To portion out the lands amongst the militia, General Drummond, the administrator of the province (1815), was constrained to have recourse to the officials of a department in which enormous abuses existed. The lands were divided up between favourites. So much territory had been given away that Drummond informed the minister that there was no more room on the River St. Francis for the establishment of the immigrants and the discharged soldiers. Every one had pounced down upon that immense pasture ground. From 1793 to 1811, over three million acres had been granted to a couple of hundred privileged applicants. Some of them secured as much as sixty to eighty thousand acres as, for example, Governor Milnes, who took nearly seventy thousand as his share. These people had no intention of ever improving the land by clearing it of the forest. As it cost them nothing, they purposed leaving the same in a wild state until such time as the development of the neigh- bourhood by colonization would increase the value of the whole. Another vexatious land question arose out of the vast domains granted by the King of France to the so-called seigneurs which were intended, by the letter and spirit of the grants themselves, to be given to the settlers whenever they wished for them. Large tracts of these still remained unoc- cupied and the seigneurs had often expressed the desire to get them as their own property in free and common socage, whilst the country people main- tained that they were to be kept en seigneurie according to the intention of the sovereign who first granted them. -

P. G. Skidmore Canadian Canals to 1848 In the 1820s and 1830s canal fever struck Canada. The disease was not fatal, although it appeared to be at some stages; it left its victim weakened, scarred, deficient in strength to resist a similar disease soon to come-railroad fever. This paper will present a history ofthat canal fever, detailing the clinical symptoms, the probable source of conta gion, the effects of the fever, and the aftereffects. In more typically historical terms, the causes of the canal building boom will be explored. Three important canals will be described in detail, including their route, construction difficulties and triumphs, the personnel involved, the financial practices used, the political machinations sur rounding their progress, and the canals' effects. In the latter category, there are matters of fact, such as toll revenues, tonnage records, and changes in economic or demographic patterns; and there are matters of judgment, such as the effects of canals on capital investment in Canada, on Montreal's commercial prosperity, on political discontent in Upper Canada, and on esprit de corps. Passing mention will be made of several minor canal projects, aborted or completed. The essay will present a summary of canal building to 1848. By that year, the St. Lawrence canal system was essentially finished, and the Rideau Waterway and Canal were operative. There was an adequate nine-foot waterway for steamers and sailboats from the lower St. Lawrence to the American locks at Sault Sainte Marie. Inland trans portation costs had decreased and Montreal was expected to survive as a significant trading entrepot for the West. -

CHAPTER ONE The Montréal Harbourfront: A History The City and the St. Lawrence – Analysis of Development Issues and Potential Introduction The story of Montréal's old harbour is at the heart of much of Canada's economic, political and social his- tory, and can consequently be considered of national significance. It is a story rooted in its geography, which combines three features highly conducive to the development of a dynamic port. First, the area forms a natural harbour- an essential precondition for the settlement of New France during the 17th century, when rivers were the only important links to the outside world. It is also situated at the confluence of three major waterways offering access to the interior of the North American continent (the 8 St. Lawrence, Ottawa and Richelieu rivers). Finally, the harbour is located at the western boundary of the navigable section of the St. Lawrence. Since navigation was hampered by the Lachine Rapids, it was for a significant time an obligatory stopping point, as well as a hub for the exploration and development of the hinterland. Birthplace of the modern port of Montréal (today North America's largest inland fresh- water port), the old harbourfront is also, more broadly, the cradle of Montréal and its surroundings. As language is considered to be the most important aspect of a culture, so the problem narrowed itself into an examination of how the English language was kept alive in a period marked by the dearth of English-speaking schools to teach English. The reason for the survival of the English language in a land where French was the native tongue was due to the educa• tional influences named in the Introduction. -

He has published numerous articles on Kingston architects, Including George Browne, Thomas Rogers, William Newlands. and Francis Sullivan eorge Browne died in Montreal on 1 His publications also include books and a1·ticles on GNovember 19, 1885. Having been English ba1·oque artists and architects, such as born in Belfast, Northern Ireland, on No vember 5,1811, 2 he is said to have been Van Dyck, Kneller, Gibbons, and Wren. the son of an architect of the same name, but no trace of either has been found in Ireland. Indeed nothing is known about George Browne from his birth to his arrival in Quebec City in 1830, but we need not doubt his Irish birth since it is stated in two independent sources. However, he might have been taken from Ireland at a tender age. Only Browne's Canadian buildings demonstrate an Irish architectural background. There has been a great spate of publica tions on Irish architecture over the last decades, among which are the writings of Irish architectural historians Mark Bence Janes, Maurice Craig, the Knight of Glin, Edward McParland, Alistair Rowan, and others. But Irish architecture is insepara bly linked to that of Great Britain. Hence there have been important contributions from British architectural historians, no tably the present and past doyens of that field, Sir Howard Colvin and the late Sir John Summerson.
