During this time of soaring unemployment, financial insecurity, and growing hunger, we urge Congress to temporarily increase SNAP benefit levels in the next federal COVID-19 relief package. America’s cities are on the front line of responding to unprecedented disruption to local economies triggered by COVID-19. As mayors, we need every option available to fight hunger and stimulate the economy in our cities. SNAP is a proven solution to both challenges. By providing families with a grocery benefit they can use to purchase food directly, SNAP is a safe, effective way to ensure that low-income children and their families can get the food they need during this unprecedented crisis. While the FFCRA provided USDA with authority to increase emergency SNAP allotments for existing SNAP households to the maximum benefit, the most vulnerable families—roughly 12 million people, including 5 million children—received no additional nutrition assistance because their household already received the maximum SNAP benefit. -

COMMUNITY DEVELOPMENT CERTIFICATE PROGRAM Courses and Instructors Include… Community Development Past, Present and Future Best Practices (CDC I) Through the prism of a community and faithbased approach, this course will explore community development from the perspective of effective models from the past, current and future models. With an emphasis on communities within the Washington metropolitan area, the course will examine the origins of community decay throughout Washington, DC area’s locales and evolving best practices for faithbased and community based practitioners working towards transforming underresourced communities into thriving and sustainable communities. Issues of race, ethnicity and class will be explored as they relate to building sustainable community development models in the Washington, DC region. Instructors: Harry “Tommy” Thomas, Jr. campaigned for and won the DC Ward 5 Council seat in November 2006. He was sworn into office in January 2007. Councilmember Thomas is Chair of the DC City Council’s Committee on Libraries, Parks, and Recreation. He sits on four additional committees: Workforce Development and the Environment, Aging and Community Affairs, Housing and Workforce Development, and Public Services and Consumer Affairs. Councilmember Thomas is the son of late three‐ term Ward 5 Councilmember Harry Thomas, Sr., and former DC Public School principal Romaine B. Thomas. Councilmember Thomas attended DC Public Schools and graduated from Woodrow Wilson High School. He holds a degree in Public Relations/Marketing from Bowie State University. Councilmember Thomas was Vice President of Public Affairs for the Public Benefits Corporation (formerly DC General Hospital). Recognizing the need for youth and citizen empowerment programs, Councilmember Thomas co‐founded DCTC‐Team Thomas, a non‐profit organization for social change, citizen empowerment, community development, and youth and senior program development. -

Addison’s family had a strong connection to the Capitol—his aunt, Janie Mae (Kelley) Galmon, mentored many relatives while she worked as a chef in the House Member’s Dining Room. Addison’s familial connection led to a job offer moving furniture for the House in 1988. This position laid the foundation for Addison’s long career supporting the work of the Office of the Clerk. In this interview Addison recalls his childhood in the District. He fondly describes the tight-knit community in his neighborhood adorned with many “mom-and-pop” stores. -

Schumer Republican Leader Democratic Leader United States House of Representatives United States Senate Washington, DC 20510 Washington, DC 20510 Dear Speaker Pelosi, Leader McCarthy, Leader McConnell and Leader Schumer: RE: Urgent Action Needed on President-Elect Biden’s American Rescue Plan On behalf of The United States Conference of Mayors, we urge you to take immediate action on comprehensive coronavirus relief legislation, including providing direct fiscal assistance to all cities, which is long overdue. President-elect Biden’s American Rescue Plan contains such assistance as part of an aggressive strategy to contain the virus, increase access to life-saving vaccines, and create a foundation for sustainable and inclusive recovery. American cities and our essential workers have been serving at the frontlines of the ongoing COVID-19 pandemic for nearly a year. We have been charged with executing herculean public health efforts and an unprecedented emergency response. Despite immense fiscal pressure, your local government partners oversaw those efforts, while trying to maintain essential services and increase our internal capacity to provide support for residents and businesses who have been crippled by a tanking economy. And yet, as the economic engines of our country, local governments will be relied upon to lead the long- term economic recovery our nation so desperately needs, even as, with few exceptions, cities have been largely left without direct federal assistance.
