The application seeks approval for: Proposed residential development of 17 No. affordable housing units. The application is also to include, infrastructure, partial hedgerow removal, landscaping improvements, biodiversity mitigation & enhancements; and any ancillary works on land at north of Bay View Terrace, Dinas Cross, Newport, Pembrokeshire, SA42 0UR. The principle concept of the scheme is aimed at providing quality, aesthetically pleasing, well designed sustainable homes to meet housing need in the local area. The following Inclusive Design & Access Statement (DAS) has been prepared to support a detailed planning application for the development of 17 affordable housing units on the application site. The aim is to provide affordable housing units which meet the Welsh Government’s criteria to draw Social Housing Grant (SHG) and ensure the scheme development costs can be met. The scheme has been designed in accordance with the Welsh Government’s Design Quality Requirements which also include Lifetime Homes Standards, RNIB Standards. Tai Wales & West Housing are the perspective purchasers of the land, for the delivery of 100% affordable housing to assist in meeting housing need within the Rural Centre of Dinas Cross and surrounding areas. “Tai Wales & West Housing’s vision is to achieve strong, sustainable growth to make a difference to people’s lives, homes and communities.” This DAS should be read in conjunction with submitted plans, supporting documentation and planning application form which are appended to this DAS. Design principles and concepts This Design and Access Statement should be regarded as a communication tool setting out objectives and principles of good and inclusive design which can grow and be referred to throughout the lifetime of the project. HA387) and it is also showing within the settlement boundary for Dinas Cross. Table 7 – Allocations of Housing Sites identifies this allocated land as capable of accommodating a minimum of 12 units in an area of 0.25 hectares, with an affordable housing requirement of 100%. To date, there have been no formal planning applications made on the application site since the inclusion of the land within the current Local Development Plan. Pre-Application Enquiry/Response with Planning Department th A pre-application was submitted to Pembrokeshire Coast National Park Authority on 20 December 2018, with the pre-application enquiry being allocated to Ms Kate Attrill (Senior Planner). As part of the pre application submission a detailed design scheme was put forward to the case officer for consideration. A written response undated was received on 22nd February 2019 (Ref No. PA/19/0007). The relevant correspondence can be found in Appendix 1 . The requirement to undertake pre-application consultation applies to all planning applications for “major” development (full or outline), as defined in article 2 of the Town and Country Planning (Development Management Procedure) (Wales) Order 2012 (DMPWO), and applications for Developments of National Significance (DNS). The report sets out the statutory consultation and engagement undertaken leading up to this submission. It describes the steps taken to ensure that the statutory requirements have been met, provides responses to comments made and describes the changes that have resulted from this or the justification for not amending the scheme, where applicable. Please refer to the ‘Pre-Application Consultation Report’ that accompanies the application. Site and Location The application site is an irregular shaped, vacant parcel of land which covers approximately 0.57 hectares (1.4 acres); with the southern aspect of the site partly within the settlement boundary of Dinas Cross. The northern section of the application site is outside the settlement boundary and in an area of open countryside. The proposed site is located approximately 6 meters to the North of the A487 which runs through Dinas Cross from Newport to Fishguard in an easterly to westerly direction. The site is located on the western side of the B4332, with residential development characterised by terraced, semi-detached and detached residential properties bounding the site to the north and south, and across the highway to the east. The site is bounded with the highway by mature hedge banks and elevated from the highway. There are several buildings situated along the western boundary of the site, these consist of the Barn and number of other dilapidated agricultural structures. The western boundary borders on the neighbouring curtilage of a dwelling house. The northern boundary borders on a parcel of fallow agricultural land and the eastern boundary borders on a horse paddock and asphalt parking area respectively.
