I am providing you with information about the railway sector in . The Polish railways are currently facing huge changes aimed at increasing their competi- tiveness and building a strong market position. We have at our disposal the largest source of EU funds in history for investments in this transport sector. Through the modernization of railway lines, the purchase of new rolling stock and the renovation of railway station buildings, we want the railways to be even more friendly to passengers, more modern and safer. Improving travel comfort, shortening travel times, restoring the rolling stock park and adapting it to the needs of people with disabilities are our priorities.

In this brochure you will find the basic facts about the railway infrastructure in our country. Photo. MIC The most important investments regarding the lines and railway stations have been dis- cussed. Equally important topics include i.a. the issues of passenger and as well as the development of intermodal transport.

I am convinced that as a result of the actions undertaken, Polish railways will become a means of transport, which will be even more eagerly chosen by passengers and business clients. Moreover, after many years, the railways have a real opportunity to successfully compete with road transport and thus can play a much greater role in the economic devel- opment of the country.

Railway infrastructure in Poland Due to geographical location, the railway network in Poland plays an important role in the transit of people and goods in Europe. At the same time, it is the place where the 1435 mm European standard gauge network meets the 1520 mm wide gauge network.

10 Compared to the markets in other countries in Europe, the Polish market for cargo transporta- tion is peculiar, with dozens of carriers operating there. In 2016 it was 69 companies. At regional level, railway investment funds are available through 16 regional operational programmes managed by voivodeship marshals. The allocation of EU funds to railway de- velopment tasks varies from one region to another. It is assumed that projects involving the revitalization of railway lines along with the accompanying infrastructure, as well as the mod- ernization or purchase of rolling stock will be executed with the participation of EU funds.

14 NATIONAL RAILWAY PROGRAMME UNTIL 2023

National Railway Programme until 2023 (NRP) was adopted via a resolution of the Council of Ministers from September 15, 2015 (updated in November 2016). This document estab- lishes the financial framework and the conditions for the state’s projects involving investment in railways until 2023. It covers all investments carried out using funds assigned by the minister responsible for transport. The NRP sets out the investment objectives and priorities and the level and the sources of the financing needed. PLN 66.4 billion is planned for the im- plementation of the projects. The programme covers all tasks planned to be financed from the OP IE 2014–2020, the CEF, the OP EP and the ROP, as well as from the national budget.

The value of the projects in the National Railway Programme (broken down into categories):

• 116 Cohesion Fund projects (60 from the 2007–2013 perspective): PLN 49.3 billion, • 9 projects of the Operational Program Eastern Poland: PLN 2.19 billion, • 63 projects of the Regional Operational Programs (11 from the 2007–2013 perspecti- ve): PLN 4.8 million, • 33 national projects (from the state budget and the Railway Fund): PLN 10.05 billion.

The implementor and executor of the Programme is the administrator of the national net- work of railway lines – PKP Polskie Linie Kolejowe S.A. (PKP PLK S.A.), which is the biggest beneficiary of EU funds in the railway sector. It is estimated that PKP PLK S.A. will receive EU Photo: PKP Intercity S.A. funding of EUR 9.70 billion (from the available EUR 10.2 billion). The biggest beneficiary of EU funds in the railway sector is PKP Polskie Linie Kolejowe S.A. 21 PKP PLK S.A. investments received a total of EUR 3.3 billion of support in three CEF calls.

Reinforcement of the efficiency of railway transport:

• reducing the time of train journeys on all railway lines administrated by PKP PLK S.A., • raising the capacity of lines on the sections with the highest load or capacity utilization, • elongation of sections of railway lines allowing passenger to move at speeds above 160 kph • increasing the length of lines with acceptable axial load ≥ 221 kN, WZMOCNIENIE EFEKTYWNOŚCI • increasing the capacity of the infrastructure handling the seaports in Gdańsk, , TRANSPORTU KOLEJOWEGO and Świnoujście.

Main investments of the National Railway Programme:

The investment is implemented from the OP IE 2014–2020 funds on the C-E 65 line (the Chorzów Batory – Zduńska Wola Karsznice section, which is the southern part of the C-E 65 corridor with the length of 164.312 km).

The scope of the investment: • track surface execution and subgrade reinforcement, • comprehensive replacement of the catenary network, • construction of two-level intersections – in particular within stations, • development of new rail traffic control devices, • works aimed at improving safety at rail crossings. TIME LIMIT FOR COMPLETION: 2017–2020

The investment is located in the Lubelskie and Podkarpackie voivodeships. Its implementation will increase the speed and the capacity of railway infrastructure for both cargo and passenger transport. The planned outcome of the project will also involve directing the important cargo () train traffic from the Bogdanka mine to the Połaniec Power Plant.

The length of the line is over 105 km, of which 2.3 km belongs to the Trans-European Trans- port Network (TEN-T).

TIME LIMIT FOR COMPLETION: 2015–2020

The investment is the subsequent stage of a global project, consisting in the modernization of the E 30 railway line in the scope of basic works on the section Jaworzno Szczakowa – Kraków Główny Towarowy and in the scope of signaling works on the section Sosnowiec Jęzor – Jaworzno Szczakowa – Kraków Główny Towarowy: LCS Jaworzno Szczakowa, LCS Trzebinia and LCS Kraków Mydlniki. Modernization of the section Sosnowiec Jęzor – Jaworzno Szczakowa – Kraków Główny Towarowy is to adapt the line E 30 to the technical conditions resulting from AGC (on main international railway lines) and AGTC (on main international com- bined transport railway lines) agreements.

The line will be designed for passenger trains traveling at 160 kph and cargo trains traveling at 120 kph. The rail infrastructure will be modernized in all scopes. The project covered the modernization works on the E 65 railway line, which is apart of the Baltic-Adriatic base network corridor. The works were performed at the intersection of the Central Railway Main Line (line no. 4 Grodzisk Mazowiecki – Zawiercie) with roads located in southern Poland.

There are 632 active railway stations in Poland. PKP S.A. administrates 574 station buildings, and the rest is administrated by local governments, communal companies, TBS, PKP PLK S.A. and other entities. The ongoing process of reinforcing the role of rail transport in the country’s transport system does not only involve investments in railway infrastructure, but also the projects that are being implemented by carriers and transport operators. The condition of the rolling stock is systematically improving. In the EU 2007–2013 perspective, 14 projects were implemented from the Operational Programme Infrastructure and Environment funds, which dealt with the moderniza- Photo: PKP Intercity S.A. tion/purchase of rolling stock, intended for interregional connections. The result of the activities executed is significant improvement of the comfort and safety and enhancement of the transport offer. In the EU 2014–2020 perspective PLN 1.9 billion was set aside for modernization/pur- chase of rolling stock intended for interregional and agglomeration connections from the Op- erational Programme Infrastructure and Environment. The investments in this scope are complemented by undertakings implemented within the Regional Operational Programmes of individual voivodeships. These are regional investments. Approximately 400 new/modernized rolling stock units are planned to be acquired using the OP IE funds. The projects will be selected under competition mode under measures 5.1 (De- velopment of the TEN-T railway network) and 5.2 (Development of rail transport outside the TEN-T).

Dear Sir or Madam, The role of the railway sector in the country’s transport system is to provide an efficient infrastructure capable of handling a network of reliable passenger and freight traffic links. The actions of the Ministry of Infrastructure and Construction are aimed at improving the operating conditions of railway carriers and increasing the availability of rail transport. In this context, the investments made in connection with the increase of trains’ speed and permissible load, as well as the electrification of selected sections of railway lines, are also of particular importance. Photo: MIC In order to sustain the positive effects of the modernized railway network, measures are being taken to ensure stable financing of repair and maintenance work in a multi-annual perspective. This approach will improve the efficiency of the administrators and the quality of their services. It is also necessary to continue to create favorable conditions for the development of freight rail transport by responding to market needs. This will allow us to take advantage of Poland’s location in the centre of Europe and at the intersection of the main communication routes. In this case, the role of Poland in the structure of freight corridors and participation in the initiative of the New Silk Road is very important. I would also like to emphasize the role of intermodal transport, which is one of the areas with the greatest growth dynamics and ongoing growth potential. The government’s strategy envisages intervention in other areas, which will consolidate a positive trend. Rail transport needs modern solutions that will increase the competitive edge of railways, improve safety, travel comfort, quality of goods supply and consolidate the pro- environmental nature of this transport segment. I believe that the actions undertaken will contribute to the improvement of this state of affairs.
