PROFILE OF PMPML

4.1 Introduction

Pune and -C'hinchwad are twin cities in which PMPML buses are operating.

These are historical cities where various communities hve harmoniously together since many years. The 11' parks and the auto components hubs are established in the part o f these cities.The industrial development o f and Pimpri- and its environs covers a span of last sixty years. The Pune Region has come into existence on 7th July 1967 and contains four prominent industrial growth areas. The north west o f the city comprising Chinchwad and its environs, the eastern part o f the city comprising lladpsar. Loni-kalbhor and Mundhwa. the north -eastern part comprising lirandwana. road and . Out o f these areas. Chinchw'ad and its environs is most prominent in development of industries in the region. The area contains a number of large, medium and small-scale units.'

In 1916-17 City Development Act was made applicable to Pune and development of the city started slowly. Population also began to increase, due to which difficulties arose in the communication between various parts o f the city. Consequently the idea o f bus services in the city was born.

'Tonga' and bicycles were the main public transport means in Pune prior to bus service. In the year 1940, Pune Nagarpalika decided to start a bus service to cater to the need of all commuters ol'the city. When this news was spread. Tongawalas. who were transporting the commuters, opposed and went on a strike. Tonga owners were against the bus service because it would be the cause o f the end o f their business,

fonga owners took ’morcha' to oppose bus services but their strong efforts of opposition became ineffective as time passed. All citizen of Pune were in favor of bus

service hence ruling congress government of that time passed resolution of starting bus service in Pune at a general meeting. It was agreed that at the beginning bus service will be owned by a private company. Hence Pune Municipality had demanded lenders from private companies for bus service. Only two companies, the Industrial

Service Limited and Silver .lubilee had replied to the offer and submitted their tenders to the Pune Municipality, out of the two tenders Silver .lubilee Company's tender was

73 passed by the Pune Municipality. On 19"’ June 1940 stale government informed the

Pune Municipality that giving permission to city Bus service is not in their jurisdiction but it comes under The Governments Regional I’ransport Department.

Later on the 6‘'’ o f June 19 4 1,the regional Transport Department, after considering the matter o f bus service informed the Pune Municipality that the Silver Jubilee Company was given permission to start bus service in Pune, Gradually, in the year 19 4 1, the

RTO issued permission to Pune Nagarpalika to run the Bus service in the City area and ultimately permission was granted to M/S Silver Jubilee Motor co. by Pune

Nagarpalika to start a Bus service on 2nd June 19 4 1.With this permission from the government, Silver Jubilee company started its bus services in Pune. The shape of the buses was small for the first three years. Only fourteen commuters could sit in the bus. But after 1944 buses which had the capacity to carry 22 commuters came on the roads. Initially only four routes mentioned below were operated and all the buses driven were o f petrol.

1. to Station

2. Swargate to Shivajinagar

3. Lakdi pool to Juna pool gate (Camp)

4. Pune station to Lakadi Pool (Deccan)

The Fare charges were 1-Anna (6 paisa) per mile. But later on it was converted

into Rupees and kilometers in the year 1959.Tea allowance o f 2- Anna’ s i.e. (12

paisa) paid to the staff. In the beginning the bus tickets resembled the tickets o f

Cinema Theater of those days. But these tickets were misused. Hence colored tickets

red. blue, yellow and green costing 1, 2, 3 and 4 ‘aanas' were introduced. In the first 7

to 8 years the total sale o f tickets rose from ? 24.00,000 to 88,00.000 and the

company earned sufficient profit. During this period some drawbacks were identified

in the working of the Silver Jubilee company such as inadequacy of buses, use of only

one door, incorrect seating arrangement, misbehavior with civilians and non

availability of glass for windows due to which water was directly coming in the buses

during rainy season.

In 1948-49 Silver Jubilee Company faced many difficulties in its service.

Due to war prone situation there was lack of petrol and diesel. Similarly the parts of

buses like tiers, tubes also became scare which created difficulties in repair and

74 maintenance of the buses. At the same time workers also started demanding the increase in salary, dearness allowance and other facilities. In this situation the company was permitted only a year permission to run the bus service. Due to all these problems the Silver Jubilee Company informed the government that it had no more interest in the bus service and it will discontinue its bus service from February

1950 onwards, when the period of a year's contract came to an end. The silver Jubliee

Motor CO. informed the (jovernment about their non continuance o f the Bus Service on the expiry o f their permits (i.e.uptol950). By that time, the Pune Nagarpalika was formed into a corporation as Pune Muncipal Corporation which was established on

15th Feb. 1950. Pune Municipality became Pune Municipal Corporation and started its own bus service on 1^‘ March 1950. It was named Pune Municipal fransport

(PMT). At the beginning with a loan o f? 15.00.000, PMT purchased 22 old buses t'rom the Silver Jubilee company and 35 new Sheverlate buses by raising a loan of ?15 lakh. It retained and employed most o f the workers working in Silver Jubilee

Company previously. These buses were running on 14 routes only. Initially, the buses were of small size with a seating capacity of only 14 and no standees were allowed.

Gradually it was converted to 22. In the year 1950- ordinary fare of 5 paisa was charged. Luxury Buses were introduced for site seeing purpose by charging ? 2 per adult and ? I for less than 12 years, as fare, fhen in the year 1960 more buses were added to the fleet bringing the total number of buses to 135. Till 1951, standees were not allowed in the buses, but later on permission was obtained from the Govt, for allowing standees.

The development of Pune and PMT took place simultaneously. In July 1961. the

Panshet and tragedy endangered Pune city and the people residing on the Mula Mutha banks had to be rehabilitated in places away from the river banks."

This lead to development o f settlements away from the main city. After the flood in the year 1961, tremendous growth in development of the city was happened because of availability of transport services. Moreover industrialization, economic growth, sport activities, educational and financial facilities available in Pune urbanization took place at a rapid rate. Gradually the PM l tleet became bigger and bigger as the population increased. Because of increasing demand from the citizen Pimpari-

Chichwad Municipal Transport (PCMT) was formed on 4"’ March 1977.Gradually the number of commuters and buses increased. Before 2007 PMT and PCMT were

75 separate transport undertakings, there was intense competition on starting of new

routes in their respective areas and overlapping of routes where buses of the two

undertakings plied needlessly on some routes. Hence it was decided to merge these

two companies.

On 19 ‘'' October 2007 both the organizations have merged and Pune Mahanagar

Parivahan Mahamandal Ltd. (PMPML) came in to existence. The company was

formed after the state urban development department issued a government resolution

(GR) on April 19, 2007. fhe recommendation for the merger o f the PMT and the

PCMT was made by the Supreme Court-appointed Bhure l.al committee and the

Pune-based Central Institute of Road Transport. The merger came about after many

hurdles including delays in approval of the proposals by the two municipal

corporations. PMPML was formed to reduce unhealthy competition between PMT

and PCMT and to strengthen urban public transport, but instead of positive changes

the situation has worsened.

Pune is considered to be an educational and cultural center of . It is a well known historical place. It is surrounded by forts, rivers, gardens, greeneries, etc.

It is well known for education, a military center. Religious functions, cultural activity, dramas, and movie theaters and so on. now it is becoming l.T. city. B.R.T. city where people like to live and enjoy. It had changed its profile to an industrial city in the late

1970's. The proximity of Pune to and the availability of infrastructure facilities, existences of transport and communication services and also the presences of skilled and unskilled man power attached a large number of industries to this region especially after a ban was imposed on Mumbai's further industrial expansion in 1960.

Rxcept a few major industries which has been set up on the eastern side of Pune city most o f the industries developed around the Pune Mumbai highway north o f Kirkee in the vicinity of Pimpri-Chichwad. The process of migration of people from different parts o f the country as well as from the neighboring areas also continued because of employment opportunities created by rapid industrialization. PMPML has a lion’s share in the development o f Pune. Together with the development o f Pune, certain changes have been introduced in PMPML such as construction of new bus stops, starting of new bus routes and improvement in buses etc.

i’ M PM L is the main public transport organization in Pune and Pimpari-

Chinchwad city. It provides its Bus Service to the citizens o f Pune and plays a vital role in providing affordable and convenient Public Transport Service that helps the

76 people to reach any nook and corner in and around PMC and PCM C area. It is useful for different groups of people lii

PMPML bus facility is available while selecting their houses to settle down. Every effort is made by PM PM L to serve the people and match their goal.

4.2 Authorities of PMPML

The Pune Municipal Corporation (PMC) has 60% share in PMPML and Pmpri-

Chinchwad Municipal Corporation has the remaining 40% share. Both PMC and

PCMC are the ultimate authorities of PMPML. The board of director of PMPML

determines its goals and policies and exercise control on its activities. Board of

PM'f & PCMT was running as per the provisions of Bombay Provincial

Municipal Corporations Act,1949 (BPMC).However provisions of the Companies

Act 1956 are applicable to PMPML.

I) Chairman and Managing Director

i'he Chairman and Managing Director is required to perform functions like policy making, recruitment, selection and training of employees, property development and resource mobilization, developing infrastructure, purchase of chassis, budget and budgetary control, holding periodic performance review meetings, liaison with government and other bodies etc. Reviewing the existing routes, altering them if necessary, attending to the demands and suggestions o f the commuters, surveying and planning new routes, management of the main bus stations and depots, assigning tasks to the stat'f working at the depots, bus-station and buses and deciding their work- schedules are the responsibilities o f the Chairman and Managing Director. The head of all the depots and main bus stations, transport planning and execution officers, transport supervisory staff are accountable to the Chairman and Managing Director.

II) Joint Managing Director

The Joint Managing director is responsible for overall functioning of the company.

He is assisted by I’raffic Manager, chief engineer, civil engineer. Controller of store.

Chief accountant and Finance Officer, chief internal auditor. Administrative Officer.

Labor & Public Relation officer and BRT head.

79 a) Traffic Manager:

Following are the main functions of Traffic Manager:

1. Determining the number of buses on different routes after considering

number o f commuters and starting new routes at\er considering its necessity,

on demand o f commuters.

2. Planning for Bus time table.

3. Overseeing work in relation to pass department.

4. Overseeing activities related to advertisement on buses and premises of PMPMI..

5. To make recommendations to the general manager for granting compensation

if the Buses meet with Accidents.

6. Exercising control over printing of tickets, pay bills and other security stationary.

7. fo control leakage of revenue by planning and assigning duties to checking

staff and to carry out inspection o f operational units.

8. Executing control over all matters in relation to transport. b) Chief Engineer:

Different sub departments such as RTO passing , body filter. gear box . tyre fitter, break down . machine shop , servicing ,painting . welding , cushion etc comes under the department of chief engineer. Following tasks fall under the preview of the Chief

I Engineer.

1. Ensuring efficient use of the bus-vehicles, overall maintenance and upkeep

o f the buses.

2. Overseeing activities related to repairs and maintenance of the buses.

3. hnplementing the regulations of the Pollution laws and Motor Transport Act.

80 4. Exercising control over the Central Workshop as well as the repairs and

maintenance sections of all the depots and main bus stations.

5. Overseeing that there is an adequate supply o f tools and equipments.spare parts,

tires, fuel and related incidental items which are necessary for repairs and

maintenance and monitor their optimum usage.

6. Keep a record of fuel efficiency of the buses.

7. Take measures for maximum fuel efficiency of the vehicles.

8. Make an "age-wise analysis" o f the vehicles.

9. Get the vehicles passed through the RTC) department.

Staff in the Central Workshop, Maintenance Heads and other staff in all the depots

and main bus stations, technicians and technical staff. Stores manager are all

accountable to the Chief Engineer.

c) Civil Engineer:

The responsibility of maintenance and repairs of all PMPML buildings, commercial

complexes, main bus stations, main depots, staff colonies, bus-stops lies with the Civil

Engineer. The Head Office Building and Central Workshop at Swargate. Commercial

Complexes at Swargate. and , six main depots and 18 main bus stations are all looked after and maintained by the Civil Engineer's office.

Following are the important functions of civil engineer:

1. To do all type of construction work of PMPML such as construction of Bus

depot. Bus stops, canteen, water tanks, toilets, urinals.

2. 7'o make provision o f light at bus depot, bus stops, canteen, toilets and urinals.

3. To repair and maintain all type of construction work as well as lighting and

furniture work.

d) Controller of store

He is responsible for purchasing and storing of different types of material as required

by PM PM L and its distribution to the different department as per requirement.

81 Similarly selling scrape material and maintaining all necessary accounting records such as stock register, sales register etc are some of the functions of controller of store. e) Chief Accounts and Finance Officer

He is responsible for the transaction related to financial matters of the company.

He is entrusted with following functions:

1. Determination of required funds.

2. Distribution of funds as per the requirement of different PMPML department.

3. To see that all necessary books of accounts are maintained as per the requirement

o f law.

4. Preparation of financial statements.

5. Providing expert advice to PMPML authority in generation and utilization of

funds. f) Chief Internal auditor

One o f the important functions o f Chief Internal auditor is to ensure that whether the

expenditure of PMPML is in accordance with the budget. His department carefully

checks all the income and expenditure of PMPML including salary sheets,

attendance books, vouchers together with orders issued from time to time. g) Administrative Officer

Functions of administrative officer are

1. Dealing with matters related with personnel such as promotion, transfer, leave

account, settlements etc.

2. Controlling all disciplinary and legal matters relating to human resource

management.

3. Manpower planning, recruitment and selection.

82 4. Identifying training needs for officers, staff and to prepare suitable training

programme schedules.

5. Formulate and observe the implementation of appropriate welfare schemes.

6. Wage and salary administration.

7. Formulating suitable incentive scheme for improving productivity.

8. Supervise sport and other activities, h) Labour and Public relation officer

1. He is responsible for identifying workers routine and long term problems and to see

that how these problems may be solved.

2. Making the workers familiar with the policies and the rules o f administration and

provide other information.

3. Maintaining harmonious industrial relation.

4. Providing various types of information about PMPML under RTl Act to the

applicants.

5. Maintaining good relation between commuters and PMPML.

4.3 Important terms used in the chapter

a) Bus:

A transit mode comprised or rubber-tired passenger vehicles operating on fixed

routes and schedules over roadways. Vehicles are powered by;

Diesel

Gasoline

Batter}- or

Alternative fuel engines contained within the vehicle.

Route means a line of travel which specifies the high-way/road which may be traversed by a motor vehicle between one terminus and another. c) Trip:

Journey from one point to another is called a trip and every return journey is another trip. d) Scheduled Trips:

Total trips planned for operations as per the published time table e) Bus time table:

It is the programme o f operation assigned to a bus and published for the information of the travelling public showing departure and arrival timing at terminal and other important enroute points. f) Depot schedule:

Number o f buses required daily for carrying out the entire scheduled trips assigned to the depot. g) Conductor:

Conductor in relation to stage carriage, means a person engaged in collecting fares from passengers, regulating their entrance into, or exist from the stage carriage and performing such other functions as may be prescribed. h) Driver:

Driver in relation to motor vehicle is the person who acts as a steersman of the motor vehicle. i) Bus Rapid Transit System (BRTS):

It is a high quality, customer oriented bus based transit system that delivers fast, comfortable and low^-cost urban mobility.^

Buses o f PM PM L are running in PMC and PCM C areas and its suburbs.

PMPML have 10 depots in PMC and PCMC area. At present these depots have 1795 working buses out of these 472 are casual contract basis and 1323 are owned by

PMPML. There are 1680 main bus stops and 369 routes covered by PMPML.

86 1. Swargate Depot:

It was established in the year 1983.It is one o f the biggest depot of

PMPML.Swargate is a central area of Pune. It serves as a Major bus stand for Pune. It

serves as BR fS terminal for Katraj - Swargate and Hadapsar - Swargate bus routes. It

is well connected to the city and nearby villages by PM PM L buses.

2. Narvcer Tanaji Wadi (Na.Ta.Wadi) Depot Shivajinagar :

Narveer Tanaji Wadi depot was constructed in Shivajinagar in the year

1967.Shivajinagar is an area in the heart o f Pune city, it is the most important area o f the city as the district court (Pune), Pune Municipal Corporation. College of

Engineering (Pune). Agricultural College (Pune). preparatory military school etc. arc located in this area. The bus stand at Shivajinagar connects the city to destinations in the state o f Maharashtra. Shivajinagar Railway Station is an important station for the suburban railway traffic o f Pune. Resorts like the Pride Hotel and

Ashish Plaza are located in this area. Well known colleges in Pune city such as

I'erguson and Marathwada Mitramandal are also located in this area. Shivajinagar is well connected to the city by local PMPML buses. This area marks the origin of

89 Shivaji road which links this region to Swargate via Slianiwarwada and Jangle

Maharaj road & I’erguson College road which link to Deccan Gymkhana. This area

also has roads like the Ambedkar road (University road) which links Pune Railway

Station area to Pune University and Aundh via Shivajinagar and Mumbai - Pune old

road which links Road to Pune Railway Station area via Shivajinagar, .

Pimpri. Chinchwad, and Nigdi.lt is one of the big Depot ofPlVlPlVlL.

Kothrud was known Kothrud Baag in the era o f the . is the western suburb of the city of Pune. It has seen rapid growth in housing, making it one of the fastest developing suburbs of Pune. K.othrud is now one of the upmarket areas of

Pune, with real estate prices being quite high.Kothrud also saw Pune's t'lrst flyover.

Savarkar flyover at Paud Phata. which connected Karvc Road to Paud Road.Kothrud is serviced by the PM PM L, and has two main bus depots - Kothrud Depot and

4. Katraj Depot:

Katraj is a suburb of Pune and within the jurisdiction of Pune Municipal

Corporation. It lies on the Mumbai - National Highway. It is one o f the southernmost areas of the city.Katraj Tunnels in olden times, the road from Pune to

Satara went over the top o f the hill. A tunnel (the old tunnel) was constructed when two-lane national highway, NH4, was constructed in 1960s. A new tunnel was bored through the hill for widening the highway to four lanes in 2007.The old tunnel is located on . It is used by MSRTC.PMPML buses and other vehicles from

Swargate to south Maharashtra and few travelling in Konkan area and on the return route.The is located on the NH 4, Pune. It is a three-lane tunnel.

The tunnel is 1,338 metre long . This tunnel replaced the Old Katraj Tunnel. The road includes construction o f an entirely new tunnel to bypass the older routes and one o f the tallest viaducts in India (510 meters). Katraj Depot was established in the year

2002.

Hadpsar is an eastern suburb in Pune City. It is alst') well known for two SEZs;

Magarpatta city and Fursungi IT Park (SP Infocity) have given Hadapsar a new direction in IT and ITES. ADP, Sybase, IBM, TCS, Mphasis, Amdocs. Avaya, SAS.

John Deere. Patni, Option One. , Exl. Zs. Aviva. Honeywell, BNY Mellon.

Zensar and Synechron are IT companies based in Hadapsar.lt is also the headquarters

of the Sanmitra Sahakari Bank. Up until 1980 Hadapsar was a small village

surrounded by farms. Many big real estate projects such as " City" and

"Amanora" have come up in the vicinity o f Hadapsar.lt was an Industrial suburb o f

Pune, now has become an integral part. Hadapsar is a part o f Pune Municipal

Corporation & situated in the eastern part o f Pune. Mumbai Hyderabad National

highway runs through Hadapsar. PMPML provides service through Hadpsar Depot in this area, which was constructed in 1990.

Nigadi bus depot is situated near Bhakti-Shakti statues, hence it is called as Bhakti

Shakti Depot.It was established in the year 1994. Nigdi is well connected to Pune City by buses leaving from Nigdi Bus terminal of Pune Mahanagar Parivahan Mahamandal

It consists of the twin towns of Pimpri and Chinchwad which are governed by a common municipal body the Pimpri-Chinchwad Municipal Corporation or PCMC. [t is located to the North-West o f Pune and is well connected to the center o f Pune city via the Old Pune-Mumbai Highway.PMPML provides service in this area through

Saint Tukaram Depot which was constructed in the year 2009.

Summary

PMPML is providing its service since 1941.The development of Pune and PMPML has taken place simultaneously. In this chapter brief history of PMT.PCMT and

PMPML is discussed. Information about administration and management of PMPML

is given. Data about ten PM PM L depots situated in Pune and Pimpri-chinchwad area

is presented. At the end a note on present PM PM L staff, its bus drivers and

conductors, number of buses and routes is given.
