    23. Baltic perspectives on the European Security and Defence Policy Elzbieta Tromer I. Introduction Given the choice between the North Atlantic Treaty Organization and the Euro- pean Security and Defence Policy as providers of their national security, the Baltic states—Estonia, Latvia and Lithuania—look to the USA. One reason is their perception of Russia as a source of instability. Another is their lack of con- fidence in the ability of the ESDP to deal with present-day threats. Although these three states are eager to be ‘normal’ members of the European Union and thus to join in its initiatives, their enthusiasm for the EU’s development of its own military muscle is lukewarm. An EU with some military capability but without the USA’s military strength and leadership holds little promise for them. Since the ESDP vehicle is already on the move, the Baltic states see their main function as ensuring coordination between the ESDP and NATO. Estonia, Latvia and Lithuania want to be ‘Atlanticists from within the ESDP’.1 The Baltic states see themselves as exposed to challenges similar to those confronting the Nordic countries: notably the challenge of the new transatlantic dynamic, which makes it almost impossible to avoid taking sides between the US and Europe on an increasing range of global and specific issues. Being torn in this way is bound to be especially painful for Scandinavian [and Baltic] societies which have strong ties of history, culture and values with both sides of the Atlantic, and which in strategic terms are relatively dependent both on American military and European economic strength.2 The Nordic countries are seen by the Baltic states as allies in this context.

    Russia and Asia The Emerging Security Agenda Stockholm International Peace Research Institute SIPRI is an independent international institute for research into problems of peace and conflict, especially those of arms control and disarmament. It was established in 1966 to commemorate Sweden’s 150 years of unbroken peace. The Institute is financed mainly by the Swedish Parliament. The staff and the Governing Board are international. Leurs mœurs se rapprochaient vraisemblablement beaucoup de celles des Négrilles qui existent encore à l’heure actuelle et sans doute parlaient-ils, comme ceux-ci, des langues mi-isolantes mi-agglutinantes caractérisées, au point de vue phonétique, par le phénomène des « clics 1 » et par l’emploi des tons musicaux. Les grands arbres des forêts, les grottes des montagnes, des abris sous roche, des huttes de branchages ou d’écorces, des ha- bitations lacustres construites sur pilotis devaient leur servir, selon les régions, de résidences plus ou moins temporaires. Peut-être s’adonnaient-ils à l’industrie de la pierre taillée ou po- lie et convient-il de leur attribuer les haches, les pointes de flèche, les grattoirs et les nombreux instruments en pierre que l’on trouve un peu partout dans l’Afrique noire contemporaine et que les Nègres actuels, qui en ignorent la provenance, consi- dèrent comme des pierres tombées du ciel et comme les traces matérielles laissées par la foudre.

Summary Is gender equality at stake in the European context of crisis and austerity measures? This was the leading question of our exchange, to which we have tried to respond by interviewing a wide range of experts in two countries – Austria and Portugal –, similar in population and size, but different on economic and social living conditions. Austria and Portugal are, at the same time, far away and so close. Apart all the differences, we have discovered something (unfortunately) in common: gender inequality is a reality at all levels. The dimension and extent of this finding are shocking. In Austria and Portugal, women are discriminated in several domains: they receive less money for the same job, they are accepted in less social valued jobs, they have difficulties on coming to the labour market after having children, they are more subject to precarious work (Portugal) and part-time work (Austria), they are the main doers of unpaid housework, they are the ones taking care of children, elderly, disabled people. Gender equality is suffering from the crisis, but was already not in a good shape before 2009. The structural problem may have worsened, but what is still lacking, in times of crisis or prosperity, is a structural change. Gender equality takes more than money and social protection, it requires a mindset reset.
