When an image on the film is obliterated with a large round black mark, it is an indication that the photographer suspected that the copy may have moved during exposure and thus cause a blurred image. When a map, drawing or chart, etc., was part of the material being photographed the photographer followed a definite method in "sectioning" the material. It is customary to begin photoing at die upper left hand corner of a large sheet and to continue photoing from left to right in equal sections with a small overlap. If necessary, sectioning is continued again — beginning below the first row and continuing on until complete. 4. The majority of users indicate that the textual content is of greatest value, however, a somewhat higher quality reproduction could be made from "photographs" if essential to the understanding of the dissertation. -

US domestic and transatlantic systems in Public Administration 1900-1960 Public Administration as a discipline and a field emerged in the USA in the inter war period with a strong support from the Rockefeller organizations, the Spelman Fund of New York being the main granting agency in the field. This emergence was closely connected to the European experience. This essay attempts to reconstruct the domestic and international settings in which this interchange took place, to pay attention to all those who played a large role in foundation work without being foundation officers, to trace the shifting roles of the European reference in the field of US public administration and to assess the impact of the European work in the field of government. -
Chairman Chester Harding Term: March 10, 1913 – October 31, 1914
CHAIRMAN CHESTER HARDING TERM: MARCH 10, 1913 – OCTOBER 31, 1914 As the Engineer member of the DC Board of Commissioners, Lt. Col. Chester Harding was sworn in as a Commissioner of the District of Columbia Public Utilities Commission on March 10, 1913 by President Woodrow Wilson. Commissioner Harding took the constitutional oath of office alongside Cuno H. Rudolph. Harding served as the first Chairman of the Commission, and he held the position until 1914. Chester Harding was born in Enterprise, MS on December 31, 1866. He graduated from the University of Alabama in 1884 with a Bachelor’s degree in Engineering. He subsequently graduated from the United States Military Academy at West Point in 1889. He was then commissioned in the U.S. Army Corps of Engineers. He was appointed Division Engineer of Gatun Locks Division First in 1907, and as the Panama Canal Maintenance Engineer in 1915. He served as Governor General of the Panama Canal Zone from January 1917 to 1921, and Chairman later retired with the rank of Lieutenant General. December 31, 1866 Chairman Harding passed away on November 11, 1936 at the age of 69. At the time of his death, he was remembered in the District of Columbia as a skilled ~ engineer and for his honorable service in the United States Army. November 11, 1936 COMMISSIONER CUNO H. RUDOLPH TERM: MARCH 10, 1913 – JULY 19, 1913 As a member of the DC Board of Commissioners, Cuno H. Rudolph was sworn in as a Commissioner of the Public Utilities Commission of the District of Columbia on March 10, 1913. -

Washington History in the Classroom This article, © the Historical Society of Washington, D.C., is provided free of charge to educators, parents, and students engaged in remote learning activities. It has been chosen to complement the DC Public Schools curriculum during this time of sheltering at home in response to the COVID-19 pandemic. “Washington History magazine is an essential teaching tool,” says Bill Stevens, a D.C. public charter school teacher. “In the 19 years I’ve been teaching D.C. history to high school students, my scholars have used Washington History to investigate their neighborhoods, compete in National History Day, and write plays based on historical characters. They’ve grappled with concepts such as compensated emancipation, the 1919 riots, school integration, and the evolution of the built environment of Washington, D.C. I could not teach courses on Washington, D.C. Bill Stevens engages with his SEED Public Charter School history without Washington History.” students in the Historical Society’s Kiplinger Research Library, 2016. Washington History is the only scholarly journal devoted exclusively to the history of our nation’s capital. It succeeds the Records of the Columbia Historical Society, first published in 1897. WILSON BUILDING: A CENTENNIAL OVERVIEW Some Important Facts, Dates and Events Associated with the Seat of Government of the District of Columbia 1902 Congress enacts legislation acquiring Square 255 and authorizing construction of a permanent seat of government for the District of Columbia (June 6). 1908 District (Wilson) Building is dedicated. Speakers and guests include Speaker of the U.S. House of Representatives and Mayors of Baltimore and Richmond. Declaration of Independence is read by a member of the Association of the Oldest Inhabitants of the District of Columbia. Thousands attend the ceremony and tour the building (July 4). 1909 Bust of Crosby Stuart Noyes is unveiled in District (Wilson) Building. Funds are privately raised to commission the bust. Noyes (1825-1908) had been the editor of The Washington Evening Star. In 1888, Noyes persuaded the U.S. Senate for the first time ever to draft and consider a proposal to give D.C. voting representation in both the U.S. House and Senate. Throughout his life, Noyes advocated voting rights for residents of the District of Columbia (February 25). 1909 The Statue of Governor Alexander Robey Shepherd (1835-1902), a D.C. native, is unveiled in front of the District (Wilson) Building (May 3). UNIVERSITY OF CALIFORNIA Los Angeles “Free D.C.:” The Struggle for Civil, Political, and Human Rights in Washington, D.C., 1965-1979 A dissertation submitted in partial satisfaction of the requirements for the degree Doctor of Philosophy in History by Selah Shalom Johnson 2015 © Copyright by Selah Shalom Johnson 2015 ABSTRACT OF THE DISSERTATION “Free D.C.:” The Struggle for Civil, Political, and Human Rights in Washington, D.C., 1965-1979 by Selah Shalom Johnson Doctor of Philosophy in History University of California, Los Angeles, 2015 Professor Brenda Stevenson, Chair “Free D.C:” The Struggle for Civil, Political, and Human Rights in Washington, D.C., 1965-1979, illuminates one of the greatest political shortcomings in 20th century America, which was the failure to provide full political enfranchisement for the citizens of Washington, D.C. – the first major American city with a majority African-American population. This project centers on the Free D.C. Movement, a political crusade to fully enfranchise Washingtonians, through grassroots organizing and by pressuring the Federal government to address the political, social, and economic ills that plagued the nation’s capital for nearly a century. Washingtonians’ struggle for full political enfranchisement was one of the most significant goals and significant shortcomings of the 20th century. ii Washington has been an under-researched part of Civil Rights Movement history, even though the city had an instrumental role during this era. My project explores the “Free D.C.” Movement through the lens of residential segregation, employment, and education. I examine how the desire for institutional changes and improvements in these areas helped shape and direct the local movement, and consequently undermined Washington, D.C.
