PACIFIC HERRING Pacific Herring, Clupea pallasi Photo Credit: Ryan Watanabe Review of the Fishery Pacific herring, Clupea pallasi, landings peaked three times during the past century in response to market demands for fishmeal, canned fish, and sac-roe. During the intervening years, herring catches were low, when most of the herring catch was used as pet food, bait, or animal food at zoos. The herring reduction fishery peaked in 1918 at eight million pounds (3,632 metric tons), but this fishery ended in 1919 when reduction of whole fish into fishmeal was prohibited. From 1947 to 1954, herring were canned to supplement the declining supply of Pacific sardines, Sardinops sagax; landings during this period peaked in 1952 at 9.5 million pounds (4,313 metric tons). Canned herring, however, proved to be a poor substitute for sardines and limited demand led to the demise of this fishery by 1954. In 1973, sac-roe fisheries developed along the West Coast of North America from Alaska to California to supply the demands of the Japanese market. This occurred after domestic Japanese herring stocks crashed due to overfishing and Japan and the Soviet Union agreed to ban the harvest of sac-roe herring in the Sea of Okhotsk. The Japanese government also liberalized import quotas, which opened the sac-roe market to United States and Canadian exporters. Since then, herring in California have been harvested primarily for their roe, with small amounts of whole herring marketed for human consumption, aquarium food, and bait. Herring ovaries (commonly referred to as “skeins” by those in the fishing industry) are brined and prepared as a traditional Japanese New Year’s delicacy called “kazunoko.” Brined skeins are leached in freshwater overnight and served with condiments or as sushi. -

This evaluation is based on the most recent comprehensive estimates of IUU fishing and includes the worlds’ major commercial stocks or species groups, such as all those that are regularly assessed by the United Nations Food and Agriculture Organization (FAO). Based on WWF’s findings, the majority of the stocks, 54 percent, are categorized as at high risk of IUU, with an additional 32 perent judged to be at moderate risk. Of the 567 stocks that were assessed, the findings show that 485 stocks fall into these two categories. More than half of the world’s most overexploited stocks are at the highest risk of IUU fishing. Examining IUU risk by location, the WWF analysis shows that in more than one-third of the world’s ocean basins as designated by the FAO, all of these stocks were at high or moderate risk of IUU fishing. -

Until re cently Japan and the U.S.S.R. have been major exploiters of herring. Catch peaked in the early 1970 1 s at 145,579 mt, and then declined in response to overfishing and poor recruitment. Recently herring abundance has increased, and the United States has become the dom inant exploiter of herring. Most herring are harvested in coastal waters during the spawn ing period which commences in late April/mid-May along the Alaska Peninsula and Bristol Bay and progressively later to the north. Spawning occurs at temperatures of 5-12 C and the time of spawning is related to winter water temperatures with early spawning in warm years and 1ate spawning in co1d years. Ouri ng spawning eggs are 166. deposited on vegetation in the intertidal zone of shallow bays and rocky headlands. Eggs hatch in 2-3 weeks as planktonic larvae and metamorphose to juveniles after 6-10 weeks. -

Under a 12 h light/l2 h dark photoperiod, juveniles displayed a diurnal shoaling and activity pattern, characterized by fish swimming in cohesive groups during the day, with a cessation of shoaling and decreased swlmmlng speeds at nlght. Prior studies of school~ngfishes have demonstrated distinct light thresholds below which school~ngabruptly ceases. To see if this threshold effect occurs in a predomi- nantly shoaling species, like juvenile walleye pollock, another experiment was undertaken in which illumination was lourered by orders of magnitude, glrrlng fish 20 mln to adapt to each light intensity Juvenlle walleye pollock were not characterized by a d~stinctlight threshold for shoaling; groups grad- ually dispersed as light levels decreased and gradually recoalesced as light levels increased. Guide to Oregon’s Common Marine “Baitfish” Species • A number of fish species often lumped into the category of “baitfish” are caught along the Oregon Coast, and inside coastal bays. • The typical “baitfish” species groups of herring, anchovy, sardine, silversides (jacksmelt and topsmelt), and smelt are included in an aggregate daily limit of 25 lbs. However, eulachon smelt are prohibited from bays, tidewater, and freshwater. • Juvenile and shiner surfperch are often encountered while jigging for “baitfish”. Surfperch species have a separate daily limit of 15 fish in aggregate, and are not part of the 25 lb. limit for “baitfish”. • Anglers need to be able to identify their catch in order to avoid bag limit violations and possibly retaining prohibited species. Prohibited species include juvenile salmon and eulachon smelt from inland waters. When these prohibited species are encountered they must be immediately released unharmed. • The following fish identification guide addresses the two most commonly encountered species of smelt, herring, sardine, anchovy, shad, and jacksmelt. Still, observers are astonished by the amazing regularity and synchrony of schooling individuals. During the last decades much effort has been devoted to reveal the behavioural rules of schooling. There has been significant progress in investigating the functions of schooling behaviour and describing and quantifying school structure. Especially the approach of behavioural ecology of the ways in which behaviour is influenced by natural selection in relation to ecological conditions has been fruitful. Most of the work has been conducted in artificial environments in small aquarias and tanks with a small number of fish. However, due to practical limitations and lack of adequate methods for field observations, there is limited knowledge on the behaviour of large, free-swimming schools. Capture of schooling, pelagic fish is the basis of major worldwide fisheries, and the fishing methods developed are so effective that without effective regulations pelagic stocks may be depleted.
