ADMIRAL SUNIL LANBA, PVSM AVSM (RETD) Admiral Sunil Lanba PVSM, AVSM (Retd) Former Chief of the Naval Staff, Indian Navy Chairman, NMF An alumnus of the National Defence Academy, Khadakwasla, the Defence Services Staff College, Wellington, the College of Defence Management, Secunderabad, and, the Royal College of Defence Studies, London, Admiral Sunil Lanba assumed command of the Indian Navy, as the 23rd Chief of the Naval Staff, on 31 May 16. He was appointed Chairman, Chiefs of Staff Committee on 31 December 2016. Admiral Lanba is a specialist in Navigation and Aircraft Direction and has served as the navigation and operations officer aboard several ships in both the Eastern and Western Fleets of the Indian Navy. He has nearly four decades of naval experience, which includes tenures at sea and ashore, the latter in various headquarters, operational and training establishments, as also tri-Service institutions. His sea tenures include the command of INS Kakinada, a specialised Mine Countermeasures Vessel, INS Himgiri, an indigenous Leander Class Frigate, INS Ranvijay, a Kashin Class Destroyer, and, INS Mumbai, an indigenous Delhi Class Destroyer. He has also been the Executive Officer of the aircraft carrier, INS Viraat and the Fleet Operations Officer of the Western Fleet. With multiple tenures on the training staff of India’s premier training establishments, Admiral Lanba has been deeply engaged with professional training, the shaping of India’s future leadership, and, the skilling of the officers of the Indian Armed Forces. On elevation to Flag rank, Admiral Lanba tenanted several significant assignments in the Navy. As the Chief of Staff of the Southern Naval Command, he was responsible for the transformation of the training methodology for the future Indian Navy. -

Vice Admiral GM Hiranandani -was commissioned in 1952 and received his initial training in the United Kingdom and later graduated from the Staff College, Greenwich (U.K.). In 1 971 he served as the Fleet Operations Officer, Western Fleet. His notable - commands at sea include that of the first Kashin class destroyer, INS Rajput which he commissioned in 1980. On promotion to flag rank he was appointed Chief of Staff, Western Naval Command and later Deputy Chief of Naval Staff in the rank of Vice Admiral. He is a recipient of the Param Vishst Seva Medal, Ati Vishist Seva, Medal and Nao Sena Medal. .1,2 -2-- Vice Admiral L. Ramdas was commissioned in 1953 and received his initial trai lug in the U.K.. 1 CADET’S HAND BOOK (NAVY) SPECIALISED SUBJECT 2 Preface 1. National Cadet Corps (NCC), came into existence, on 15 July 1948 under an Act of Parliament. Over the years, NCC has spread its activities and values, across the length and breadth of the country; in schools and colleges, in almost all the districts of India. It has attracted millions of young boys and girls, to the very ethos espoused by its motto, “unity and discipline” and molded them into disciplined and responsible citizens of the country. NCC has attained an enviable brand value for itself, in the Young India’s mind space. 2. National Cadet Corps (NCC), aims at character building and leadership, in all walks of life and promotes the spirit of patriotism and National Integration amongst the youth of the country. With the dawn of Third Millennia, there have been rapid strides in technology, information, social and economic fields, bringing in a paradigm shift in learning field too; NCC being no exception. A need was felt to change with times. NCC has introduced its New Training Philosophy, catering to all the new changes and developments, taking place in the Indian Society. It has streamlined and completely overhauled its training philosophy, objectives, syllabus, methodology etc, thus making it in sync with times. Subjects like National Integration, Personality Development and Life Skills, Social Service and Community Development activities etc, have been given prominent thrust. -

No. 03/2019 AN INDIAN ARMY PUBLICATION March 2019 SAPTA SHAKTI COMMAND FOREVER VICTORIOUS OP THUNDERBOLT (op viJAY 1999) Captain Haneef Uddin, Vir Chakra, 11 Rajputana Rifl es Operation THUNDERBOLT was launched in June 1999 in the Siachen Sector as part of Operation VIJAY. As was the case in Kargil, Dras and Batalik Sectors, Pakistan occupied unheld heights on the Sangarh Ridge with an aim to alter the Line of Control and threaten Turtuk Sector. A company of 11 RAJ RIF was deployed in Operation THUNDERBOLT at an altitude of 18,000 feet in the Turtuk region. Th eir mission was to capture a position in the region which would facilitate the Army to monitor the movements of the enemy troops better. Captain Haneef Uddin volunteered to lead the special mission patrol consisting of one Junior Commissioned Offi cer and three other ranks. Th e party made valiant endeavours to occupy the position on night of 04 and 05 June 1999. On 06 June 1999, advancing in sub-zero temperatures along the razor sharp edge from the South-Westerly direction, the party came as close as 200 meters of the position when it was fi red upon. Captain Haneef Uddin and two other ranks received the brunt of fi re. Inspite of the grave injury, Captain Haneef Uddin, without caring for his personal safety, took position and started fi ring to pin down the enemy to extricate his team members. In the ensuing fi ring from both sides, Captain Haneef Uddin was further hit by enemy artillery and small arms fi re. -

Press Release (Kochi) - 30 Apr 12 INDIAN NAVY BOLSTERS PRESENCE IN L & M ISLANDS: INS DWEEPRAKSHAK COMMISSIONED ON KAVARATTI Vice Admiral KN Sushil inspecting the Guard of Honour INS Dweeprakshak, the latest Naval Base of Indian Navy was commissioned at Kavaratti in the Lakshadweep archipelago on 30 Apr 12 by Vice Admiral KN Sushil, Flag Officer Commanding in Chief Southern Naval Command. The event marks an important mile stone in the Navy’s resolve to incrementally augment the security infrastructure at the strategically important Lakshadweep Islands. The commissioning ceremony was marked by grandeur and solemnity befitting the occasion. A 50 men Guard was paraded in honour of the Commander in Chief on arrival. The ceremony of naming the establishment was performed by Smt Sunitha Ismail, Chairperson State Social Welfare Board. Thereafter, Captain SM Hanchinal, Commanding Officer, read out the Commissioning Warrant and of the Naval Ensign was hoisted as the Southern Naval Command band played the National Anthem. Stating that “Lakshadweep islands form the maritime frontiers of our country on the Western side” Vice Admiral KN Sushil noted that the commissioning of a full fledged Naval Base was another milestone in the commitment of the Indian Navy to maintain effective coastal surveillance and defence capability. The Admiral also complimented the crew of the INS Dweeprakshak and exhorted them to do their utmost in the discharge of their responsibilities. He also informed the gathering that radar stations and other surveillance measures were in place for shipping traffic monitoring and intelligence gathering. Indian Navy has been operating a detachment at Kavaratti since early eighties. -

Current Affairs in Defence Category Lakshya-1, successfully Test Fired by India As part of a routine trial, India successfully test fired indigenously developed micro-light pilot- less target aircraft 'Lakshya-1' from the Integrated Test Range (ITR) image at Chandipur near Balasore in Odisha. Lakshya-1 has been developed by India's Aeronautic Development Establishment (ADE), Bangalore. Lakshya is a sub-sonic, re-usable aerial target system. It is remote controlled from the ground and is designed to impart training to both air borne and air defence pilots. Lakshya-1 is fitted with an advanced digitally controlled engine. Since 2000, Lakshya has been inducted into the Indian Air Force. On Januray 2012, a successful trial of Lakshya was conducted Lakshya-2 was successfully test flown on January 25 and 27 last. 'Jointness' in the Armed Forces
‘Jointness’ in the Armed Forces: An Assessment P K Chakravorty Introduction Jointness is a military term, as explained by the Collins Dictionary, which refers to “the cooperation and integration of different branches of the military”.1 India has the fourth largest military in the world and each operates independently. The cooperation among the three Services is according to the priorities as visualised by each Service, with coordination by the Ministry of Defence (MoD). In April 2017, the three Service Chiefs released the latest Joint Doctrine for the Indian armed forces.2 It is important to note that the first doctrine was written in 2006 and was a classified version which was not released to the public. The current document has very little depth and would not be able to integrate the various branches of the Indian armed forces. There would be no joint response to a military situation. Currently, there are more than 32 countries with joint Services set-ups.3 Issues regarding jointness have been discussed in India right from the time of independence. As is reported, the last Viceroy, Lord Mountbatten was keen to appoint a Chief of Defence Staff and repeatedly argued for a Joint Staff. At that point of time, there was resistance from the political leaders and the bureaucratic class who were fearful of an empowered military.
