Mama era înnebunită s-o mărite cu un flăcău bogat. Ea nici să audă. Şi-a găsit un tânăr chipeş, pe care l-a aşteptat să facă armata, s-a măritat şi a dus o lungă viaţă fericită, până ce s-a stins în anul 2012. Tânărul nu era bogat, dar hărnicia lor i-a îmbogăţit cu timpul. Despre generalissimul Stalin nu se putea spune atunci că a murit. S-a stins, a plecat de lângă noi, mă rog, expresii elegante. Ţăranii ar fi spus că a crăpat antihristul, nu credeau incă că va veni colhozul lui Stalin şi la noi. Numai bătrânul Feodor Karamazov, amorezat împreună cu Dimitri, fiul lui, de aceeaşi fată frumoasă şi neserioasă, Gruşenka, a strigat la moartea soţiei sale de-o viaţă, în faţa porţii, pe stradă: a crăpat căţeaua! Cred că la fel ar fi strigat şi genialul Tolstoi, dacă soţia lui nu ar fi fost mai tânără cu 15 ani decât el. -

ROMANIA 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Romania is a constitutional republic with a democratic, multiparty parliamentary system. The bicameral parliament consists of the Senate and the Chamber of Deputies, both elected by popular vote. Observers considered presidential elections held on November 10 and 24 and parliamentary elections in 2016 to have been generally free and fair and without significant irregularities. The Ministry of Internal Affairs is responsible for the General Inspectorate of the Romanian Police, the gendarmerie, border police, the General Directorate for Internal Protection (DGPI), and the Directorate General for Anticorruption (DNA). The DGPI has responsibility for intelligence gathering, counterintelligence, and preventing and combatting vulnerabilities and risks that could seriously disrupt public order or target Ministry of Internal Affairs operations. The minister of interior appoints the head of DGPI. The Romanian Intelligence Service (SRI), the domestic security agency, investigates terrorism and national security threats. The president nominates and the parliament confirms the SRI director. Civilian authorities maintained effective control over SRI and the security agencies that reported to the Ministry of Internal Affairs. Significant human rights issues included: police violence against Roma; endemic official corruption; law enforcement authorities condoning violence against women and girls; and abuse against institutionalized persons with disabilities. The judiciary took steps to prosecute and punish officials who committed abuses, but authorities did not have effective mechanisms to do so and delayed proceedings involving alleged police abuse and corruption, with the result that many of the cases ended in acquittals. Observers considered local elections held on September 27 and parliamentary elections held on December 6 to have been generally free and fair and without significant irregularities. The Ministry of Internal Affairs is responsible for the General Inspectorate of the Romanian Police, the gendarmerie, border police, the General Directorate for Internal Protection, and the Directorate General for Anticorruption. The General Directorate for Internal Protection has responsibility for intelligence gathering, counterintelligence, and preventing and combatting vulnerabilities and risks that could seriously disrupt public order or target Ministry of Internal Affairs operations. The minister of interior appoints the head of the directorate. The Romanian Intelligence Service, the domestic security agency, investigates terrorism and national security threats. The president nominates and the parliament confirms the service’s director. Civilian authorities maintained effective control over the intelligence service and the security agencies that reported to the Ministry of Internal Affairs. Members of the security forces committed some abuses. Significant human rights issues included: cases of cruel, inhuman, or degrading treatment or punishment by the government; widespread official corruption; lack of investigation and accountability for violence against women and girls; and crimes of violence targeting institutionalized persons with disabilities and members of ethnic minority groups. The judiciary took steps to prosecute and punish officials who committed abuses, but authorities did not have effective mechanisms to do so and delayed proceedings involving alleged police abuse and corruption, with the result that many of the cases ended in acquittals. -

Atunci, regimurile socialist-totalitare (comuniste) din centrul şi estul continentului s-au pr ăbu şit, rând pe rând. Mai întâi în Polonia, apoi în Ungaria, Germania R ăsăritean ă, Cehoslovacia, Bulgaria, România. D ărâmarea zidului Berlinului, la 9 noiembrie 1989, a marcat începutul reunific ării Europei. Dac ă în celelate state revolu ţia român ă a avut o desf ăş urare pa şnic ă, în România, înl ăturarea regimului Ceau şescu s-a realizat pe cale violent ă, fiind înregistrate peste 1 000 de victime. În acela şi timp, revolu ţia român ă a avut un caracter radical, nemaitrecând printr-o etap ă de glasnosti şi perestroika (reforme ini ţiate de liderul sovietic Mihail Gorbaciov). Abstract. 1989 was a revolutionary year in European history. Then, the socialist- totalitarian regimes (communist) in central and eastern continent collapsed, one by one. First in Poland, then in Hungary, East Germany, Czechoslovakia, Bulgaria, Romania. The demolition of the Berlin Wall in November 9th 1989 marked the beginning of the reunification of Europe. If the other countries in the Romanian revolution was a peaceful way, in Romania, the Ceau şescu regime removal was achieved by violence, with over 1 000 people killed. Meanwhile, the Romanian revolution proceeded radically, without passing through a phase of glasnosti and perestroika (reforms initiated by Soviet leader Mikhail Gorbachev). -

La réponse devrait être, en principe, positive. L’épuisement historique des systèmes politiques inspirés du modèle soviétique ouvrait la porte à des expé- riences politiques qui se réclamaient toutes d’une nature radicalement différente, même si cette nature était au début imparfaitement et incomplètement actualisée par les régimes dites de transition. La question n’a d’historique que l’apparence. En revanche, elle cherche à inter- roger les ressorts d’intelligibilité du politique de l’après communisme. En effet, quinze ans après la chute du communisme, la transition et le postcommunisme sont déjà et presque en totalité évacués du vocabulaire de l’Europe Centrale et Orientale, tandis que l’expression même d’«Europe Centrale et Orientale», por- teuse d’une généalogie politique pesante, s’est effacée au profit de celle d’«Eu- rope», strictement ordonnée au présent et à l’avenir. -
