Resolution No 173/2017 RM-111-163-17 RESOLUTION NO 173/2017 OF THE COUNCIL OF MINISTERS of 7 November 2017 on the adoption of the Investment Preparation and Implementation Concept: Solidarity Airport – Central Transport Hub for the Republic of Poland The Council of Ministers adopts the following: § 1. The Council of Ministers recognises that it is in line with the Government policy to take measures described in the document entitled Investment Preparation and Implementation Concept: Solidarity Airport – Central Transport Hub for the Republic of Poland, hereinafter referred to as “Concept”, that constitutes an attachment to this Resolution. § 2. The Plenipotentiary of the Government for the Matters of the Central Transport Hub for the Republic of Poland shall be obliged to take measures described in the Concept. § 3. The resolution shall enter into force on the day of its adoption. The European aviation market can be characterised by extreme growth and turbulence ever since the markets were deregulated and low cost carriers emerged on the continent. Initially the biggest toll was paid by main legacy carriers when low costs emerged on trunk routes, which lead to the bankruptcy of Sabena, Swiss airlines and Spanair. However, once big legacy carriers started merging and creating more alliances, sustainability was once again reached. Despite this, as low cost carriers entered the Eastern-European market and looked to stimulate even smaller regional routes, smaller carriers started to suffer. This article is assessing the status quo of the current European region- al aviation, highlighting the recent trends and ultimately coming to a conclusion that regional airlines can be sustaina- ble provided that certain key criteria have been met.

Słupsk Bioenergy Cluster: a new paradigm for a local circular economy in renewable energy and waste recycling in Poland Authors Mark Rasmussen (SEI), Marek Giełczewski (WULS), Andrzej Wójtowicz (Słupsk Waterworks), Karina Barquet (SEI), Arno Rosemarin (SEI) Municipal officials and local business leaders in the Polish city of Słupsk aren’t waiting for the benefits of the circular economy in renewable energy production and waste recycling to come to their corner of the Baltic Sea Region. They’re making it happen now from the ground up and demonstrating how these transitions can be designed and operationalized at the city-county level. From 1956 onwards, the delivery of family planning advice became a priority for both the Polish Catholic Church and the party-state, especially its health authorities, which supported the foundation of the Society of Conscious Motherhood and aspired to mainstream birth control advice through the network of public well-woman clinics. As a consequence, two systems of family planning counselling emerged: the professional, secular family planning movement and Catholic pre-marital and marital counselling. We argue that reciprocal influence and emulation existed between state-sponsored and Catholic family planning in state-socialist Poland, and that both models used transnational organisations and debates relating to contraception for their construction and legitimisation. By evaluating the extent to which the strategies and practices for the delivery of birth control advice utilised by transnational birth control movements were employed in a ‘second world’ context such as Poland, we reveal unexpected supranational links that complicate and problematise historiographical and popular understandings of the Iron Curtain and Cold War Europe.
