EOSC Association List of Provisional Members and Observers EOSC Association List of provisional Members and Observers CONTEXT On October 28, the non-statutory Board decided on provisional acceptance of new Members and Observers to be ratified during the First (constitutional) General Assembly. Part of the decision was to provisionally accept three (3) members and three (3) observers subject to certain conditions, which were duly communicated to the interested organisations. The decision also established November 20 as a deadline for meeting these conditions, as well as for countries to nominate their mandated organisations. This document is structured as follows: a. Update on the organizations that were granted the status of “provisional Members subject to conditions” b. Update on the organizations based in the UK that were granted the status of “provisional Observers subject to their acceptance to this status change” c. Final list of provisional members, updated according to point (a) above d. Final list of provisional observers, updated according to point (b) above e. Final list of provisional members nominated as mandated organisations f. General statistics: (i) number of organisations by type of membership (full members, including those designated as mandated organizations, and observers); and (ii) by main category. g. Correction of a material error a. Update on the organizations that were granted the status of “provisional Members subject to conditions” Three (3) organizations were granted the status of provisional Members subject to the condition that they sent an unconditional and formal letter of interest aligned with the requirements listed in the Statutes and signed by their legal representative no later than 23:59 local Brussels time on 20 November 2020. If this was not received, then they would not be considered for admission during the first (constitutional) General Assembly. Page 1 of 13 All three of them, European Molecular Biology Laboratory – EMBL (international organization based in Germany), National Research Institute for Agriculture, Food and Environment – INRAE (France) and Entidad pública empresarial Red.es (Spain) have sent them in due time and therefore have become “provisional Members”. b. Update on the organizations based in the UK that were granted the status of “provisional Observers subject to their acceptance to this status change” Three (3) organizations based in the UK, which had applied to become members, were granted the status of provisional Observers, subject to their acceptance of this status change no later than 23:59 local Brussels time on 20 November 2020. If this was not received, then they would not be considered for admission during the first (constitutional) General Assembly. All three of them, Digital Science & Research Solutions Ltd. (DSRSL), Instruct Integrated Structural Biology Infrastructure in Europe (Instruct-ERIC) and Jisc LBG (Jisc) have accepted this status change in due time and therefore have become “provisional Observers”. c. Most of them are related to Earth Sciences disciplines, offering courses on geology, hydrogeology, geophysics, geochemistry, earth resources and rock mechanics where geothermal applications are explicitly referred in the programs of the courses. Also Engineering Departments provide education with reference to power production, H&C plant design and renewable energy technologies. Economics Departments offer courses that are mainly focused on social and economic aspects related to energy, in particular to renewables. Most of these Universities actively participate to geothermal research activities, both national and international, and provide BSc’s, MSc’s and PhD’s theses and training. Some Universities give the possibility to activate courses on geothermal resources upon request. The Universities listed below offer courses/laboratory that are entirely dedicated to geothermal energy: • University of Bari: http://www.uniba.it The University of Bari offers a master’s degree in Geology with courses covering basic principles of geophysical exploration related to geothermal resources. It is also available a laboratory fully dedicated to geothermal measurements.     MAPPING EXCELLENCE IN NATIONAL RESEARCH SYSTEMS: THE CASE OF ITALY1 GIOVANNI ABRAMO Laboratory for Studies of Research and Technology Transfer, Dept of Management, School of Engineering, University of Rome “Tor Vergata” – Italy and Italian Research Council CIRIACO ANDREA D’ANGELO, FLAVIA DI COSTA Laboratory for Studies of Research and Technology Transfer, Dept of Management, School of Engineering, University of Rome “Tor Vergata” - Italy The study of the concept of “scientific excellence” and the methods for its measurement and evaluation is taking on increasing importance in the development of research policies in many nations. However, scientific excellence results as difficult to define in both conceptual and operational terms, because of its multi-dimensional and highly complex character. The literature on the theme is limited to few studies of an almost pioneering character. This work intends to contribute to the state of the art by exploring a bibliometric methodology which is effective, simple and inexpensive, and which further identifies “excellent” centers of research by beginning from excellence of the individual researchers affiliated with such centers. The study concentrates on the specific case of public research organizations in Italy, analyzing 109 scientific categories of research in the so called “hard” sciences and identifying 157 centers of excellence operating in 60 of these categories. The findings from this first application of the methodology should be considered exploratory and indicative. With a longer period of observation and the addition of further measurements, making the methodology more robust, it can be extended and adapted to a variety of national and supranational contexts, aiding with policy decisions at various levels.
