US domestic and transatlantic systems in Public Administration 1900-1960 Public Administration as a discipline and a field emerged in the USA in the inter war period with a strong support from the Rockefeller organizations, the Spelman Fund of New York being the main granting agency in the field. This emergence was closely connected to the European experience. This essay attempts to reconstruct the domestic and international settings in which this interchange took place, to pay attention to all those who played a large role in foundation work without being foundation officers, to trace the shifting roles of the European reference in the field of US public administration and to assess the impact of the European work in the field of government. -

CHAIRMAN CHESTER HARDING TERM: MARCH 10, 1913 – OCTOBER 31, 1914 As the Engineer member of the DC Board of Commissioners, Lt. Col. Chester Harding was sworn in as a Commissioner of the District of Columbia Public Utilities Commission on March 10, 1913 by President Woodrow Wilson. Commissioner Harding took the constitutional oath of office alongside Cuno H. Rudolph. Harding served as the first Chairman of the Commission, and he held the position until 1914. Chester Harding was born in Enterprise, MS on December 31, 1866. He graduated from the University of Alabama in 1884 with a Bachelor’s degree in Engineering. He subsequently graduated from the United States Military Academy at West Point in 1889. He was then commissioned in the U.S. Army Corps of Engineers. He was appointed Division Engineer of Gatun Locks Division First in 1907, and as the Panama Canal Maintenance Engineer in 1915. He served as Governor General of the Panama Canal Zone from January 1917 to 1921, and Chairman later retired with the rank of Lieutenant General. December 31, 1866 Chairman Harding passed away on November 11, 1936 at the age of 69. At the time of his death, he was remembered in the District of Columbia as a skilled ~ engineer and for his honorable service in the United States Army. November 11, 1936 COMMISSIONER CUNO H. RUDOLPH TERM: MARCH 10, 1913 – JULY 19, 1913 As a member of the DC Board of Commissioners, Cuno H. Rudolph was sworn in as a Commissioner of the Public Utilities Commission of the District of Columbia on March 10, 1913. -

WILSON BUILDING: A CENTENNIAL OVERVIEW Some Important Facts, Dates and Events Associated with the Seat of Government of the District of Columbia 1902 Congress enacts legislation acquiring Square 255 and authorizing construction of a permanent seat of government for the District of Columbia (June 6). 1908 District (Wilson) Building is dedicated. Speakers and guests include Speaker of the U.S. House of Representatives and Mayors of Baltimore and Richmond. Declaration of Independence is read by a member of the Association of the Oldest Inhabitants of the District of Columbia. Thousands attend the ceremony and tour the building (July 4). 1909 Bust of Crosby Stuart Noyes is unveiled in District (Wilson) Building. Funds are privately raised to commission the bust. Noyes (1825-1908) had been the editor of The Washington Evening Star. In 1888, Noyes persuaded the U.S. Senate for the first time ever to draft and consider a proposal to give D.C. voting representation in both the U.S. House and Senate. Throughout his life, Noyes advocated voting rights for residents of the District of Columbia (February 25). 1909 The Statue of Governor Alexander Robey Shepherd (1835-1902), a D.C. native, is unveiled in front of the District (Wilson) Building (May 3). Relyea Specialist in American National Government Government and Finance Division The Executive Office of the President: An Historical Overview Summary Established in 1939, the Executive Office of the President (EOP) consists of a group of federal agencies immediately serving the President. Among the oldest of these are the White House Office, where many of the President’s personal assistants are located, and the Office of Management and Budget, which was established as the Bureau of the Budget in 1921 and by transfer became one of the original EOP units in 1939. Entities have been placed within the EOP by both presidential action and congressional determination. Some components have endured; others have been brief experiments. Some have been transferred to other quarters of the executive branch; others have been abolished with no successor. In large measure, the tenure and durability of an Executive Office agency is dependent upon its usefulness to the President — as a managerial or coordinative auxiliary, a national symbol, or a haven of political patronage, among other considerations. This report reviews the particular circumstances of the creation of, and underlying authority for, the Executive Office of the President, and provides profiles of the entities that have been, and still are, located within that enclave. Reorganization Act of 1939
SUMMARY OF THE REORGANIZATION ACT OF 1939, Pub. L. 76–19 53 Stat. 561 Enactment: April 3, 1939 Codified: 5 U.S.C. § 133 This Act gave the President of the United States the authority to hire additional confidential staff and reorganize the executive branch (within certain limits) for two years subject to legislative veto.[1] It was the first major, planned reorganization of the executive branch of the government of the United States since 1787.[2] The Act led to Reorganization Plan No. 1,[3] which created the Executive Office of the President.[2] 1937 Bill As Governor of New York, Franklin D. Roosevelt had a reputation for reorganizing government in order to achieve efficiency.[4] The Economy Act of 1933, enacted in Roosevelt's Hundred Days to combat the Great Depression, gave the president the authority to engage in limited reorganization of the executive branch in order to achieve economic recovery goals.[5] But the president took no action during the two-year term of authority granted by the Act.[6][7] By 1935, however, the keystone of the New Deal (the National Industrial Recovery Act) had been declared unconstitutional and Roosevelt's views on how to affect recovery had shifted away from economic intervention and toward social justice (a legislative program known as the "Second New Deal").[8][9] Many influential members of Congress, political scientists, and public administration experts had strongly criticized Roosevelt's preference for the proliferation of executive branch agencies (a strategy Roosevelt used to experiment with responses to the Great Depression) as inefficient.[10] On March 22, 1936, Roosevelt established the Committee on Administrative Management (commonly known as the Brownlow Committee) and charged it with developing proposals for reorganizing the executive branch.[5] The three- person committee consisted of Louis Brownlow, Charles Merriam, and Luther Gulick.[1][11] On September 23, 1938, after discussing government reorganization with President Roosevelt. -
