REQUESTS FOR ITEMS TO BE INCLUDED IN UPCOMING COMMITTEE MEETING AGENDAS 4.1. Request from Ms Sander (EPP, FR) for an exchange of views on the Delegated Act concerning rules for establishments keeping terrestrial animals and hatcheries, and the traceability of certain kept terrestrial animals and hatching eggs Decision: Invite a Commission representative (DG SANTE) to an upcoming meeting of ComAGRI to present the above-mentioned delegated act. Request the prolongation of the European Parliament deadline for objection. 4.2. Request from Ms Sander (EPP, FR) to organise an exchange of views on the situation in the sugar market Decision: Invite a Commission representative (DG AGRI) to an upcoming meeting of ComAGRI to give a state of play on the situation in the sugar market and to PE641.117v01-00 4/14 PV\1188323EN.docx EN present the report of the High Level Group on Sugar 4.3. Request from the FAO to organise a joint AGRI-DEVE-ENVI exchange of views to celebrate World Food Day Decision: The Secretariat is instructed to liaise with the DEVE and ENVI committees with a view to organising a possible joint AGRI-DEVE-ENVI exchange of views with the FAO to mark the celebration of “World Food Day 2019”. 4.4. Exchange of views on the pesticide chlorpyrifos following a recent EFSA statement Decision: Invite a Commission representative (DG SANTE) to an upcoming meeting of ComAGRI to give a state of play on the situation concerning the pesticide chlorpyrifos. 4.5. Request from Ms Sander (EPP, FR) to invite a Commission representative (DG SANTE) to provide an update on the sanitary situation in Brazil Decision: Invite a Commission representative (DG SANTE) to an upcoming meeting of ComAGRI to give a state of play on the sanitary situation in Brazil 4.6. Request from Ms McGuinness (EPP, IE) to organise an exchange of views with DG COMP and DG AGRI on the long-term prospects for the European beef sector, in light of falling beef prices for producers, climate change, weakening consumer demand for beef and the impact of EU trade agreements. Decision: Invite Commission representatives (DG AGRI, DG COMP and DG TRADE) to an upcoming meeting of ComAGRI to discuss the long-term prospects for the European beef sector. 5. ACTIVITIES WITH NATIONAL PARLIAMENTS - 1st SEMESTER 2020 Decision: Organise, at the beginning of next year, an inter-parliamentary meeting with members of national parliament committees. Political Groups are invited to submit proposals on the theme of the inter- parliamentary committee meeting. 6. HEARING OF COMMISSIONER-DESIGNATE (AGRICULTURE) 6.1. Consideration and approval of written questions to Commissioner-designate for agriculture Decision: Political Groups are invited to submit proposals on the five specific questions by the deadline of 11 September at 17h00 to be submitted to the future Commissioner-designate for agriculture. 7. AGRI MISSION TO FRANCE (28-30 OCTOBER 2019) - STATE OF PLAY Decision: Political Groups are invited to submit proposals to the mission programme. PV\1188323EN.docx 5/14 PE641.117v01-00 EN 8. THE ISSUE OF PATENTABILITY OF PLANTS IN VIEW OF A DECISION OF THE ENLARGED BOARD OF APPEAL OF THE EUROPEAN PATENT OFFICE (CASE G3/19) Decision: AGRI will prepare and table an OQ on the issue of patentability of plants. Political Groups will prepared and table a resolution. 9. HEARING ON THE CAP REFORM Decision: A hearing on the CAP Reform will be organised in the second half of 2019. 10. Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones.     Volodymyr Zelensky President Ukraine CC: Federica Mogherini High Representative of the Union Brussels, 04 september 2019 Dear President, It has come to our attention that the Russian Federation has requested that Mr Vladimir Borisovich Tsemakh be handed over as part of a prisoner exchange negotiated between the Russian Federation and Ukraine. Mr Tsemakh is a former commander of pro-Russian air defence forces in the non-government controlled territory of the so-called "Donetsk People's Republic" and is a key suspect in the tragedy of passenger flight MH17, shot down in eastern Ukraine on 17 July 2014 by a Russian BUK missile. All 298 people on board, including 196 Dutch, were killed. While we understand the context within which such negotiations are taking place and the diplomatic efforts by the Ukrainian authorities to this end, Mr Tsemakh is a suspect in the criminal investigation related to the downing of flight MH17 and his availability and testimony before the Joint Investigation Team is thus of the utmost importance for an effective prosecution by the countries involved. Mr Tsemakh is a Ukrainian citizen and is under Ukrainian custody. UNSC resolution 2166 demands that those directly or indirectly responsible for the downing of MH17 must be held accountable and must be brought to justice. The European Parliament and the European Council have reiterated on numerous occasions their full support to the work of the Joint Investigation Team and the ongoing efforts. All States that are in a position to assist with the investigation and prosecution of those responsible must fully cooperate with the ongoing criminal investigation.

This particular project is implemented by the Lithuanian Police Forensic Science Centre and the Central Office of the State Forensic Examination Committee of the Republic of Belarus. It came to our attention that under this project the Belarusian authorities have recently acquired 15 surveillance drones. We deplore such an act, as we see it as directly benefiting the Belarusian power structures and possibly enabling them for further repressions and brutalities against peaceful protesters. These drones could be used to monitor and control the civilian population and strengthen the regime’s surveillance abilities. The scope of the project includes Grodno and Minsk counties, encompassing a third of the Belarusian population. Moreover, despite its (initial) intentions to fight crime and natural disasters, these drones could pose a direct threat to the Belarusian people, who are exercising their universal right by protesting against an illegal government. In its resolution on the situation in Belarus of 17 September 2020, the European Parliament voiced a clear position of non-recognition of Aliaksandr Lukashenka as President of Belarus, which, we believe, is shared by your respective countries.

These values have made Europe objectively one of the best places for its citizens to live and to thrive. Membership of the EU has served to inspire Member States to foster these values to the fullest. In the process, the European community has evolved into a political entity with democratic institutions to safeguard and promote the values we cherish, namely through our directly elected European Parliament, which in tum elects the European Commission. Furthermore, democratically elected governments back the members of your Council. There still are however, flaws in the democratic fabric of our ever-evolving Union. Today we urge you and your Council to address one of these flaws. A European Union that values equality between the citizens that make up our society should have institutions that reflects those values. Currently the Act concerning the election of the members of the European Parliament by direct universal suffrage is limiting citizens' representation in the European Parliament, where their Members exercise their right to maternity, paternity or parental leave during the latter stages of pregnancy or following the birth of a child. Not only are such limitations creating a democratic deficit for some European citizens but they further undermine the core European tenet of gender equality, with the majority of Members affected being pregnant and post-natal women.

    Breath of Fresh Air: how can the new Air Quality Package deliver cleaner air for EU cities and regions 19 November 2014, 14.00 – 17.00, followed by a cocktail reception European Parliament, JAN 2Q2, Brussels Event briefing About the event: This event is organised by the AIR Group and hosted by Julie Girling MEP, who is Parliament’s Rapporteur on the National Emission Ceilings Directive (NECD). The agenda is attached for more detail. In December 2013 the Commission adopted its Clean Air Policy Package consisting of A new Clean Air Programme for Europe with new air quality objectives for the period up to 2030, a revised National Emission Ceilings Directive with stricter national emission ceilings for the six main pollutants, and a proposal for a new Directive to reduce pollution from medium-sized combustion installations (MCPD). The aim of the event is to contribute to the current deliberations in the European Parliament and the Council, and explore how the new air quality package can support EU cities and regions in their efforts to curb air pollution. The two panels – on NECD and MCPD – will present in detail the AIR regions’ views and best practice to date, as well as having a discussion on the key issues. The event will bring together around 200 key players at European and regional level, such as regional politicians and technical experts, MEPs, Commission and Council representatives, industry associations and NGOs. The first panel on NECD is chaired by Julie Girling MEP.
