Modi, Social Media, and Competitive Electoral Populism in India
International Journal of Communication 11(2017), 4158–4180 1932–8036/20170005 Fragile Hegemony: Modi, Social Media, and Competitive Electoral Populism in India SUBIR SINHA1 School of Oriental and African Studies, London, UK Direct and unmediated communication between the leader and the people defines and constitutes populism. I examine how social media, and communicative practices typical to it, function as sites and modes for constituting competing models of the leader, the people, and their relationship in contemporary Indian politics. Social media was mobilized for creating a parliamentary majority for Narendra Modi, who dominated this terrain and whose campaign mastered the use of different platforms to access and enroll diverse social groups into a winning coalition behind his claims to a “developmental sovereignty” ratified by “the people.” Following his victory, other parties and political formations have established substantial presence on these platforms. I examine emerging strategies of using social media to criticize and satirize Modi and offering alternative leader-people relations, thus democratizing social media. Practices of critique and its dissemination suggest the outlines of possible “counterpeople” available for enrollment in populism’s future forms. I conclude with remarks about the connection between activated citizens on social media and the fragility of hegemony in the domain of politics more generally. The Hindu Centre's Senior Fellow Vidya Subrahmaniam, who as a correspondent with The Hindu followed Kejriwal's public life between 2006 and 2014, traces his rise from activism to political stardom. In the immediate afterglow of the Assembly election, everyone seemed to be smiling in Delhi. A friend out on his morning walk found strangers congratulating him on the Aam Aadmi Party’s (AAP’s) superhero-sized victory. He returned the compliment, aware that like him, they were ordinary citizens basking in the reflected glory of Arvind Kejriwal’s brilliantly executed electoral coup. As results poured in, television anchors, across channels, briefly forgot to be officious. The incorrigibly rude Arnab Goswami attempted poetry and watched bemusedly as the Bharatiya Janata Party (BJP) spokesperson and his counterpart in the AAP warred and sparred in shayari (Urdu poetry). Visuals suggested a carnival-like mood on the streets. Delhi did not erupt in such sheer joy even when the BJP’s Narendra Modi broke a 30-year jinx to win a majority in the 2014 Lok Sabha election. The emotional, spontaneous response was reminiscent of 1977, when the all-new Janata Party unseated Indira Gandhi after the Emergency. The AAP’s victory was the sweeter for having come in the most exacting circumstances. Kejriwal had ceased to be Kejriwal since quitting as Delhi’s Chief Minister in February 2014 — after only 49 days in office. -

With a mix of “feel good” messages, shout-outs to other celebrities, and well-timed ritualized responses, as well as a careful strategy of “followbacks” for a small selection of his most active followers, Modi has been able to grow his following dramatically especially since 2013. Twitter helps Modi directly reach a significant constituency of listeners, and use it as a channel to talk to the main stream media. In addition, the very appearance of his using social media effectively is in itself valuable in reshaping his public image as a technology-savvy leader, aligned with the aspirations of a new Indian modernity.
