then, that we in Tanzania - particularly in the media industry - find it plausible to have such a work at this material time.     Language and Social Cohesion in the Developing World the Developing Language in and Social Cohesion The Ninth International Language and Development Conference was held in Colombo, Sri Lanka, in 2011, with the theme Language Language and Social Cohesion and Social Cohesion. It was jointly funded by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit, formerly GTZ, in the Developing World the German development organisation of the German Federal Ministry for Economic Development) and the British Council. It was hosted and co-organised by the Ministry of National Languages and Social Integration and the Ministry of Education. Language and Social Cohesion in the Developing World brings together fifteen of the most important papers presented at the conference. The book is organised in four parts: • Social Cohesion, Language and Human Rights • Languages as Connectors or Dividers • Education and Social Cohesion in Multilingual Contexts • Languages, Education and Social Cohesion in Sri Lanka. The nineteen authors discuss the role of language in weakening and strengthening social cohesion in many parts of the world, including India, Nepal, Pakistan, Philippines, Rwanda, Tanzania and Timor-Leste. Six chapters deal with the specific case of the host country, Sri Lanka. An introductory chapter relates the discussions which appear here to previous work on social cohesion and identifies eleven important lessons which can be drawn from these studies. This volume makes a significant contribution to the burgeoning field of Language and Development.

  • The Media History of Tanzania
    I Preface The media industry in Tanzania has gone through four major phases. There were the German colonial media established to serve communication interests (and needs) of the German administration. By the same time, missionaries tried to fulfil their tasks by editing a number of papers. There were the media of the British administration established as propaganda tool to support the colonial regime, and later the nationalists’ media established to agitate for self-governance and respect for human rights. There was the post colonial phase where the then socialist regime of independent Tanzania sought to „Tanzanianize“ the media - the aim being to curb opposition and foster development of socialistic principles. There was the transition phase where both economic and political changes world-wide had necessitated change in the operation of the media industry. This is the phase when a private and independent press was established in Tanzania. Martin Sturmer goes through all these phases and comprehensively brings together what we have not had in Tanzania before: A researched work of the whole media history in Tanzania. Understanding media history in any society is - in itself - understanding a society’s political, economic and social history. It is due to this fact then, that we in Tanzania - particularly in the media industry - find it plausible to have such a work at this material time. This publication will be very helpful especially to students of journalism, media organs, university scholars, various researchers and even the general public. Although various studies had been carried out by Tanzanian scholars about media history, they were not as vast in scope, rich in content and analytic in nature as this one.
