Subsystem: CCS and communications. 4/125 1 INTRODUCTION AND AREA OF APPLICATION OF THE DOCUMENT This document was drawn up by the joint Contact Group of experts of the ORGANISATION FOR CO-OPERATION BETWEEN RAILWAYS (hereinafter referred to as OSJD) and the EUROPEAN UNIOIN AGENCY FOR RAILWAYS (hereinafter referred to as ERA) (hereinafter referred to as the Contact Group) within the co-operation of the above organisations to analyse the relations between the railway systems both within and outside the EU, with 1520 mm track gauge (1524 mm for Finland) in accordance with signed Memorandum of Understanding signed by them for year 2012. OSJD performed this work based on the Programme of Actions for 2010 and subsequent years. ERA worked based on Section 2.1 (TSI revision) of the Mandate issued to the Agency by the Decision of the European Commission of 29/04/2010 for the performance of the specific tasks in accordance with Directives 96/48/EC and 2001/16/EC. The Contact Group performed an analysis of the existing specifications for the control- command and communications subsystem of the 1520 mm gauge rail system and defined the parameters essential for maintaining the compatibility of the 1520 mm gauge rail system at the CIS-EU border. The analysis is limited to the technical and operational aspects of the railway system. This document defines specific requirements for the compatibility at the interfaces between trackside devices of the control-command and communications subsystem and other subsystems (mainly with the rolling stock subsystem, but not limited to it) for the 1520 mm gauge rail system. The document defines the application for each compatibility parameter at the interfaces. The document reflects the technical requirements for the above parameters established by the current statutory acts within the 1520 mm track gauge area and provides a comparison of those requirements for the target values set forth for the "basic parameters" of the 1435 mm track gauge rail system in accordance with the TSI ‘Interfaces between track-side components of control- command and signalling subsystem and

More than 4,000 accidents occurred at the Nation’s active and passive grade crossings in 1996; 54 percent of the accidents and 60 percent of the fatalities were at passive grade crossings, where drivers are not provided warning from train-activated devices. The Safety Board conducted this study to identify some common causes for accidents at passive crossings and to identify remedies to improve safety at passive crossings that are not scheduled for closure or upgrade. The sample of 60 accidents investigated by the Board as part of the study is not intended to be statistically representative of the entire population of accidents at passive grade crossings during the study period, but rather to illustrate a range of passive grade crossing accidents. The report also relates information obtained at the Board’s 1997 public forum on passive crossing safety. The safety issues include (a) the adequacy of existing warning systems to alert the driver to the presence of a passive crossing and an oncoming train; (b) roadway and track conditions that affect a driver’s ability to detect the presence of an oncoming train; (c) behavioral factors that affect a driver’s ability to detect the presence of an oncoming train; (d) the adequacy of existing driver education material regarding the dangers of passive grade crossings and driver actions required; (e) the need for a systematic and uniform approach to passive grade crossing safety; (f) and the need for improved signage at private passive crossings.

The paper substantiates the need to improve the existing strategy in organization of maintenance and repair of locomotives. Many railway companies continue to use the preventive maintenance system for railway engines repairs. This system of maintenance requires considerable funds for repair work, and the amount of repair work not always corresponds to the actual technical condition of the locomotive. The usage of this approach in the organization of maintenance can be considered as morally obsolete. Especially this approach is not effective for locomotives equipped with on-board diagnostic systems. The analysis of maintenance and repair system for locomotives used on Ukrainian and Lithuanian railways is car- ried out. Alternative approaches to the organization of the locomotive maintenance system and experience of their use in the world are considered. Approaches and methods for the development of an intelligent strategy of maintenance and repairs are proposed. Requirements to the structure and contents of the baseline data for the development of intelligent systems are formulated. A technology for the collection and processing the information of the diagnostic systems for the intellectual strategies development of technical content is proposed. The transition to more advanced strategy of hauling equipment maintenance will lead to a reduction in the cost of repairs while achieving a high level of reliability.
