Het Bureau heeft tot taak: a wetenschappelijke verkenningen te verrichten met het doel te komen tot een samenhangende beschrijving van de situatie van het sociaal en cultureel welzijn hier te lande en van de op dit gebied te verwachten ontwikkelingen; b bij te dragen tot een verantwoorde keuze van beleidsdoelen, benevens het aangeven van voor- en nadelen van de verschillende wegen om deze doeleinden te bereiken; c informatie te verwerven met betrekking tot de uitvoering van interdepartementaal beleid op het gebied van sociaal en cultureel welzijn, teneinde de evaluatie van deze uitvoering mogelijk te maken. Het scp verricht deze taken in het bijzonder bij problemen die het beleid van meer dan één departement raken. De minister van Volksgezondheid, Welzijn en Sport is als coördinerend minister voor het sociaal en cultureel welzijn verantwoordelijk voor het door het scp te voeren beleid. Dat geldt voor allerlei terreinen, waarbij arbeid en zorg het meest in het oog springen. In deze publicatie gaat het niet om die kerngebieden van de participatiesamenleving, maar om de deelname op vrijwillige basis aan maatschappelijke en politieke activiteiten, ook wel burgerparticipatie genoemd. Betaald werk en mantel- zorg vallen daar niet onder, maar samen met de buren het groen onderhouden of een burgerinitiatief starten wel. De verwachtingen liggen ook hier hoog. Er is de afgelopen jaren al veel onderzoek naar burgerparticipatie verschenen (zie hoofd- stuk 1). Wat zouden we daar als Sociaal en Cultureel Planbureau (scp) nog aan kunnen toevoegen? Hopelijk een versteviging van de empirische basis voor beleidsdiscussies en een verbreding van perspectief. Zijn de verwachtingen van burgerparticipatie terecht? In de discussies wisselen sombere beschouwingen over burgerschap in het land soms nogal gemakkelijk af met euforische verwachtingen van specifieke projecten. In onderzoek van die projecten krijgen de inzichten van direct betrokken actieve burgers en bestuurders veel aandacht. In deze publicatie gaat het meer om de bevolkingsbrede trends en patronen en komen ook de betrokkenheid en voorkeuren van de niet zo opvallend participerende bur- gers aan bod. Dat gebeurt hier ook met nieuw onderzoek in vijf Nederlandse gemeenten met opvallend participatiebeleid. Het perspectief wordt daarnaast verbreed in bijdragen over burgerparticipatie in de vroegmoderne Nederlanden en in Japan, Groot-Brittannië en Duitsland. Daaraan zijn inspiratie, voorbeelden en waarschuwingen voor de ontwikkeling van participatie in Nederland in de komende jaren te ontlenen. Óf er meer burgerparticipatie gewenst is en wat de aard ervan moet zijn, zijn uitein- delijk normatieve vragen. We proberen voor de beantwoording daarvan relevante onderzoeks resultaten en overwegingen aan te dragen, maar geven als planbureau op deze vragen geen antwoorden. Wel hebben we Rienk Janssens, secretaris van de Raad voor Maatschappelijke Ontwikkeling (rmo), en Paul Schnabel, oud-directeur van het scp, gevraagd om elk een visie op de toekomst van de burgerparticipatie te geven. Onder hun leiding hebben de rmo en het scp jarenlang bijgedragen aan de inzichten rond de wens en werkelijkheid van burgerschap en burgerparticipatie. We zijn hen daarom zeer erken- telijk voor de bereidheid om vanuit die ervaringen op dit nieuwe onderzoek te reflecteren. Dank zijn we ook verschuldigd aan twee stagiaires, Ellen Dingemans en Eelco Harteveld, die eerder met veel inzet onze nieuwe data verkenden en voorwerk verrichtten voor bijlage B respectievelijk hoofdstuk 3. In het eerste geval gaat het om vormen van participeren waarbij men vooral zelf aan de slag gaat, zoals de buurt schoonmaken of een voorziening draaiende houden. In het tweede geval gaat het om invloed uitoefenen op het beleid van een instantie, zoals stemmen, lobbyen of gebruik maken van inspraak en medezeggen- schap.

We understand these to consist of six entities which have an existence that is both material and conceptual: these are the victim’s family, possible suspects, the local community, the police, the media, and the national public, in this case envisaged in a dual role as wider community and media-audience. All of these stand in relationship to the more abstract yet rigid institution of the law, whose dictates guide the behaviour of the police, and strongly infl uence that of the media.     Peka Totara Penrose High School Golden Jubilee 1955 –2005 Graeme Hunt Inspiration from One Tree Hill The school crest, a totara in front of the obelisk marking the grave of ‘father of Auckland’ Sir John Logan Campbell on One Tree Hill (Maungakiekie), signals the importance of the pa and reserve to Penrose High School. It was adopted in 1955 along with the Latin motto, ‘Ad Altiora Contende’, which means ‘strive for higher things’. Foundation principal Ron Stacey, a Latin scholar, described the school in 1955 as a ‘young tree groping courageously towards the skies’. ‘We look upward towards the summit of Maungakiekie where all that is finest in both Maori and Pakeha is commemorated for ever in stone and bronze,’ he wrote. In 1999 a red border was added to the crest but the crest itself remained unchanged. In 1987 the school adopted a companion logo based on the kiekie plant which grew on One Tree Hill in pre-European times (hence the Maungakiekie name). The logo arose from a meeting of teachers debating education reform where the school’s core values were identified. The words that appear on the kiekie logo provide a basis for developing the school’s identity. The kiekie, incorporated in the school’s initial charter in 1989, does not replace the crest but rather complements it. Probably not, but we’re gonna tell you anyway! The Super Tuesday Journalism class had the chance to visit their printing press, as well as the NZME (New Zealand Media Enterprises) Central Office in Auckland recently. Today we’ll tell you exactly what happens behind the scenes to make all our newspapers. News is constantly changing and journalists are working non-stop to deliver the latest news to us. The NZ Herald is one of those companies that provides us with accurate news stories and interesting articles, writing about 200 stories a day on different topics like business, sports, entertainment and more. Lily was our tour guide and guided us through the company. We toured through different studios for broadcasting radio and live stream updates. We couldn’t go into the actual recording rooms for obvious reasons, but it was still fun to see. The NZ Herald reporters and journalists are on the second floor of the NZME building in downtown Auckland. There are around 200-300 staff, which is a much lesser number compared to before as their numbers have been cut down due to covid. A lot of these employees work from home, however. Work hours range from 5AM to 11PM and sometimes can go even later. Journalists have four meetings everyday at 7:30, 9:30, 13:30, and 17:30, where they discuss what they’re going to write.

Over 3.1 million, or 79.2%, of New Zealanders aged 14+ now read or access newspapers in an average 7 day period via print or online (website or app) platforms. In addition a total of 2.2 million New Zealanders aged 14+ (56.1%) read magazines whether in print or online either via the web or an app. These are the latest findings from the Roy Morgan New Zealand Single Source survey of 6,385 New Zealanders aged 14+ over the 12 months to December 2018. Majority of New Zealand’s leading newspapers increase their cross-platform audience New Zealand’s most widely read publication, the New Zealand Herald, consolidated its overall readership with a total cross-platform audience of 1,852,000 in the 12 months to December 2018, up 39,000 on a year ago. The New Zealand Herald, based in New Zealand's largest city of Auckland, has a readership more than three times as large as Wellington's Dominion Post on 486,000, The Press with 351,000 readers and national weekly The Sunday Star Times with 328,000 readers. Although the Herald has maintained a clear pole position amongst New Zealand's newspapers its cross- platform audience growth of 2.2% over the past year was outpaced by the Waikato Times (+24.1%), the Otago Daily Times (+3.8%), Bay of Plenty Times (+12.9%), Hawke’s Bay Today (+25.7%) and the Northern Advocate (+8.9%).

The present document supplements the previous NZPSA submission and includes new evidence that we would like considered. 1. The NZPSA supports the Commerce Commission’s finding that the proposed merger would reduce competition for premium digital advertising, national online news, Sunday newspapers and community newspapers, and result in an unprecedented concentration of daily newspaper ownership that research suggests is likely to reduce media quality. 2. Furthermore, we support the Commission’s concerns about the loss of plurality and diverse media voices and the detrimental effect this will have on the public interest. As the Commerce Commission has established, important detriments which can be considered include wider costs to society that may not be quantifiable (Air New Zealand v Commerce Commission (No 6), 2004; Commerce Commission, 2013, p. 14). In the present case these detriments include reductions in the quality of news and reductions in media plurality as community and Sunday newspapers are closed and the number of journalists reduced (Commerce Commission, 2016, p. 17).
