Dorin Tudoran Spovedania unui pamfletar* Au trecut opt ani de c`nd am publicat Kakistocra]ia, timp `n care prezen]a mea `n paginile publica]iilor din România a fost undeva `ntre discre]ie [i `nt`mplare. Totu[i, num\rul paginilor de care m-am `nvrednicit bate mia. Un alt paradox al tranzi]iei, `mi zic. Poate c\ merit\, `mi mai spun, a str`nge `ntre coper]ile unor c\r]i m\car unele din paginile destinate altfel colec]iei de praf care a `nlocuit dup\ 1989 colec]iile de publica]ii. Volumul de fa]\ reune[te texte ap\rute `ntre 2002 [i 2005 `n Adev\rul, Adev\rul literar [i artistic, Cotidianul, Cuv`ntul libert\]ii, Evenimentul zilei, Jurnalul Na]ional [i România liber\. La nivelul `ntregului volum, ordinii strict cronologice i-am preferat gruparea paginilor `n nou\ capitole. Cuprinsul fiec\rui capitol `ncearc\ s\ respecte pe c`t de strict posibil ordinea cronologic\. Excep]ie fac situa- ]iile `n care, spre a ajuta cititorul s\ urm\reasc\ des- f\[urarea unor argumente [i contraargumente, am atentat la prerogativele cronologiei `ncerc`nd s\ scot la lumin\ ordinea interioar\ a `nt`mpl\rilor de h`rtie. * Opiniile exprimate `n textele incluse `n acest volum apar]in `n exclusivitate autorului lor. Ele nu implic\ sub nici o form\ institu]ia `n cadrul c\reia autorul `[i desf\[oar\ activitatea profesional\ ori revista pe care o conduce. 5 Dorin Tudoran Cu excep]ia c`torva situa]ii `n care afirma]iile ini]iale s-au dovedit cel pu]in imprecise, iar altele au devenit aproape irelevante pentru cititorul anului 2006, nu am f\cut textelor dec`t serviciul de `ntre]inere pe care se cuvine s\ `l presteze oricare autor c`nd e vorba de texte de o anumit\ v`rst\. Ini]ial am dorit s\ elimin c`teva dintre textele prea polemice, fiindc\, `n realitate, pre]uiesc foarte mult unele victime ale acelor tu[e. ~ns\, cum regret doar excesul pamfletar, nu [i faptul c\ am scris acele texte, p`n\ la urm\ le-am p\strat. Intelectuali ca dna Zoe Petre ori dnii Andrei Cornea [i Adrian Cioroianu s`nt profesioni[ti pe care `i respect. Ce s\ mai spun de dl Andrei Ple[u? Cu c`t m\ enerveaz\ mai mult, cu at`t `l iubesc mai tare. ~n cazul politicienilor, `n]elegerea mea pentru dificul- t\]ile de care s`nt `nconjura]i este mai mare dec`t transmit textele ce le s`nt dedicate. M\ g`ndesc la oameni ca domnii Emil Constantinescu [i Traian B\sescu. Numai c\, a[a cum scriam c`ndva `n leg\tur\ cu cel dint`i, preaplinul simpatiei, `ncrederii [i spe- ran]ei s-a transformat `n preaplinul repudierii. M\ `ncumet s\ cred c\ este o reac]ie colectiv\. Dar ea pare mai individual\ dec`t este, atunci c`nd e `mbr\- cat\ `n cuvintele unui pamflet. Mecanismul pamfle- tului este excesul [i, din nefericire, `n multe situa]ii, figurile politichiei române[ti par a nu merita mai mult dec`t un pamflet eterna rela]ie dintre cauz\ [i efect. Dac\, a[a cum s-a scris, s`nt cumva un moralist dublat de un fizionomist, trebuie s\ adaug c\ e vorba de unul nefericit. ~mi pas\ infinit mai mult de ceea ce mi se pare a nu fi bine `n ce fac oamenii pe care `i pre]uiesc, dec`t m\ s`c`ie derbedel`cul `n care tr\iesc ipochimene de la care nu ne putem a[tepta la nimic 6 Absurdistan bun. De aici [i impresia fals\ c\ a[ fi mai nedrept cu cei de bine, dec`t cu cei de r\u. Dl Eugen Simion crede c\ Dorin Tudoran este un excelent pamfletar politic [i, ca orice pamfletar, exa- gereaz\, `ngroa[\ liniile, mi[c\ fotografiile, `n fine, nedrept\]e[te. (...) Are memorie bun\ [i are verbul ustur\tor, r\u t\v\lit vorba lui Arghezi prin sticl\ pisat\. Atac\, deopotriv\, dreapta [i st`nga sau, mai exact, indivizi de dreapta [i de st`nga, nu pentru ideo- logia lor, ci pentru moravurile lor politice [i, desigur, pentru desele lor schimb\ri la fa]\. Adev\rat deseori, nedrept\]esc. Dar nu o fac spre a m\ `ndrept\]i pe mine. Dl Mircea Mih\ie[ nu se `n[eal\ scriind c\ ceea ce nu poate ierta Dorin Tudoran s`nt tic\lo[ia [i t`m- penia, dar m\ sperie g`ndul c\ ar putea avea drep- tate c`nd continu\: Lec]iile sale de etic\ s`nt lec]ii pe viu, f\r\ anestezie, f\cute sub presiunea urgen]ei nu are importan]\ dac\ pacientul se `nt`mpl\ s\ moar\ pe masa de opera]ie: important e c\ moare dup\ ce i s-a pus un diagnostic exact. ~mi vine totu[i inima la loc, v\z`nd c\ nu descoper\ cine [tie ce mecanism diabolic `n spatele cruzimii auctoriale: Pa[optismul s\u p\gubos, senin\tatea cu care d\ cu piciorul norocului fac din Dorin Tudoran un personaj fascinant, la care nu [tii ce s\ admiri mai mult: farmecul onestit\]ii sau demnitatea sinu- ciga[\ cu care taie sistematic pun]ile de leg\tur\ cu o lume de fapt ur`t\, ur`t\, ur`t\. Nu e mare lucru de admirat la personajul despre care scrie dl Mih\ie[. Tot ceea ce sper\ autorul acestui volum este s\ se observe c`ndva c\ nu e niciodat\ mai `ng\duitor cu sine dec`t cu cei t\v\li]i prin sticl\ pisat\. C\ asta e suficient spre a fi mai pu]in pedepsit 7 Dorin Tudoran dec`t se pedepse[te de unul singur, habar nu are. {i poate nici nu-i pas\. Spre a preîntîmpina orice acuz\, m\rturisesc c\ asem\- narea titlului acestui volum cu Geboren in Absurdistan (cunoscutul film al lui Houchang Allahyari), Absurdistan (volumul controversatului reporter Eric Campbell) sau cu alte invocari ale absurdit\]ilor pe care ni le oferim unii altora drept via]\ este absolut neîntîmpl\- toare. Întîmpl\toare r\mîne doar absurditatea c\ nimic nu pare a ne deranja mai mult decît normalitatea. Mul]umesc publica]iilor care au g\zduit paginile str`nse `n acest volum. Dincolo de recuno[tin]\, m\ `ncearc\ o str`ngere de inim\ v\z`nd c\ dl Silviu Lupescu e gata s\ mai piard\ ni[te bani. Un plus de gratitu- dine se `ndreapt\ spre dna Marina Constantinoiu [i dl Marius Tuc\, nu at`t pentru libertatea total\ pe care mi-o asigur\ Jurnalul Na]ional de a bate c`mpii dup\ cum m\ taie capul (spre durerea lor de cap), c`t pentru r\bdarea de a m\ readuce `n colivia de m\r\cini incandescen]i a editorialului de vineri, de fiecare dat\ dup\ ce `i anun]: Gata. Am obosit. Mi-e lehamite. Dorin Tudoran Washington, ianuarie 2006 8 I {ah la orgoliu M\ consider deja mort, fiindc\ nu mai s`nt gata s\ mor pentru credin]ele [i idealurile mele. Dorin Tudoran Daniel Cristea-Enache: Stimate domnule Dorin Tudoran, acum fix treizeci de ani (nici mai mult, nici mai pu]in) debuta]i editorial cu Mic tratat de glorie, volum de versuri premiat apoi de c\tre Uniunea Scriitorilor. ~ntr-un excelent interviu realizat de Nicolae Coande, spunea]i c\ titlul primei dvs. c\r]i, ca [i cel al ultimului volum publicat `n România (Adaptarea la realitate, 1982) erau, ca un f\cut, ironice. Dincolo de aceast\ (auto)ironie devoalat\, nu exist\ oare, ast\zi, [i o mare nostalgie dup\ acele vremuri ale debutului? Pute]i s\ reintra]i `n pielea t`n\rului de 28 de ani [i s\ recon- stitui]i momentul de atunci? Ce a]i sim]it c`nd a]i luat `n m`n\ primul exemplar al c\r]ii, ce au zis p\rin]ii [i prietenii apro- pia]i, cum a fost la decernarea premiilor Uniunii Scriitorilor? Dorin Tudoran: Exist\.

I put this book here for you, who once lived So that you should visit us no more Czeslaw Milosz Introduction* Holocaust denial in post-Communist East Central Europe is a fact. And, like most facts, its shades are many. Sometimes, denial comes in explicit forms – visible and universally-aggressive. At other times, however, it is implicit rather than explicit, particularistic rather than universal, defensive rather than aggressive. And between these two poles, the spectrum is large enough to allow for a large variety of forms, some of which may escape the eye of all but the most versatile connoisseurs of country-specific history, culture, or immediate political environment. In other words, Holocaust denial in the region ranges from sheer emulation of negationism elsewhere in the world to regional-specific forms of collective defense of national "historic memory" and to merely banal, indeed sometime cynical, attempts at the utilitarian exploitation of an immediate political context.1 The paradox of Holocaust negation in East Central Europe is that, alas, this is neither "good" nor "bad" for the Jews.2 But it is an important part of the * I would like to acknowledge the support of the J. and O.     THE EU GATE TO BLACK SEA REGIONAL COOPERATION A ROMANIAN-TURKISH COMMON GROUND Offering an overview of the various frameworks for cooperation in the wider Black Sea, the author explains that Romania aims to bring the EU and the regi- on closer together and argues that Turkey and Romania can play an important role in the future of the region. Touching upon the shared values versus the diffe- ring interests between the EU and Russia, the author claims that zero sum games are games of the past. The main form of divided government in Romania is that of cohabitation, and it has been experienced only twice, for a brief period of time: in 2007-2008 under Prime-Minister Călin Popescu Tăriceanu of the National Liberal Party and again, starting May 2012, under Prime Minister Victor Ponta of the Social Democratic Party.

  • Political Ideology and Fiscal Policy. the Case of Romania
    POLITICAL IDEOLOGY AND FISCAL POLICY. THE CASE OF ROMANIA Tudor CIUMARA, PhD* Abstract The main question asked in this paper regards the possible influence of political ideology on the fiscal policy measures proposed and implemented by the Romanian government. We observe the political affiliation of the ministers of finance and the positioning of their parties on the left-right axis. We find there is a certain equilibrium in terms of the duration the Ministry of Finance portfolio was occupied by a representative of the centre-left versus centre-right parties. The analysis of the influence of ideology on policy is complicated by external facts such as political, social and economic context. Keywords: government, finance, political party JEL Classification: D72, E62, G18 The easiest way of segmenting the political spectrum is to use the left-right axis. A preferred field of displaying the ideological orientation of the politicians is the economic one, largely the fiscal area. Normally, we can expect a “left-wing” government to be more interventionist, to promote a fiscal policy relying on larger deficits, while the “right-wing” government is expected to promote a policy of state withdrawal from the economy and to reduce the budget deficits. Theoretically, the left-wing governments might be expected to direct their fiscal policy in a counter-cyclical manner, more restrictive during the periods with low unemployment rates, and in a stimulative manner during the periods with high unemployment rates. Similarly, the right- wing governments might be inclined towards a pro-cyclical approach, in which the fiscal policy stimulates during the periods of boom and restricts during the periods of crisis.

Ţăranii ar fi spus că a crăpat antihristul, nu credeau incă că va veni colhozul lui Stalin şi la noi. Numai bătrânul Feodor Karamazov, amorezat împreună cu Dimitri, fiul lui, de aceeaşi fată frumoasă şi neserioasă, Gruşenka, a strigat la moartea soţiei sale de-o viaţă, în faţa porţii, pe stradă: a crăpat căţeaua! Cred că la fel ar fi strigat şi genialul Tolstoi, dacă soţia lui nu ar fi fost mai tânără cu 15 ani decât el.
