Catalogue Cite Sept Dec Final Digital 0.Pdf االفتتاحية تحــت ســامي إشــراف رئيــس الجمهوريــة "محمــد الباجــي قائــد السبســي" وبحضــور رئيــس الحكومــة "يوســف الشــاهد"، تــم افتتــاح مدينــة الثقافــة يــوم اﻷربعــاء 21 مــارس 2018. حــدث كبيــر فتــح طريــق اﻹبــداع علــى مــدى ســنة كاملــة مــن التظاهــرات الثقافيــة المتنوعــة التــي تســتوحي مضامينهــا مــن مرجعياتنــا الثقافيــة الثريــة، منفتحــة علــى الثقافــات اﻷخــرى مــن مختلــف أنحــاء العالــم فــي حــوار ﻻ ينقطــع مــع اﻵخــر فــي ســنتها اﻷولــى، فرضــت مدينــة الثقافــة نفســها فضــاء لتﻻقــي اﻷفــكار والتجــارب الفنيــة المتفــردة، حيــث نعيــش ديناميكيــة وجدليــة فكريــة وﻻدة تثــري المشــهد الثقافــي الوطنــي بتصــورات مبتكــرة فــي انســجام مــع العصــر فتحــت مدينــة الثقافــة، قطــب اﻷقطــاب، أبوابهــا لجميــع التعبيــرات الفنيــة والثقافيــة، ولجميــع المبدعيــن. فهــي المدينــة التــي ﻻ تقصــي أحــدا، تعطــي مكانــة هامــة فــي اختياراتهــا وبرمجتهــا للمبدعيــن الشــبان وللجهــات فــي منــاخ مــن العدالــة والمســاواة وتاكيــد للحــق فــي الثقافــة ،مثــل تظاهــرة "أيــام الجهــات: مــدن الفنــون فــي مدينــة الثقافــة" التــي تحتفــي بالكثيــر مــن الفخــر بالجهــات وبموروثهــا الثقافــي والحضــاري ومخزونهــا الفكــري الــذي يختصــر ثــراء التــراث الوطنــي وتنوعــه "قطــب اﻷقطــاب" منصــة لتثميــن الثقافــة الوطنيــة، عبــر تنظيــم العديــد مــن التظاهــرات الجديــدة التــي تهــدف إلــى ترويــج الفكــر التونســي فــي تعــدده وضمــان إشــعاعه، وفــي هــذا البــاب تــم إطــﻻق المعــرض الوطنــي للكتــاب التونســي بقــرار مــن رئيــس الحكومــة "يوســف الشــاهد" فــي إطــار اﻻحتفــال بســنة 2018 ســنة الكتــاب. وقد أثبــت هــذا المعــرض أن الكتــاب التونســي بخيــر ولــه جمهــوره، وكان فرصــة للمهنييــن للتفكيــر فــي آفــاق توزيعــه، وفــي حقــوق المؤلفيــن وفــي الكثيــر مــن اﻹشــكاليات اﻷخــرى، فاﻹصــﻻح ﻻ نريــده أن يكــون مســقطا بــل وليــد نقــاش حقيقــي يســاهم فيــه مختلــف الفاعليــن خــﻻل ســنة فقــط، اســتطاعت مدينــة الثقافــة أن تضفــي ديناميكيــة علــى المشــهد الثقافــي وأن تضمــن للتظاهــرات الكبــرى التــي تشــرف عليهــا وزارة الشــؤون الثقافيــة حســن التنظيــم مــن خــﻻل بنيــة تحتيــة عصريــة ، ولكــن مدينــة الثقافــة لــم تكــن فقــط فضــاء للعــروض، بــل هــي أيضــا وقبــل كل شــيء مخبــر حيــث تولــد المشــاريع المبتكــرة وتتطــور مثــل مركــز تونــس الدولــي لﻻقتصــاد الثقافــي الرقمــي، ومخبــر اﻷلعــاب وغيرهمــا... ســنة واحــدة مضــت، ولكــن العمــل مســتمر ﻷن التحديــات كمــا اﻻنتظــارات كبيــرة وملحــة ﻻ تقبــل التأجيــل ادلوتكر دمحم ي نز� ي نااعلدب� وزير الشؤون الثقافية Editorial La Cité de la culture a été inaugurée mercredi 21 mars 2018 sous le haut patronage du Président de la République Mohamed Béji Caid Essebsi et en présence du Président du Gouvernement Youssef Chahed. Ce grand évènement a ouvert la voie à une année faste en manifestations culturelles puisant leur inspiration dans notre référentiel culturel, tout en consacrant le dialogue avec les autres cultures du monde. En moins d’un an, la Cité de la culture s’est imposée comme lieu de convergence des idées, des expériences et des expérimenta- tions artistiques les plus singulières, offrant à voir et à vivre une dynamique de confrontation idéelle féconde dont les retombées ne font qu’enrichir la scène culturelle nationale par des démarches innovantes et toujours en accord avec l’esprit du temps. Pôle de tous les pôles, la Cité de la culture a ouvert ses portes à toutes les expressions culturelles et à tous les créateurs, sans ex- clusive aucune, en accordant aux jeunes créateurs et aux régions une place de choix dans sa programmation, et ce dans un esprit de justice et d’équité. « Les journées des régions : Les Cités des Arts à la Cité de la culture » en sont la parfaite illustration d’autant que cette manifestation a offert l’opportunité aux régions qui y ont pris part d’exposer avec fierté les précieux legs de nos an- cêtres, preuves intangibles de la richesse et de la grande variété de notre patrimoine national. Plateforme de valorisation de notre culture nationale, la Cité de la culture a abrité plusieurs nouvelles manifestations qui ont pour objectif de promouvoir la pensée tunisienne dans sa pluralité et de garantir son rayonnement, à l’instar de la première édition de La Foire Nationale du Livre Tunisien dont la création s’inscrit dans le cadre de la célébration de l’année 2018, Année Nationale du Livre, sur décision de Monsieur Youssef Chahed, Président du Gouvernement. Cette Foire a permis de constater que le livre tu- nisien se porte bien et possède un grand public, comme elle a offert l’opportunité aux professionnels du livre de réfléchir sur les réseaux de distribution, les droits d’auteurs et autres questions liées à cette industrie. En un an, la Cité de la culture a changé toute la donne culturelle dans le pays en offrant aux plus grandes manifestations culturelles organisées par le Ministère des Affaires Culturelles, de grandes possibilités en matière d’infrastructure et de technologie ce qui leur a garanti un succès certain. Mais la Cité n’aura pas été qu’un espace de présentation de spec- tacles. Elle a été aussi un laboratoire où naissent et se développent les projets les plus innovants à l’instar du Centre International de Tunis pour l’Economie Culturelle Numérique, ou encore le Crea- tive Lab et la liste est longue. Un an déjà, mais l’œuvre ne fait que commencer car les défis comme les exigences sont colossaux. Mohamed Beji Caid Essebsi, President of the Republic and in presence of M. Youssef Chahed Head of the Government, announcing a prosperous year rich in cultural events carrying our cultural identity and opening new gates to communicate with other cultures of the world. In less than a year, the City of Culture has become a prestigious space where ideas, experiences and skills are shared and merged, offering thus a new fruitful dynamic of sharing and competing to enrich the national cultural landscape through innovative ap- proaches. The City of Culture, the Pole of all the poles, has opened its doors to all the cultural expressions and to all the artists, with no exclu- sion, giving to the young creators and to the various regions an important place in its programs, with a spirit of justice and equity. "The Regions Days: The Cities of Arts in the City of Culture", this program, which offered to the regions the opportunity to proudly exhibit the precious legacies of our ancestors, intangible proofs of the richness and variety of our national heritage, is the perfect illustration of the spirit of decentralization adopted by the City. The City of Culture hosted several new events that promoted the Tunisian intellect with its plurality and guaranteed its spread over the world, such as the first session of the National Exhibition of the Tunisian Book, which came as a part of the celebration of the year 2018 as the National Year of the Book, under the supervision of M. Youssef Chahed, Head of the Government. This exhibition reflected the great importance of the Tunisian book and was the concrete proof that it is still attracting a great number of readers, as it also gave the opportunity to the professionals to think about some issues related to the distribution networks, copyrights and others. In only one year, the City of Culture has changed the whole cultu- ral landscape in Tunisia through the very modern infrastructure and technologies that it offered to the various cultural events or- ganized by the Ministry of Cultural Affairs and which guaranteed them a colossal success. But the City is not only a space where shows are performed, it re- presents also a laboratory where the most innovative projects are born and developed, such as the “Tunis International Center for Digital Cultural Economy”, “The Creative Lab” and others. Already one year and work has just begun, but also challenges are still lying ahead. Not only a rapid expansion of the contemporary art market and a growing interest of international art experts and dealers for the artistic creativity in the Arab region can be observed, but also, more profoundly, the development of an independent cultural sector. In a political context, which remains very difficult in most of the Arab countries, a new generation of internationally connected cultural players has managed to open independent spaces for contemporary artistic creation throughout the whole region, and to create the first frameworks and tools for cultural leadership and management. These changes cannot remain without impact on governments’ role and accountability in cultural life; and these cultural actors will start questioning public cultural policies more loudly. Unlike what many in the “West” probably think, cultural policies do indeed exist in the Arab world. In most of the Arab countries Ministries of Culture were established in the 1950s and 1960s, earlier than in several of their European neighbours. This does not mean, however, that these ministries and their sometimes prolific administration produce consistent cultural strategies. Generally speaking, there is very little or no transparency about decision making mechanisms, and very little or no consultation about needs and priorities. There is an evident lack of public information and public debate with a free exchange of arguments.
