Part 4: Conclusions and Recommendations & Appendices
Twentieth Century Naval Dockyards Devonport and Portsmouth: Characterisation Report PART FOUR CONCLUSIONS AND RECOMMENDATIONS The final focus of this report is to develop the local, national and international contexts of the two dockyards to highlight specific areas of future research. Future discussion of Devonport and Portsmouth as distinct designed landscapes would coherently organise the many strands identified in this report. The Museum of London Archaeology Portsmouth Harbour Hinterland Project carried out for Heritage England (2015) is a promising step in this direction. It is emphasised that this study is just a start. By delivering the aim and objectives, it has indicated areas of further fruitful research. Project aim: to characterise the development of the active naval dockyards at Devonport and Portsmouth, and the facilities within the dockyard boundaries at their maximum extent during the twentieth century, through library, archival and field surveys, presented and analysed in a published report, with a database of documentary and building reports. This has been delivered through Parts 1-4 and Appendices 2-4. Project objectives 1 To provide an overview of the twentieth century development of English naval dockyards, related to historical precedent, national foreign policy and naval strategy. 2 To address the main chronological development phases to accommodate new types of vessels and technologies of the naval dockyards at Devonport and Portsmouth. 3 To identify the major twentieth century naval technological revolutions which affected British naval dockyards. 4 To relate the main chronological phases to topographic development of the yards and changing technological and strategic needs, and identify other significant factors. 5 To distinguish which buildings are typical of the twentieth century naval dockyards and/or of unique interest. -

The history of naval operations in the First World War urgently requires re- examination. With the fast approaching centenary, it will be important that the story of the war at sea be recognised as profoundly significant for the course and outcome of the conflict. There is a risk that popular fascination for the bloody campaign on the Western Front will conceal the reality that the Great War was also a maritime and global conflict. We understand less of 1914-1918 at sea than we do of the war on land. Ironically, we also understand less about the period than we do for the naval wars of 1793-1815. Research over the last few decades has completely revised our understanding of many aspects of naval operations. That work needs to be synthesized and applied to the conduct of the naval war as a whole. There are important parallels with the present day for modern maritime strategy and operations in the challenges that navies faced in exercising sea power effectively within a globalised world. Gaining a much better understanding of the issues of 1914-1918 may help cast light on some of the complex problems that navies must now master. James Goldrick is a Rear Admiral in the Royal Australian Navy and currently serving as Commander of the Australian Defence College. -

Were not three major generals and three more regiments of infantry already on the high seas to rein- force Thomas Gage's force? And had not the Admiralty been ordered to aug- ment Samuel Graves's squadron by such a number of frigates as would suffice to secure obedience to the Restrictive Acts recently enacted, and prevent succour from the southern colonies reaching New England? Hhere seemed little doubt in the British mind that with "One tolerable Drubbing," rebel resistance would collapse. Warnings from Whig leaders that conquest would not be so simple, and that possible loss of the American colonies would leave the Empire an easy prey to revengeful France, were discounted as political clap-trap. France was in no position to capitalize upon the American troubles, and her partner, Spain, engrossed in the Mediterranean, could be discounted entirely. So thought the Ministry. As far as concerned Spain, this conclusion was justified. -

CAPTAINS OF HMS AJAX 1 JOHN CARTER ALLEN: CAPTAIN OF HMS AJAX from 27 MAY 1770 to 6 JUNE 1771 and from JUNE to 23 AUGUST 1779 John Carter Allen was promoted to the rank of Lieutenant on 14 June 1745 and to that of Commander on 15 April 1757. He was appointed to the Grampus sloop in command, and towards the end of the same year captured a large privateer. He was soon after posted to a large 6th-rate on the Mediterranean station. He was promoted to the rank of Post Captain on 21 March 1758, and appointed to the Experiment, but in August 1760, he was transferred to the Repulse frigate on the Halifax station, and took part, under Mr Byron, in the attack and destruction of three French frigates and a considerable number of small craft in Chalem Bay. The Repulse then joined the West India fleet, and continued on that station until the end of hostilities. In 1763 the Repulse was laid-up. John Allen did not hold any further commissions until May 1770, when he was appointed to the Ajax, 74. This was the ship's first commission, and she, together with the Ramillies, Defence, Centaur, and Rippon, 74's, embarked the 30th Regiment of Foot at Cork and transported them to Gibraltar. Soon after the Ajax was laid-up, and it was not until 1777 that Captain Allen was appointed to the Albion, and in the following year to the Egmont. When the Channel Fleet returned from Ushant, he once more assumed command of the Ajax, refitting at Portsmouth. -

AN OUTSTANDING NGS 1793 AWARDED TO A OFFICER WHO AFTER SERVING AT HOTHAM’S ACTIONS IN 1795 AND THE BATTLE OF CAPE ST VINCENT in 1797, WAS PRESENT AS SIGNAL MIDSHIPMAN AND ADC ABOARD H.M.S. GOLIATH AT NELSON’s GREAT VICTORY AT THE BATTLE OF THE NILE, 1798. ARGUABLY THE MOST IMPORTANT SHIP AT THAT BATTLE. WOUNDED DURING THE LATTER, HE COMMANDED H.M.S. NAUTILUS 1808- 14, CAPTURING CAPTURED SIX PRIVATEERS, AND DESTROYED A SEVENTH. DURING HIS SERVICE HE WAS WOUNDED 6 TIMES NAVAL GENERAL SERVICE 1793, 3 CLASPS, 14 MARCH 1795, ST. VINCENT, NILE ‘THOMAS DENCH, MIDSHIPMAN.’ CAPTAIN THOMAS DENCH Thomas Dench was born circa 1778 and entered the Navy in April 1793, as Midshipman on board the Ardent (64), Captain Robert Manners Sutton. During his service with this ship he served on shore at the occupation of Toulon, and was in warm action with the batteries of St. Fiorenza during the siege of Corsica. In April 1794, when the Ardent took fire and blew up, with all hands on board, this officer had the good fortune to be absent in charge of a prize. Dench’s next appointment was as Midshipman aboard St. George (98), Captain Thomas Foley, this the flag-ship of Sir Hyde Parker. During his service, he took part in Admiral Hotham’s actions of 14 March and 13 July, 1795. At the former, which was also known as the the Battle of Genoa, the British-Neapolitan fleet claimed victory capturing 2 French ships. The ‘14 March 1795’ clasp to the Naval General Service Medal, was awarded for this action. -

As HMS Victorious lay at anchor in Lynnhaven Bay, off Norfolk, in the early morning hours of 10 March 1813, a boat approached from the Chesapeake shore.1 Its occupants, nine American Black men drew the attention of the sailors in the guard boat circling the 74 gun ship. The men were runaway slaves. After a cautious inspection, the guard boat’s crew towed them to the Victorious where the nine Black men climbed up the ship’s side and entered freedom. -

There were several British interests in the area, and an assorted number of Britons established in Spanish America since the beginning of the struggle for Independence. Amongst them, merchants was perhaps the most important and influential group, pressing on their government for protection to their trade. As soon as independence reached the western coast of America, a new space was created for British presence. First Valparaiso and afterwards Callao, British merchants were soon firmly established in that part of South America. As had happened in the Atlantic coast, their claims for protection were attended by the British government through the Pacific Squadron, under the flag of the Commander-in-Chief of the South American Station, until 1837, when it was raised to a separate Station. -
