On the Construction of a Social Problem: British Colurnbian Kewspaper Coverage of !$issing Chi1 dren , 1981-1591 / Author: - i / (signature)' Few issues have generated the level of public concern that was devoted to the missing children stlciaf problem during the decade kiween 1981 and 1991. This thesis examines the construction of this social problem through a content analysis and quditative documentary review of the Vancouver Sun and Province coverage of missing children cases over this eleven year period, with particular attention being paid to the effects of interest groups and their claims-making activities on the rise, fall, and eventual reemergence of the issue in both media and public discourse. This exploration of trends and transformations in missing children problem construction is informed by a model of argumentation first developed by Stephen Toulmin. Through a decomposition of textual constructions into their component parts, it becomes possible to examine both the sociocultural and factual aspects of social problems with which these arguments are linked, and to locate the grounds, warrants and claims that empower media narratives and establish reader interest. An application of these procedures to 338 assembled newspaper items on missing children in British Columbia revealed the importance of specific stranger abduction cases in generating sustained coverage. Against the backdrop of the 1981 Clifford Olson murders, dong with a number of high-profile child abductions occurring during the early l980s, strong elements of endangerment and concern emerged which came to infuse media depictions of subsequent disappearances. Yet by the late 1980s, the frequency of missing children articles began to diminish and content shifted towards abductions by parents and friends, as feelings of heat subsided, and as it beeme apparent that strmger abductions were a rare occurrence and most Enissing children were returning home safely. It was not until the 1991 disappeatance of Michael Dunahee, and his depiction in the media as an abducted chila that the issue once again attracted widespread interest. €herd, h.rorr& Gs exp!0:'2?ion of treads in the media coverage of missing &Urea czss over a eleven-year period in British Columbia, this thesis demonstrates the potential fur combining constructionist methodologies with structural analyses of print media text, for the purpose of analyzing the content, patterns and form of social problem arguments in the public culture. Formed in 1993 by the Canadian Police Association, the Centre has literally helped hundreds of victims of crime. The Centre has made dozens of presentations to both the Commons Justice Committee and the Senate Justice Committee on issues that affect victims of crime and potential victims of crime. Lifelong incarceration, defined as a criminal sentence which forecloses hope of prospective release from its outset, is a new sentencing option in Canada, only possible after legislative amendments enacted in 2011. Sentencing for murder in Canada is examined from a historical and comparative point of view to contextualize the issue of lifelong incarceration. An interdisciplinary approach is also used, drawing on the field of psychology to explore the meaning and importance of hope. I argue that all sentences in Canada should leave an offender with hope of prospective release. My argument situates hope within the principles of sentencing law codified in s. 718 of the Criminal Code as well as the Charter of Rights and Freedoms.

He was arrested 94 times for crimes, such as fraud, armed robbery, sexual assault, 1957-1981 17-41 firearms offenses, and burglary. At 41 years old, he had spent only 4 years of his adult life as a free man. 1957-1968 17-28 He escaped from prison 7 times. 1959 19 He was eligible for parole, but it was revoked. 1972 32 He was eligible for parole again, and it was revoked again. 1974 34 He sexually attacked a 17-year-old inmate repeatedly. 1978 38 While briefly out of prison, he assaulted a 7-year-old girl. While back in prison, he was moved to the Super Maximum Unit, where he met 1978 38 child-killer Gary Francis Marcoux. 1980 40 He was released from prison and soon met Joan Hale. 11/17/80 40 Olson killed 12-year-old Christine Anne Weller. Weller’s body was found.

As Parliament reconvenes on Monday, after its leisurely summer holiday, one of the issues landing on the PM's desk is a letter from serial killer Clifford Olson. Olson has sent his Old Age Security cheque of $1,169.47 for May, and endorsed it to "The Hon. Stephen Joseph Harper ... for your nexts (sic) election Mr. Prime Columnist Peter Worthington holds up an Minister."
